DISCUSSION: CARE OF NON -RELATED PERSONS
The Acting Secretary informed the
Commission that he had invited Mrs. Grant from the State Department
of Mental Hygiene, Mrs. Tiller and Mrs. Spark of County Welfare,
and Mr. Sion of Department of Social Welfare to discuss the care
of mentally retarded children,*'Mr. Harlow ii&ted these people at
the request of the Planning Commission because an application
requesting home care for five non -ambulatory, crib age children
was continued in order to hear from these various agencies.
Mrs. Grant, Mrs. Tiller, Mrs. Spark
and Mr. Sion briefly outlined their basic program.
A lengthy discussion was held.
It was the consensus of the Commission
that requests for home care for mentally retarded children should
be handled by the home occupation procedure which would limit the
number to a maximum of eight with no more than four unrelated
children to each natural family. A criteria for such request
should also be set up and brought back for the Commission to
review in the form of a Code Amendment.

COMMISSION RECONVENED: Commission was reconvened at 9:20 P.M.
