National Bank Building Huntington Beach, California Wednesday, May 8, 1968 Mandrell, Harlow, McFarland None USE PERMIT NO. 68-13 _..- Applicant: Chris Bovy & L. Zehnder To allow the construction of 20 apartment units on a lot in the R-2 Two Family Residence District.. Located on the north side of Ellis Avenue, approximately 1100 feet east of Beach Blvd-,-,:Legal-description on file in-the•Planning Department. The hearing was opened to the audience. Lowell Zehnder, applicant, addressed the Board.and answered questions regarding setbacks. Mrs. Janice James, adjacent property owner, addressed the Board and questioned parking facilities and fencing requirements. There being no further,.comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO. 68-13 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Ellis Avenue shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights and fire hydrants. 2. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system -at the time each parcel is developdd. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire,Department. 5. The property shall_partiGipate_in-_the local.drain- age:assessment district at,the time said parcel is developed. 6. Preliminary and final soil reports shall be sub- mitted by an approved private soils engineer to the City prior to issuance of building permits. 7. CONDITIONAL EXCEPTION NO. 68-15 Applicant: Ada Equipment Rental cTo allow the storage ' and display of equipment rental merchandise within the front 50 ft. setback area in the C-4 Highway Commercial District. Located on the west side of Beach Blvd., approximately 200 ft. south of Cypress Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. David Duarte, representing the property owner, addressed the Board and requested temporary relief from compliance with the Ordinance until October 31, 1968, because of an existing lease on the property which will expire at that time. There being no further comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE CONDITIONAL EXCEPTION NO. 68-15 SUBJECT TO THE FOLLOWING CONDITION: 1. The property shall be made to conform to the Ordinance by October 31, 1968. FOR THE FOLLOWING REASON: The existing lease will expire at that time. ROLL CALL VOTE: AYES: Mandrell, McFarland, Harlow. NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 68-16 Applicant: Walter W. Sant To allow an addition to a dwelling to be constructed to within 10 ft. of the rear property line causing a reduction of the required 9.00 sq..ft.. of open space in the —rear yard area:' Loocated-. on the-'--' northwest corner of Rhodesia Drive and Polynesian Lane. Legally described as Lot 25 of Tract No. 5251. The hearing was opened to the audience. Walter Sant, applicant, addressed the Board and answered questions regarding fencing and open space provisions. A MOTION WAS MADE BY MANDRELL AND SECONDED BY MCFARLAND'TO APPROVE CONDITIONAL EXCEPTION NO."68=116 FOR THE FOLLOWING REASON$ 1. The exterior side yard•has 750 sq. ft. with a 15 ft. minimum dimension; it is fenced and used as a child's play'area,••thus satisfying the open space requirements except for the narrow width. 2. Another open space of 600 •sq: ft., which -conforms to the ordinance, has been provided within the rear yard. ROLL CALL VOTE: AYES: Mandrell, McFarland, Harlow NOES: None ABSENT: None THE MOTION CARRIED. DIVISION OF LAND NO. 68-13 Applicant: Springdale Shores Realty To allow a division -of land into two separate parcels located north of Bolsa Avenue,-150 ft. east of Springdale Street. Legal description on file in the Planning Department Office. The hearing was opened,to the audience. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE DIVISION OF LAND NO. 68-13 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Bolsa Avenue shall be fully improved to City Standards. Improvements shall include 'street -trees, street lights, and fire hydrants. 2. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works., -Fire. Department and Building Department. 3. The property shall participate in the local drainage assessment district at the time each parcel is developed. 4. All utilities shall be installed underground. 5. The Division of Land shall not -be effective until an agreement is signed and -recorded agreeing to the conditions listed above. The Board reviewed the variances. A MOTION WAS MADE BY.HARLOWAND SECONDED BY MANDRELL TO INSTRUCT THE PLANNING DEPARTMENT TO WRITE A LETTER TO THE ORANGE COUNTY ZONING ADMINISTRATOR RECOMMENDING THAT USE VARIANCE NOS. 6072 AND 6073 COMPLY WITH THE DEVELOPMENT STANDARDS RECOMMENDED IN THE SUNSET BEACH-SURFSIDE STUDY. ROLL CALL VOTE: AYES: Mandrell, Harlow, McFarland NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 68-8 Applicant: Byron Lasky Co. To"permit a temporary sales office to be located on the southwesterly -corner of Saybrook Lane and Trumbull Drive:,_ Legally described as'Lot 210 of Tract No. 5360. The hearing was opened to the audience. George Hamilton, representing the applicant, addressed the Board and explained that it is necessary to have a sales office at this location in order to sell the surrounding homes under construc- tion.
