USE PERMIT NO. 68-16 Applicant: Coast Development Co. To permit 244 units in the R-3 zone. Located on the south side of Ellis Ave., approximately 660 ft. east of Beach Blvd. CONDITIONAL EXCEPTION NO. 68-20 Applicant: Coast Development Co. To allow the reduction of side yard setbacks to 0 ft. in deviation to the required 5 ft. setbacks in the R3 Limited Multiple Family Residence District. Located on the south side of Ellis Avenue, approximately 660 ft. east of Beach Blvd. Legal descrip- tion on file in the Planning Office. The hearing was opened to the audience on both items in conjunction. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. USE PERMIT NO. 68-17 Applicant: Rush Thomas Livingston To permit the retail sale and light repair of.boats and accessories in the C-4 Highway Commercial District. Located on the.northeast side of Coast Highway, approximately 1320 ft. northwest of Anderson St. Legal description on file in the Planning Department Office. The hearing was opened:to the audience. A MOTION WAS MADE BY HARLOW AND SECONDED BY SPENCER.TO APPROVE USE PERMIT NO. 68-17 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Pacific Coast Highway shall be fully improved to City and State Standards. Improvements shall include street trees, street.signs, street lights and fire hydrants. 2. Water supply -shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach'-s sewage system._ 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 6. Off-street parking facilities shall conform to Article 979. 8. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 9. All applicable City Ordinances shall be complied with. 10. A revised plot plan shall be submitted.to Building Department prior to issuance of building permits. USE PERMIT.NO. 68-18 Applicant: Charles Franklin To permit a drive -through restaurant in the C4 Highway Commercial District. Located on -the north side of Edinger Avenue, approximately 450 ft. east of Edwards St. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Bill Liles, adjacent property owner, addressed the Board and submitted a petition signed by 11 property owners requesting that certain conditions be imposed. Mrs. Marie Boyd, 6582 Limerick Dr., questioned the proposed fence. She wanted her side painted. Norbert Waters, owner of the liquor store, asked"questions regarding the conditions of approval. John Greer, representing Tiajuana Taco, explained the proposal and agreed to work out the fencing problems. There being no further comment,' the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 68-18 SUBJECT TO THE FOLLOWING CONDITIONS: 1.-•Driveway-locations_ shall be approved by the Traffic Engineer. 2. Outside lighting shall be directed away from abutting residential uses. 3. There shall be no outside speakers,with exception of the order call box. -3- 6/12/68 Minutes: H.B. Said berms shall be placed no more than 100 ft. on center. 5. Edinger Avenue shall be fully improved to -City Standards. Improvements shall include street trees, street signs,,street_lights and fire hydrants. 6. Water supply shall be through the City of Hunting- ton Beach's water system. , 7. Sewage disposal shall be through the City of Hunting- ton Beach's sewage ,system. 8. The water, sewer, and fire hydrants system shall be approved by the Department of Public Works and Fire Department. 9. Materials shall be compatible with the existing commercial wall to the west. 13. No structures, other than those shown on the approved plot plan, shall be constructed within the -project. 14. The height of the proposed sign•shall not exceed 25 ft. 15. All applicable City•Ordinances shall be complied with. CONDITIONAL EXCEPTION NO. 68-23 Applicant: Robert Evans To allow an, addition ,to a main dwelling to be constructed 8 ft. fromtthe rear property line in deviation to the required 10 ft. rear yard setback. Located at 17261 Marken Lane and legally described as Lot 42 of Tract No.'4009. The hearing was, opened to the audience. A MOTION WAS MADE BY HARLOW AND SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 68-23 FOR THE FOLLOWING REASONS: 1. Subject property is backed up to commercial property. 2. The side yard has the required open space and is used in conjunction with the rear yard area. ROLL CALL VOTE: AYES: McFarland, Spencer, Harlow NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 68-24 Applicant: Wilbur Beezley To permit a reduction in the required 900 sq. ft. open space in the rear yard. Located at 16901 Westport Drive and legally described as Lot 151 of Tract No. 4880. The hearing was opened to the audience. Wilbur Beezley, applicant, addressed the Board and stated that the addition was already under construction. Mr. Willard, property owner across the street, questioned the painting of the structure. Zhere being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE CONDITIONAL EXCEPTION NO. 68-24 FOR THE FOLLOWING REASONS: 1. The side yard compensates for open area. 2. Andeberg To allow the addition to a main dwelling to be constructed 8 ft. from the rear property line in deviation to the required 10 ft. rear yard setback. Located at 5242 Sisson Dr. and legally described as lot 63 of `bract No. 3657. The hearing was opened to the audience. S. C. Andeberg, applicant, addressed the Board and explained that his property backs up to a flood control channel. the hearing was closed. There being no further comment, Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 68-25 FOR THE FOLLOWING REASONS: 1. Subject property, is backed up to the flood control channel. 2. It is not detrimental to surrounding property. ROLL CALL VOTE: AYES: McFarland, Spencer, Harlow NOES: None ABSENT: None THE MOTION CARRIED.
