Monday, August 12, 1968
Mayor Coen called the regular adjourned meeting of the City Council of
the City of Huntington Beach to order at 7:30 P.M.
The Pledge of Allegiance was given by all present in the Council Chamber.

RESOLUTION NO 2807 - ELECTION FOR CHARTER AMENDMENT AND CONSOLIDATION
The Clerk read Resolution No. 2807 by title - "A RESOLUTION OF'THE CITY
COUNCIL OF THE CITY OF HUNTINGTON BEACH ORDERING, CALLING, PROVIDING
FOR AND GIVING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD IN
SAID CITY ON NOVEMBER 5, 1968 FOR THE PURPOSE OF SUBMITTING'TO THE
QUALIFIED VOTERS OF SAID CITY AN AMENDMENT TO THE CHARTER OF SAID CITY
CONCERNING THE APPOINTMENT OF THE CITY ATTORNEY BY THE CITY COUNCIL,
AND REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO CON-
SOLIDATE SUCH SPECIAL MUNICIPAL ELECTION WITH THE STATEWIDE,'GENERAL
ELECTION TO BE HELD ON NOVEMBER 5, 1968 PURSUANT TO SECTION 23302 OF
THE ELECTIONS CODE,"
On motion by Green, Council waived further reading of Resolution No. 2807,
and passed and adopted same by the following roll call vote:
AYES: Councilmen: Bartlett, McCracken, Kaufman, Matney, Green, Coen
NOES: Councilmen: None
ABSENT: Councilmen: Shipley

RESOLUTION NO 2808 --ACQUISITION & CONSTRUCTION OF MUNICIPAL IMPROVEMENTS
The Clerk read Resolution No. 2808 by title - "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, DETERMINING THAT
THAT PUBLIC INTEREST AND NECESSITY DEMAND THE ACQUISITION AND CONSTRUCTION
OF CERTAIN MUNICIPAL IMPROVEMENT AND MAKING FINDINGS RELATING THERETO."
On motion by Bartlett, Council waived further reading of .Resolution
No. 2808, and passed and adopted same by the following roll call vote:
AYES: Councilmen: Bartlett, McCracken, Kaufman, Matney, Green, Coen
NOES: Councilmen: Nona

ORDINANCE NO 1437 -FIRST READING - INCURRING BONDED INDEBTEDNESS
The Clerk gave Ordinance No. 1437 a first reading by title - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, ORDERING, CALLING,
PROVIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD ON
NOVEMBER 5, 1968, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS
OF SAID CITY PROPOSITIONS TO INCUR BONDED INDEBTEDNESS FOR CERTAIN
MUNICIPAL IMPROVEMENTS, AND CONSOLIDATING SAID ELECTION WITH THE STATE-
WIDE GENERAL ELECTION TO BE HELD ON SAID DATE."
On motion by Green, Council waived further reading of Ordinance No. 1437.
When put to a vote, the motion passed unanimously.

MEMORANDUM - PROPOSITIONS FOR NOVEMBER SPECIAL ELECTION BALLOT
The Clerk presented a memorandum from the City Attorney's office rec-
ommending that Council, by minute action, designate the order in which
it wishes the three propositions for ballot in the November Special
Election to appear,
On motion by Matney, Council designated that the Recreation and Parks
Bond Issue followed by the Library Bond Issue and the Charter Amendment
relative to the Appointment of the City Attorney, be the sequence in
which the items should appear on the November 5, Election Ballot.
Motion carried,

PUBLIC HEARING - LIST OF WEED ABATEMENT CHARGES FOR 1968
Mayor Coen announced that this was the day and hour set for a public
hearing to hear objections of property owners shown on the list of
Weed and Rubbish Abatement Charges for the year 1968, as posted at the
outside entrance to the Council Chamber, in accordance with Government
Code, Chapter 13, Article 3, State of California, to the charges listed
thereon,
The Clerk presented the Affidavit of Posting Notices of Weed Abatement
Charges, as sworn to by James R. Wheeler, Street Superintendent.
Mayor Coen declared the hearing open.
There being no objections voiced, the Mayor declared the hearing closed.
A motion was made by Matney, that the Weed Abatement Charges covering
the year 1968, as posted at the entrance to the Council Chamber, be
confirmed, and any charges listed thereon not, paid by August 12, 1968,
be certified to the County offices for inclusion on the 1968-69 Tax
Roll. Motion carried.

RESOLUTION NO 2809 - CIRCLE PARK.- AUTH TO NEGOTIATE m APPROVED
The Acting City Administrator requested C ouncil's authorization to
negotiate with Sulley-Miller Construction Company for improvements in
Circle Park amounting to $4300,00, stating that because of existing
City contracts with Sully -Miller Construction Company, a savings to
the City might be effected through negotiation rather than bids.

COUNCIL MEETING — CHANGE OF LOCATION —GOLDEN WEST COLLEGE
The Acting City Administrator informed Council that arrangements had
been made with Golden West College for the adjournment of the -September 3,
1968 meeting to Golden West College at 8:00 P.M., enabling people in
that area to become more closely acquainted with City Council procedure.
RECONSIDERATION OF TOPOGRAPHICAL MODEL OF CENTRAL PARK AREA — DEFERRED
Councilman Matney requested Council's reconsideration to allow a
topographical model to be constructed for use in presenting the proposed
plans for the Central Park area.
Following considerable discussion, Council deferred any action on this
matter to the meeting of August 19, 1968.
ADJOURNMENT
On motion by Coen, the regular adjourned meeting of the City Council of
the City of Huntington Beach adjourned. Motion carried.
