City of Huntington Leach to order at 4:30 P.M.
The Pledge of Allegiance was given by all present in the Council
Chamber.

CODE AMENDMENT 68-6 m DENSITY
The Clerk. presented a; transmittal from the Planning; Department. of
Code amendment 68- , are amendment to Division 9 of the Huntington
Peach Ordinance Cade proposing to allow flexiility in the densities
of the residential districts, The Planning Commission recommended
approval,
Following diacnsaaion. by Council, on motion by Shipley, Council
referred Coda Amendment 68-6 to Planning Commission for further
study, Motion carried

CODE AMEND ENT 6 -7 m SIGN.S.
The Clark Presented a transmittal from the Planning Department of
Code Amendment 8-7, an amendment to Diviaon 9 of the Huntington
Beach Ordinance Code proposing to repeal. all sections of the code
pertaining to signs, renuanbering sections of Division 9 and repealing
certain portions of Chapter 85 and 86.
On motion by Bartlett, Council approved Code Amendment 68-7 and
directed time City Attorney to prepare an Ordinance am. ending, the
Huntington Beach Ordinance Code. Motion carried.

FINAL TRACT KAP NO 6469 - EINE CONSTRUCTION C%IPANY
The Clerk presented a transmittal from the Planning Director submitting
final form; of Tract. Map No. 64-69 for .adoption as follows: Developer:
Meine Construction Company; Location- south of Heil Avenue and west
of Springdale Street; Acreage: 11.143; Lots: 484 that the map had been
certified by the Director of public. Works and the Secretary to the
Planning Commission to be true .and correct In accordance with provisions
of the City Subdivision Code.
The City Council may adopt dedications as shown on the map and approve
the Final Map, subject to the following conditions,
The City Clerk's signature shall be withheld pending the submittal and
completion of the enumerated requirements.
le Deposit of fees for eater, sewer, drainage, engineering and inspections.

Om motion by Bartlett, Council accepted offers of dedication .as shown
on Final Map 6469, and adopted the map subject to conditons stipulated
by the Planning Commission, Motion carried.
DEDICATIGN OF IMPROVD-1ENUS - TRACT No 6445
The Clerk presented a communication from the Director of public Works
recommending acceptance of dedicated improvements, authorization for
release of the Improvement Bond, and termination of the Three Panty Agree-
ment and the Subdivision Agreement in. Tract 6445 - Newport Balboa Savings
and Loan.
On motion by Kaufman, Council accepted improvements dedicated for public
use in. Tract 6445, authorized the release of Improvement Bond and termin-
ation of the Three -Party Agreement and the Subdivision Agreement, and
directed that the developer be notified by the City Clerk and the bonding
company be notified by the City Treasurer. Motion carried,

SAMTARY SE74ER IN BUS'1LARD STREET
The Clerk presented a communication from. the Director of Public Works
recommending that the City install an 18 inch suer line in B shard
Street, northerly from Hamilton Avenue, prior to street improvements in
Bushard from Hamilton northerly to the Edison Company right-of-way,
which is to be done in conjunction with construction of Tract 5562 at
an approximate cost of $25,000.00.
On motion by Kaufman, Council directed the Public Words Director to
proceed with plans and specifications and to advertise for bids for a
Sanitary Seer in Buhard Streets Motion carried.

BLVD GARDENS 14ATER NATN - ASSESSMENT DISTRICT 6804
The Clark Presented a communication from the Director of Public Works
recommending that the City participate in the cost of the •water main
between Heil Avenue and Alhambra Avenue, and for approximately 180-
foat of the lino southerly from Edinger Avenue, and that the City pay
for the difference in cost between a 12 inch main and an 8 inch main
for the remaining 2,300 fact, at an approximate total cost of
$ 7 , 000 . �
On motion by Kaufman, Council directed the Public Wo ks Departme t
to proceed with. the formation, of assessment District No. 6804, and
for City participation as recommended by the Director of Public
Works 6 Fiction carried

The Clerk presented a communication from the Director of Public Works,
recozimending acceptance of a request from the United California
Bank that the Letter of Credit (Improvement Bond) for Tract No. 017,
be reduced from $200,00 to $100,000.
On motion by Kaufman, Council directed the Public Works Director to
accept amendment to better of Credit No. 28,657, decreasin.g the
amount to $100, C 0 on Tract No.. 5017, Motion carried
The Clerk presented Sealed Bids for the improvement of Streets and
right-of-ways in Assessment District No. 6701 m Marina View and
Orion Drive,which were opened at 9:00 A.M., Monday, June 3, 1968, in
the., Council. Chamber by the City Clerk, City attorney, .and Director
of Public Works, as follows: Sidle --Miller Construction Company, in
the amount of $21, 1, ,85, and R. J. Noble Company in the amount of
$ 23 , 544 e 0.5
The Clerk read a communication from the Deputy Director of Public
Works, reco ending that Council accept the low bid of Sul.ley-Miller
Contracting Company in the amount of 21, 18.85, eject all other
bids, and further recommending that Council consider participating
in. Assessment District No. 6701 by the deletion of engineering costs
of approximately $880, due to the City wing ,a lot in the district.
The Clerk read Resolution No. 2735 by title - "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AWARDING CONTRACT,,

The Clerk presented Claim No� 17-68 filed by Protective Association
of Governmental Employees, for alleged damages to the organization.
On motion by Green, Council denied the claim filed by Protective
Association of Governmental Employees, and referred same to the City
Attorney and C ity's Insurance Carrier. Motion carried

