TUESDAY, APRIL 30, 1968 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Larkin, Royer, Lane, Miller, Worthy, Tom COMMISSIONERS ABSENT: None CONDITIONAL EXCEPTION NO. 68-24 Applicant - Ye Dock Master, Inc. To permit dry storage of small boats, dockage and work area for boats in the R-2 Two Family Residence District. The Staff Report and three letters endorsing the request were read by the Acting Secretary. The hearing was opened to the audience. Ken Thompson, 4012 Ondine Circle, Huntington Beach, addressed the Commission and explained the proposal. Mr. Thompson asked if Condition No. 1 requiring the site be paved with four inch plant mix could be reduced to two inch plant mix over compacted native soil. Mr. Hartge, Deputy Director of.Public Works informed the.Commission that since this use is of a temporary nature the two inch plant mix will be sufficient. There being no other comment, the hearing was closed. The Commission held a discussion. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO APPROVE CONDITIONAL EXCEPTION NO. 68-24 UPON THE FOLLOWING CONDITIONS: 1. The entire site including all driveways shall be paved with two inch plant mix over compacted native soil. 2. Off street parking shall be provided at a ratio of /z space for each boat storage stall. A revised plot plan showing parking facilities shall be submitted to Planning Department for approval prior to issuance of building permits. 3. Toilet facilities shall be provided in compliance with Building Department requirements. 4. Conditional Exception No. 68-24 shall become null and void on May 1, 1971. Planning Commission Tuesday, April 30, 1968 Page No, 2 DISCUSSION: CARE OF NON -RELATED PERSONS The Acting Secretary informed the Commission that he had invited Mrs. Grant from the State Department of Mental Hygiene, Mrs. Tiller and Mrs. Spark of County Welfare, and Mr. Sion of Department of Social Welfare to discuss the care of mentally retarded children,*'Mr. Harlow ii�&ted these people at the request of the Planning Commission because an application requesting home care for five non -ambulatory, crib age children was continued in order to hear from these various agencies. Mrs. Grant, Mrs. Tiller, Mrs. Spark and Mr. Sion briefly outlined their basic program. A lengthy discussion was held. It was the consensus of the Commission that requests for home care for mentally retarded children should be handled by the home occupation procedure which would limit the number to a maximum of eight with no more than four unrelated children to each natural family. A criteria for such request should also be set up and brought back for the Commission to review in the form of a Code Amendment. RECESS CALLED: The Chairman called a recess at 9:00 P.M. COMMISSION RECONVENED: Commission was reconvened at 9:20 P.M. DISCUSSION: SUBDIVISION ORDINANCE The Acting Secretary outlined several of the major topics to be considered by the Planning Commission in their review of the Subdivision Ordinance. Mr. Harlow showed slides of various site -angles and setbacks for garages entered directly from the street. The following items were discussed in detail by the Commission: lot widths, lot depths, setbacks, parking lot coverage, street widths and street trees. It was the consensus of the Commission to tentatively establish the following: 1. 6500 sq. ft. minimum lot sizes. 2. 65 ft. frontage on corner lots and 60 ft. frontage on interior lots. 3. Elimination of minimum lot depths. 4. Side yard setbacks equal to 10% of the lot width with a 5 ft. required maximum, 5. Front yard setbacks of 15 ft. 6. Open space requirement of 1200 sq. ft. with a minimum dimension of 25 ft. 7. Placement of 30 inch box trees 80-100 ft. on center along arterial highways. 8. Frontage roads on secondary highways, except where a parcel has frontage on two secondary arterials and the property consists of less than 40 acres in which case the longest street shall have the frontage road and the other street may have aside -on or back -on treatment with decorative wall in lieu of a frontage road, 9. Local street widths shall be 48 ft. to 54 ft. depending on curb height with a 6 ft. minimum parkway. 4/30/68 -2- 0 Minutes: H.B. Planning Commission Tuesday, April 30, 1968 Page No. 3 10. One 30 inch box tree in the front yard and one additional tree in the exterior side yard on corner lots between 5 - 10 ft. of the property line. MASTER PLAN OF LAND -USE - STUDY AREA III The Acting Secretary made a presentation of study area III which is bounded by Warner Avenue, Graham Street, Heil Avenue and Bolsa Chica Street. He told the Commission the plan would be considered at a public hearing on May 7, 1968. COMMUNICATION: The Acting Secretary distributed copies of a letter submitted by the Health Planning Association of Southern California regarding the Association's function.
