Monday, dame 24, 1968
Mayor Coen called the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 7-30 PM.
The Pledge of Allegiance was given by all present in the: Council
Chamber.
ROLL CALL
Councilmen presento Shipley, Bartlett, Green, atnney, Kaufman, Coen
McCracken (arrived 7 a 3 5 P- M. )
Councilmen Absent: None
4 motion was made by green. that Council appoint Mr. Henry Dube and
Mr, Roger Slates as members of the City Planning Coml.a ion,
effective duly 1, 1968 for four year terra
Prior to - a vote being ordered on. the: motion, Councilman Kaufman
requested a division of the question,,
Mayor Coen called for a ,rote on Councilman. Green's motion to ,appoint
Mr. Henry Duke as a meua ber of the City; Planning Commission,
effective July 1, 1968 for a four year term When put Lo vote the
motion carried
mayor Coen then called for a vote on Councilman Green's motion to
appoint Mr. Heger Slates as a member of the City Planning Commission,
effective duly 1, 1968 for a foes year term, When past to vote the
motion serried
A motion was made by Green that Council direct the City Clerk to
have certificates of service prepared for presentation to Mr. Fran
Larkin and Mr, Thomas Worthy, who retire from service on the Cite
Planning Commission on July 1, 19685., Motion. carried.

Mayor Coen announced that this was the day and hoes set for a public
hearing on Ordinance No. 1427 of the City Council of the City of
Huntington Beach adopting a budget for the City for the fiscal year
1968-69, as published in the Huntington Beach Nees on June 14, 1968,
setting the hoer of 7:30 Pa a, or as soon thereafter as possible,
on Monday, June 24, 1968, in the Council Chamber of the Civic Center,
Huntington Beach, California, as the tire and place for a public
hearing, on the proposed adoption of said ordinance.

The Clerk informed the Council that all legal requirements for notifica-
tion, publication and posting of said public hearing had been met, and
stated that he had received no communications or written protests on
such proposed adoption,
Mayor Caen declared the hearing open and called for eo=eats from any
citizen in the audience.
r. Joseph Ferm, 17581 Gothard Street,, City, addressed. the Council
and inquired whether adoption of the proposed budget ordinance can an.
emergency basis was Legal and proper. Miss Lou Ann Marshall, Ass't.
City Attorney, informed Mr Ferm that the Council could legally
consider and adopt the proposed budget ordinance as an emergency
measure if they so desired and directed.
Mr Ferm then comented on the proposed budget, painting out that
certain. items seemed too high, and stating that his taxes had
increased fivefold in the past ten years
There being no one further present to speak can the proposed ordinance
or the adoption thereof, the hearing, was closed her the Mayor,

The Clerk read Resolution No,, 2781 by title m "A RESOLUTION OF THE

Councilman' Green commented on the fact that the changes in classifi-
eations _.and ranges <entai:ned .in ,t.he resolution eliminated any parity
between the various Safety Departments of the Cityo
The Council. discussed this item at considerable length with many
comments being made by the: various Councilmen.
On motion by Green, Council directed the City Personnel Beard to
made a study of present survey methods, and include a stud; of the
parity or non -parity hetv.7een the City's three Safety Departments
and make a recoRmien.dat.ion thereon to the Council. Motion carried,
On motion by Kaufman, Resolution No. 2781 was passed and adopted by
the following roll call vote

ORDINANCE NO. 1427 _ M EMERGENCY ADOPTED
The Clerk read ordinance No. 1427 in full - "AN ORDINANCE OF THE
CITE' COUNCIL OF THE CITY OF 'HUNTINGTON BEACH ADOPTING A BUDGET FOR
THE CITY FOR THE FISCAL YEAR 1968-1969, AN a1ERGENCY ORDINANCE OF
SAID CITY,"

On motion by Kaufman, Ordinance No. 1427 was passed and adopted
by the following roll calf. vote
AYES- Councilmen: Shipley, Bartlett, McCracken, Green, Matney,
Kaufman, moan
NOES- Councilmen: None:
ABSENT: Councilmen: Noes

Mr. F. B. Arguello, City Finance Director, presented a report
which he had prepared on possible additonal sources of revenue for
the city. He recommended that it be studied by the members o
the Council before being further considered.
ADJOURNMENT
On motion by Green, the regular adjourned meeting of the City
Council of the City of Huntington Beach adjourned. Motion c'si tr .ed.
