STUDY SESSION
COMMISSIONERS PRESENT: Bazil, Miller, Bokor, Duke
COMMISSIONERS ABSENT: Lane, Tom, Slates
DISCUSSION: PERIMETER WALLS AND LANDSCAPING
ALONG ARTERIAL HIGHWAYS
The Acting Secretary made a
presentation and showed various slides of perimeter walls and landscaping
along arterial highways. Mr. Harlow also presented sketches of several
ideas for sidewalks and wall design. He stated this presentation is somewhat
more detailed than previous presentations and from this, the staff will
prepare drawings and develop standards for walls and landscaping.
The Commission reviewed the
presentation. It was the concensus that the staff should prepare drawings
and standards for adoption by the Commission and City Council.
Bill Hartge, City Engineer,
addressed the Commission and commented on tree planting. Mr. Hartge
stated that 20" box trees rather than 30" box trees should be required along
arterial highways. The Planning Commission agreed with the recommendation.
The Commission further discussed
the possibility of requiring continuity in design of block walls and landscaping.
The Acting Secretary informed the Commission that this has already been
required as a condition of approval on several tentative tract maps.
PLANNED DEVELOPMENT ZONE:
The Acting Secretary distributed
alternative possibilities for permitting planned residential developments,
while still being able to regulate such developments to the degree necessitated
by the public interest. Mr. Harlow informed the Commission that written
comments were received from B. A. Berkus and Assoc. and Building Industry
Associates. It was noted that most of the comments urged the Planning
Commission to permit flexibility in the proposed planned development
standards in order to permit designers and developers an opportunity to
create imaginative developments and avoid monotonous uniformity. The
three alternatives were discussed by the Commission and it was their
consensus that the Staff draft a code amendment that would permit planned
residential developments, subject to approval of a site plan and establish
standards within the site plan Article 989.

STANDARD PLANS AND SPECIFICATIONS:
Bill Hartge., City Engineer,
addressed the Commission and made a presentation regarding standard
plans and specifications. Mr. Hartge stated that the Department of Public
Works refers to State Standard specifications on structural aspect of side-
walks, sewers, etc. , and would prefer not to be restricted or required to
go through the Planning Commission for a determination regarding such items.
The Planning Commission discussed the
proposal. It was the consensus that structural decisions should be made by the
Department of Public Works.
DEVELOPMENT STANDARDS - C AND M ZONES:
The Acting Secretary distributed
copies of a proposed code amendment pertaining to development standards
in C and M zones.
The Commission reviewed the
proposed code amendment and it was their unanimous decision that the code
amendment be set for public hearing.
TOWN LOT DEVELOPMENT:
The Acting Secretary made a
presentation pertaining to town lot development. The following items were
discussed and reviewed by the Commission: 1) Readjustment of all local
street right-of-way; 2) closure of local streets intersecting with secondary,
primary and major highways; 3) reduction of side yard setbacks to "0"
where abutting properties are under the same ownership; 4) parking
requirements; 5) height limitation; and 6) density.
The Commission reviewed the
proposed code amendment.
The Commission suggested that
the staff conduct further studies on the proposals.
