TUESDAY, MAY 28, 1968 - STUDY SESSION COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: Bazil, Larkin,' Royer, Lane, Miller Worthy, Tom DISCUSSION: SUBDIVISION STANDARDS A discussion was held regarding "0" side yard setbacks. It was the consensus of the Commission to tentatively approve "0" side yards provided that the opposite side yard has a minimum 10 foot setback. It was also tentatively agreed that fences 6 feet in height may be constructed within 6 feet of the property line provided that a cone vision is maintained on corner lots and at driveways. The Commission further discussed setback requirements for garages entered directly from the street. It was the consensus to allow a 7/z foot setback for garages entered directly from the street subject to Site Plan -approval accompanied by a precise plan delineating all structures proposed to be built during initial construction. Minimum lot size was discussed. It was the consensus to tentatively establish a minimum sq. ft. lot size of- 6500 square feet in the R-1 zone. Discussion was held regarding setbacks in the downtown area. It was the consensus not to make any change at this time and look at the total area in the near future. The Acting Secretary showed various slides pertaining to treatment of arterial highways to the Commission. A proposal to require frontage roads along arterial highways was discussed by the Commission. It was the consensus to continue the discussion until all Commissioners were present. DISCUSSION: Discussion was held pertaining to rear yard setbacks in the R-3 and R-4 zones. It was the consensus of the: Commission to tentatively establish a five foot rear yard setback where a second story is constructed over a garage and/or carport. It was the decision of the Commission to, incorporate the "0" side yard setbacks into the R-2, R-3 and R-4 zones. INFORMATION: The Acting Secretary informed the Commission that there will be a joint meeting between the City Council, 5/28/68 Minutes: H.B. Planning Commission Tuesday, Mayr28, 1968 - Study Session Page No. 2 (Information cont) U.L.I. and the Planning Commission on June 6, 1968, at 7:00 P.M. regarding the Civic Center location. REDUCING THE PLANNING COMMISSIONER'S WORKLOAD The Acting Secretary informed the Commission that the City Council -at their May 21, 1968, meeting expressed an interest in reducing the Planning Commission's work load to allow the Commission more time to devote t_o planning matters rather than routine zoning matters. Mr. Harlow stated in view of this, the Planning Department suggested that all Conditional Exceptions except those which change the use of property could be processed through the Board of Zoning Adjustments. In line with past policy, the Board would refer precedent setting applications to the Planning Commission for decision. Mr. Harlow further suggested the Commission may want to consider referring all decisions on tentative tract maps to the Subdivision Committee for final decision subject to appeal by the Commission.
