HomeMy WebLinkAbout1968-06-05MINUTES HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS Administration Annex 523 Main Street Huntington Beach, California Wednesday, June 5, 1968 BOARD MEMBERS PRESENT: Mandrell, McFarland, Harlow BOARD MEMBERS ABSENT: None USE PERMIT NO. 68-15 Applicant: Stanley Fann To permit the construction of a shopping center in the C-4 Highway Commercial District. Located at the northwest corner of Springdale Street and Warner Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Lee Martin, representing the applicant, reviewed the conditions of approval. Roger Slates discussed the condition requiring that a division of land -application be filed separating the service station from the remain- ing property. There being no further comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 68-15 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Warner Avenue and Springdale Street shall be dedicated and fully improved to City Standards. Improvements shall include street -trees,- street signs, street lights and fire hydrants. 2. Water supply shall be through the City'of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Hunting- '"tbn Beach's sewage system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. The flood control channel shall be fenced to Flood Control District Standards and City Standards at the time -each parcel is developed. 6. Drainage of the property shall -be approved by the Department of Public Works and drainage easements may be required to facilitate same. 6/5/68 Minutes: H.B. Preliminary and final soil reports shall be submitted by an approvwd private somis engineer to the City prior to issuance of building permits. 8. All -utilities shall be installed underground at the time said parcel is developed. 9. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. Driveway locations shall be approved by the Traffic Engineer. 11. Off-street parking facilities shall conform to Article 979. 12. All applicable City Ordinances shall be complied with. Located on _ the south side of Ellis Ave., approximately 660 ft. east of Beach Blvd. Legal description on file in the Planning Department Office. The hearing was opened to the audience. on Use Permit No. 68-16 and Conditional Exception No. 68-20 in conjunction. CONDITIONAL EXCEPTION NO. 68-20 Applicant: Coast Development Co. To allow the reduction of side yard setbacks to 0 ft. in deviation to the required 5 ft. setbacks in the R-3 Limited Multiple Family Residence District. Located on the south side of Ellis Avenue, approximately 660 ft. east of Beach Blvd. Legal description on file in the Planning Department Office. Johnny Crumpler, minister of Baptist Church, Edward Illig, adjacent property owner, and Pastor DeLange, minister of adjacent Church addressed the Board and asked questions regarding the drainage and walls. Roger Slates, representing the applicant, addressed the Board and discussed the drainage, sewer, parking, and driveway -problems. There -'being no -further comment, the hearing was closed to the audience. Board discussion -followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO CONTINUE USE PERMIT NO. 68-16 and CONDITIONAL EXCEPTION NO. 68-20 UNTIL,JUNE 12, 1968 TO ALLOW TIME TO STUDY STREET PATTERNS, SEWER AND DRAINAGE PROBLEMS AND TO DISCUSS THEM WITH THE APPLICANT. _L -2- 6/5/68 Minutes: H.B. To allow the construction of carports on the property line in deviation to -the required 5 ft. side yard setback. .Located on -the east side of Cameron Street, approximately 515 ft. north of Newman Ave. Legal description on file in the Planning Depart- ment Office. The hearing was opened to the audience. Jack Koebig, representing -the applicant, addressed the Board and answered questions regarding parking facilities and driveways. There -being no further comment, the hearing was closed to the audience. The wall of carports -on the property _line 'shall be _construct-e_d of masonry materials to be approved by the Board'at the time, -the Use -Permit is reviewed. AND FOR THE FOLLOWING REASONS: 1. CONDITIONAL EXCEPTION NO. 68-22 Applicant: Vassar Rownd To allow the construction of double gates 718" in height in deviation.to the maximum 6 ft. height -,limit. Located at 9041,Oceanwood Drive. There being no further comment, the hearing was closed to the audience. Board discussion followed. It was noted that the gates would be constructed between two house walls both of which exceed 8 ft. in height. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE CONDITIONAL -EXCEPTION NO. 68-22. ROLL CALL VOTE: AYES: Mandrell, NOES: None ABSENT: None THE MOTION CARRIED. McFarland, Harlow ADMINISTRATIVE REVIEW NO. 68'-10 _ Applicant: Huntington -Harbour -Corp. To permit a sales office in connection with a subdivision in the R1 Single Fami_ly.Residence District. Located at the wouthwest corner of Davenport Drive and Algonquin St. and legally described as a portion of Tract No. 5633. The hearing was opened _to.the audience. Ron Montgomery, representing the applicant, addressed the Board and explained the request. The Board questioned the size and location of signs. They also questioned the fact that no legal description of.the subject property has been.submitted. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE ADMINISTRATIVE REVIEW N0. 68-10 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Applicant shall submit a legal description prior to obtaining a building permit. 2. Construction shall be as shown on the P16t'Plan.. ROLL CALL VOTE: AYES: Mandrell, McFarland, Harlow.
