MINUTES: Minutes for July 3-and 10, 1968
were accepted as transcribed.
USE PERMIT NO. 68-24-Continued _
Applicant: J. H. Hedrick & Co.
To permit the construction of a
158 unit apartment project on R3 Limited Multiple Family
Residence District. Located on the south side of Edinger
Ave., approximately 925 ft. east of Springdale St. Legal
description on file in the Planning Department Office.
CONDITIONAL EXCEPTION NO. 68-33-Continued
Applicant: J. H. Hedrick & Co.
To allow detached carports to be
constructed along the side and rear property lines in
deviation to the required 5 ft. setback. Located on the
south side of Edinger Ave., approximately 925 ft. east
of Springdale St. in the R3 Limited Multiple Family
Residence District. Legal description on file in the
Planning Department Office.
The hearing was opened to the
audience on Use Permit No. 68-24 and Conditional Exception
No. 68-33 in conjunction. -
Ken Bideman, architect, and
Roger Hedrick, applicant, addressed the Board and made
a presentation of the proposed development.
-The following people addressed
the Board and asked varnus questions: Bill Stinnett,
6161 Softwind Drive, questioned the eleVaftot-of the lots.
James Carroll, 16101 Balentine, questioned the parking
arrangements. He opposed the 0' setbacks. Julian Roe,
6111 Softwind'Dr.,- questioned the amount of frontage on
Edinger Ave. and the density.. Mr. & Mrs. H. Graf, 16061
Balentine, questioned the density and also the possible
need of repairing existing walls. Mr. Emberly, 6171
Softwind; questioned -the -drainage from -the carport roofs.
Dennis Brown, 6201'Softwind spoke in favor of the 0'
setbacks. Norman Haas, 16081 Balentine, questioned the
material for construction of carports; also_the grading
of the lots. Mrs.'Robert Fix questioned the possibility
of a walkway easement.
There being no further comment,
the hearing was closed to the audience. ,

A MOTION WAS MADE BY MCFARLAND
AND SECONDED BY COOK TO APPROVE,USE PERMIT_NO.,68-24•_i
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Edinger Ave. shall be dedicated and fully improved
to City Standards at the time said parcel is
developed. Improvements shall include street
trees, street signs, street lights and fire
hydrants.
2. Water supply shall be through the City of Huntington
Beach's water system at the time said parcel is
developed.
3. Sewage disposal shall be through the City of
Huntington Beach's sewage system at the time
said parcel is developed.
4. The water, sewer, and fire hydrant system
shall be approved by the Department of Public
Works and Fire Department.
5. The property shall participate in the local
drainage assessment district at the time said
parcel is developed.
6. Preliminary and final soil reports shall be
submitted by an approved private soils engineer
to the City prior,to issuance of building permits.
7. All utilities shall be installed underground
at the time said parcel is developed.
8. Off-street parking facilities shall conform to
Article 979.
9. No structures, other than those shown on the
approved plot plan, shall be constructed within
the project.
10.* All applicable City Ordinances shall be complied
with.
11. A Division of Land application, separating this
parcel from tle:remaining property held under the
same ownership, shall be filed with the City,
approved and recorded.
12. A revised plot plan showing a 5 ft. side yard
setback shall be required if Conditional Exception
No. 68-33 is not approved.
13. No parking signs shall be posted along areas not
intended for open parking or carports.
14. Lighting system for private streets shall be
equal to public street requirements.
15. Frontage road and sidewalks shall be constructed
to Department of Public Works Standards.

A MOTION WAS MADE BY MCFARLAND
AND SECONDED BY COOK TO APPROVE CONDITIONAL EXCEPTION
NO. 68-33 SUBJECT TO THE FOLLOWING CONDITION:
1. Walls of carports shall be constructed of masonry
material compatible with existing masonry walls.
AND FOR THE FOLLOWING REASONS:
1. "0" setback construction of carports will afford a
better buffer between the apartment units and abutting
R1 dwellings by moving said units 20 to 40 ft. back
from property line.
2. Said construction will provide for more privacy in
rear yard for abutting R1 property owners; and,
3. 110" setback of carports will eliminate traffic flow
along rear property line of existing R1 developments.

District. Located at the northeast corner of Beach Blvd.
and Ellis Ave. Legal description on file in the Planning
Department Office.
The hearing was opened to the
audience. There being no one to speak for or against
the matter, the hearing was closed.
Board discussion followed. It
was noted that a revised plot plan had not been received.
A MOTION -WAS MADE BY PALIN AND
SECONDED BY COOK TO CONTINUE USE PERMIT NO. 68-22 TO
AUGUST 7,•1968 TO ALLOW THE APPLICANT TIME TO SUBMIT
A REVISED PLAN.

ing the applicant, explained the request.
. I Bob Lambert spoke
in favor of the request and clarified the question
of a 10 ft. easement on the property.

and fully improved to City and/or State Standards
at the time said parcel is developed. Improve-

Applicant: Jim Brady
To allow an attached, fully
enclosed patio to encroach to within 72 ft. of the
rear property line in deviation to the required 10 ft.
rear yard setback. Located at 5871 Snead Drive and
legally described as Lot 45, Tract 3643.
The hearing was opened to the
audience.
Jim Brady, representing the
owner, addressed the Board and explained the patio had
been constructed 3 years ago without a permit. He
stated the owner has complied with all requirements
of the Building Department.
There being no further comment,
the hearing was closed.

A MOTION WAS MADE BY -COOK AND
SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO.
68-35 FOR THE FOLLOWING REASON:
1. Subject property abuts commercial property and
has the required open space within rear 2/3 of
lot.

CONDITIONAL EXCEPTION NO. 68-36
Applicant: Allied Builders
To allow an addition to,a
dwelling to be constructed to within 10 ft. of the
rear property line causing a reduction of the required
900 sq. ft. of open space in the rear yard area.
Located at 10381 Mauretania Drive and legally described
as Lot 29 of Tract 5033.
The hearing was opened to the
audience.
Frank Lopez, representing the
applicant, answered various questions.
There being no further comment,
the hearing was closed.

within the rear yard and conform to the Ordinance.

1. Applicant shall meet sight angle encroachment as
required by Section 9432.
