To permit construction of a 62• unit apartment project in the R2 Two Family Residence District and R3 Limited Multiple Family Residence District. Located on the east side of Brookhurst Street, 130 feet south of Cutty Sark Drive. Legal description on file in the Planning Department -Office. CONDITIONAL EXCEPTION NO. 68-48 - Continued Applicant: Macco Realty Co. _ To allow the following:- (1) Carports to be constructed on the rear property line•in deviation to the required 5 ft. setback; (2) Relocation of the fully enclosed carport storage to other fully enclosed storage of an equal number of cubic feet, attached •to the main buildings;- .-- and (3),Carports shall not be required to be enclosed on 3 sides -as Tong as the existing screening - requirements for covered or open compounds are met or exceeded. Evan Murphy and Dennis Martin, representing the applicant, addressed the Board 'and discussed requirements on separation walls, land- scaping, carports and the lake. The driveway widths were discussed. There being no further comment, the hearing was'closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY COOK TO APPROVE USE PERMIT NO. 68-30 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Brookhurst Street shall be fully improved to -City Standards. Easements for utilities or walkways -shall be provided.to Department of Public Works Standards. 6. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 7. The property -shall participate -;in the local drainage assessment district. 8. All utilities.shall be installed underground. 9. Off-street parking facilities shall conform -to Article 979. 10. A masonry wall shal-1 be constructed along north -and east property lines. The height of said wall shall be such;, that the top will be six (6) feet"above the highest ground surface within twenty-(20) feet of the common property line. 11. No structures, other than those shown on the approved, plot plan, shall be constructed within the project. 12. All applicable City Ordinances shall be complied -with. 13. Carports shall -be screened from view by fencing and'landscaping to Department of Public Works and Building Department requirements. 2. The carport walls along the property line having a 11011,setback shall be constructed of maintenance free, decorative block and shall be approved by the Department of Public Works and Building Department. AND FOR THE FOLLOWING REASONS-: 1. By providing the enclosed storage adjacent to the dwelling, the applicant will satisfy the intent of -the Ordinance. 2. Located on the south side of Heil Avenue, approximately 727 ft. east of Bolsa Chica Street. A legal description is on file in the Planning Department Office. The hearing was opened to the audience. Naomi Miller, 5181 Heil -Avenue, and Mr. Mills addressed the Board and objected to the driveway locations. They requested one driveway only be permitted and that it should be located at the west end of the subject property with a block wall along the front property line. Raymond Lavanas, architect, questioned the-R2-2000 zone possibilities. It -was noted by the Board that a Conditional Exception is required to permit construction of -carports -on -the property line. There being no further comment, the hearing was closed. :. Board discussion followed. To permit development of a mobile home park in the R2 Two Family Residence District and R5 Office -Professional District. Located at the.south- west corner of Frankfort Street and Beach Boulevard. - Legal description on file in the Planning Department Office. The hearing was -opened to the audience. Mrs. Miller, 411 Delaware -Street, addressed the Board and_-aske& about the future -develop - meet plans for Delaware Street. Milt Harrison and Mark Botich, representing -the applicant, answered various questions. Delaware Street and Frankfort Avenue shall be improved to City requirements. Improvements shall include street trees, street signs, street lights and fire hydrants. 3. Water supply shall -be through the City.of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department.of,Publ,ic-Works.and Fire Department. 6. Easements for utilities or -walkways shall be -provided to Department of Public Works Standards. 7. The property -shall participate -in the local drainage assessment district. 8. A lighting system-shall-be_installed within the project equal in illumination to lighting on public streets. A lighting plan shall be submitted to,.the Department of,Public Works for approval': 9. A masonry wall shall be constructed along the south, east and west property lines. The hei ht of said wall shall be such, that the top will be six (65 feet above the highest ground surface within twenty (20) feet of the common property line. 10. They felt the parking requirements were excessive. It was noted by the Board that a Conditional Exception would have to be filed in " order to reduce the parking requirements. Pacific Coast Highway shall be dedicated and fully improved to County and State Standards. Improvements shall include street trees, street signs, street lights and fire hydrants. 2. Located on'the'west-side-of Goldenwest Street,.,'south of -Warner Avenue".- Legal description on, file in the Planning Department Office. The hearing was opened to the audience. Robert Oster, attorney, and Mr. Wampler, tenant on the property, addressed the Board and explained the reasons for the request. There being no further comment, the -hearing was closed. Board:discussion followed.. A MOTION WAS MADE BY COOK''AND SECONDED BY JONES TO APPROVE CONDITIONAL EXCEPTION NO. 68-49 SUBJECT TO THE FOLLOWING CONDITIONS: 1. All growing stock shall be setback 41 ft. from Goldenwest Street to allow room for off street - parking. 2. All required parking spaces shall be striped to City Standards. 3. OnTy trees and growing plants shall be allowed within the setback area. 4. All merchandise other than growing stock shall be stored -behind the 50 ft. setback area and screened from view by growing stock. 5. Conditional Exception No. 68-49 shall become null and void September 18, 1971 or when adjacent property is developed, whichever is sooner. AND FOR THE FOLLOWING REASONS: 1. This site is isolated from other property on Goldenwest Street. 2. The trees and other growing stock will sufficiently screen the other portion of the nursery operation. 3.