CLAIM NO 18-68 CG ELL PRODUCTIONS
The Clerk presented Claim No. 18-68 filed by Henry V. Clears on
behalf of Covell Productions for alleged personal damages,,
On motion by Green, Council denied the claim filed on behalf of Covell
Productions on the basis that it was insufficient and did not state
any cause, and referred wane to the City Attorney, and the Ci.ty's
Insurance Carrier. Motion. carried.
FIREWORKS STANDS
A representative of the Crean View Little League addressed the Council
presenting a late application for a Fireworks Stand and requesting
that the filing date requirements be waived
On emotion by Shipley, Council waived the Ordinance Code requirements
on filing date, and accepted Ocean View Little League:'a late appli-
cation for a fireworks stand, Motion carried
The Clerk presented applications from the following organizations for
permission to operate firework stands. The Clerk informed, the Council
that all paid filing and service fees, and have been approved by the
Fire Department

R.EHABTLITATION OF BOA' SCOUT CABIN IN LAKE PARK
Mt. Lon Fairbanks addressed Council and gave a report on repraira com-
pleted and donations to data, and work remaining to he done. He
requested permission to have the cabin designated as an historical
monument. Upon approval of the Building Department, repairs would
take approximately nine to twelve months, The Fire Chief gave his
approval of the project,
On motion by Shipley, Council authorized Troop #1 to proceed with
the restoration of the Boy. Scout Cabin in Lake park, with repairs to
he completed within one year, in accordance with regulations of
the Fire Department and the Department of Building and Safety, and
approved the formation of a committee to handle maintenance under:
supervision of the Council. . etion carried

EXTENSIONOF TIME m PI'AT OF REG AND PARK FEES - STD PAC CORD
The Clerk presented a letter from Standard Pacific: Corporation requesting
an extension of time for payment of Recreation and Park fees until the
offsite improvements are completed and prior to the date that occupancy
per i.ts are issued on Tract 6568.
Ira Ron Fell addressed the Council on behalf of Standard Pacific
Corporation and requested the delay for payment of fees and gave reasons
therefor.
The Acting City Administrator informed Council. that he had informed
Standard pacific Corporation that any deviation from policy must he
done by the City Council. Mr. Fell informed Council that they had
run into new obstacles and were aware of the fees required, and stated
that they would he in a position to pay the fees 120 days prior to
occupancy.
On motion by McCracken, Council granted the extension of time for
payment of Rec.reation. and Park Foes on. Tract No. 6568 only, for 120
days or prior to date occupancy permits are issued, whichever is first;
and stipulated that this action was not to affect any other tracts

Orange County peace Officer's Assocation for the use of ldenti.-Kits by
the Police Department for the fiscal year 1 68-69, for a rental fee of
$156.00,
On motion by Green, Council, approved the ldenti-Kit Agreement with the
Orange County peace Officer's Association, and authorized the Mayor
and City Clerk to execute same on behalf of the Citya Motion carried.

The Assistant City Administrator presented a renewal agreement with.
Huntington Pacific Corporation for cleanup and lifeguard services for
the beach area west of the municipal pier covering the period from
July 1, 1968 to June 30, 1969
On motion by McCracken, Council referred the agreement with Huntington
Pacific Corporation to the City Attorney and the Director o Harbors

Council -that the i.ni.ti_al installation charge is $1514. 0 and monthly
charges are $125.50.

The Assistant City Administrator informed the Council that the
Master plan included two acres of Edison easement adjacent to
LeBard Parkes three acres. Inasmuch as Edison Company has a pKas-

that the City proceed with negotiations and prepare a lease for the
parksite addition,

MARINA HIGH SCHOOL TRAFFIC ENFORCEMENT
The Assistant City Administrator presented a request from Marina
High School for enforcement of traffic and parking regulations in
their school parking lot by the Huntington Beach Police D6pqrtment.
Mrs Castle informed the Council that the City was new doing,this can
the Goldenwest Campus, and recommended that a resolution be prepared
directing the Police Department to commence this enforcement at the
discretion of the Chief of Police and can availability of personnel.
On motion by Bartlett., Council directed they City Attorney to, prepare
a resolution allowing the police Department to regulate traffic
and parking at Marina High School, as reco m ended by the Assistant
City Administrator,, Motion carried.

The Acting City Administrator resubmitted to Council the matter of
an offer to purchase property for a City Yard Site, which,had been
deferred by Council at a previous meeting.
The Director of public arks gave a report and displayed a schematic
plan of soil study made in the area. Councilman. McCracken presented
comments relative to the soil conditions
A motion by Kaufman to proceed with acquisition of the property for a
City Maintenance Yard was withdrawn before being voted upon.
On motion by Kaufman, Council directed that an Engineers Estimate of
casts for ultimate development of the site be obtaiftsd and submitted

The Acting City Admi.strator presented a request from the Huntington.
Beach Company for permission to landscape their Goldenwest Street
project along the right-of-way. Who Director of Public Forks gave a
report and recommiended that Council adopt the concept proposed by the
Huntington Beach Company,
O. motion by Shipley, Council accepted the Huntington Beach. Company
concept for landscaping right-of-way along Goldenwest Street and
approved their proceeding in. this matter subject to requirements of
the Department of Public Works. Motion carried.

requesting Council to waive fees and relocation procedures for
