Mayor Coen celled the Special Meeting of the City Council of the
,City of Huntington beach to order at 7.30 p.Mo
The Pledge of Allegiance was gives by all present in the Council

The City Clerk read the Call for Special. Meeting which had been
received and consented to by all Councilmen prior to 6:15 P.M.
on Sunday, April 28, 1968, for the purpose of considering;

Miss Lou Anna Marshall, the Assistant .City Attorney, introduced to the
Council the newly appoi.nted. Deputy City Attorney, Mr. Charles Liberta.
:INFORMAL DISCUSSION
Mayor Coen informed the Council that he would like to change the
order of subjects from that shown in the Call for Special Meeting,
and began with a discussion of procedural changes which he felt
should be considered by the Council. He requested that the Assistant
City Attorney make a study of the agenda format as it now exists,
with the idea of legally eliminating any items which might be handled
on an Administrative levels Among the items discussed was the
requirement for Council action on the denial of claims against the
City. No action was taken by the Council on any of the suggested
agenda changes at this time.
Council then held an informal discussion --regarding the areas of
interest of various Councilmen in serving on established committees,
and Mayor Coen rude the following ,appointments 8

An informal discussion was then held on the proposed appointment
of a City Attorney, considering possible requirement for a
fill -times rather than a part-time Attorney to serve the City
Cn motion by Shipley, Council declared themselves on record as
favoring the employment of a City Attorney that can serve full-time,
and directed the City Administrator to advertise for and seek
qualified applicants. Motion carried
Mayor Caen appointed the following committee of the Council on
selection and screening of applicants

The Committee informally agreed to meet on this matter on Thursday,
May 2nd, at 4i 0 P.M� in the City Attorneys office

Mayor Coen then suggested that the Council ,give consideration to
goals to be attained during the next two years, The Mayor requested
Librarian Walter .Johnson to review and up -date the Capital
Improvement Program for the Library and furnish copies to all
Councilman,
lie also requested Fire Chief Ray Picard to review and up -date their
Capital. Improvements Program for the Fire Department, and furnish
copies -to the Councilmen.,
Councilmen Matney and €green discussed with the Council the possible
appointment of a committee of citizens to implement the development
of those capital improvement programs in the City which have
previously been established. Councilman Kaufman pointed out that
site locations would have to be made before any further action could
take place. Councilman McCracken ,stated that he understood that
sales tax revenue received by the City could be used. to pay off
indebtedness incurred in the development of such capital improvement
programs.
A motion was made by Shipley that Council, meet with the Urban. Land
Institute Citizens' Steering Committee in the near future. to discuss
proposed plans for the development of capital improvement programs
Motion carried,
Mayor Coen called an informal meeting of the Council. for Thursday,
May 16, 1968, at 7 a00 p,143a in the Council Chamber to meet with the
1Citizens' Steering Committee and. the Planning Commission,,
A suggestion was made by Mayer Coen that the €council continue a
practice that had been tried in the previous year and dropped, of
the Council meeting on the Fifth Monday of those months having
five Mondays in a study session related to progress and growth,
Members of the Council inquired as to the status of a proposed
newsletter which was to be sent out to the residents of the City.
along with the ester billings, acquainting then with the plans,
projects and actions of the Council. City Administrator Doyle Miller
informed the Council that an IBM card -type information sheet was
to be included with the next rater bills. The. Council_ indicated
however, that they wished some Norm of actual newsletter sent with
future billings
Councilman Kaufman requested that the Director of public. Works
make a study of the effects of the Orange and Red proposed Routes
for the Huntington Beach Freeway, and report to the Council in
regard thereto at the meeting of May 6, 1968
Mayor Coen called an informal meeting of the Council. for Wednesday
evening, May 1, 1968, at 6.30 P.M,, at the Huntington Seacl iff
Country Club, to enable Council members to attend a meeting being
held by Supervisor Baker of the 2nd Supervisorial District
regarding the Freeway location„

On motion by Shipley, the Special -Meeting of the City Council
of the City of Huntington Beach adjourned. Motion carried.
