MINUTES: On motion by Miller and seconded by Bokor
the Minutes of September 4, 1968, were
corrected, replacing Royer's name with that
of Bokor.
The meeting was called to order by Vice -Chairman Tom in Chairman Bazil's
absence.

The Subdivision Committee Report was read
by the Acting Secretary. The Commission discussed the proposed development_
A MOTION WAS MADE BY MILLER AND
SECONDED BY DUKE TO APPROVE TENTATIVE TRACT MAP NO, 5633 UPON THE
FOLLOWING CONDITIONS:
1, The Tentative Map received September 20, 1968, shall be the approved layout_
2� The water and fire hydrant systems shall be approved by the Department of
Public Works and Fire Department,
3. The flood control channel shall be fenced to Flood Control District Standards
4. All utilities shall be installed underground,
5. A 10 ft. wide drainage easement shall be provided between the Orange
County Flood Control Channel and Manuel Lane,
6. A Division of Land application, separating the property included in this
Tentative Map from the remaining property held under the same ownership
shall be filed with the City, approved and the conditions of approval complied
with prior to submitting a final map to the City Council,
7. All "Standard Conditions of Approval" for tentative tracts that are applicable
shall be complied with,

CONDITIONAL EXCEPTION NO. 68-47
&Ibdivider; Wm. Lyon Development Co.
To allow the following:
1) 46 ft. , 50 ft. , 52 ft, and 54 ft. right of way
streets as indicated on accompanying map of T.T. No. 6726. Subject streets to
be in compliance with standards proposed by the Deputy Director of Public Works
and approved by both the Planning Commission (8/3/65) and City Council (9/7/65).
2) 10 ft, minimum front yard setbacks for
fences not over 6 ft. in height, for garages with side -onto -street -approach and
for other portions of a residence. Note: Front setback requirements for garages
entered directly from the street to be 22 ft. min.)
3) 10 ft. minimum rear yard setback on irregular
shaped lots providing an average rear yard depth of 20 ft, is maintained. On other
lots 10 ft. minimum rear yard setback for a portion of a house provided the remain-
ing rear yard has 900 sq, ft. minimum of area with the min. rear yard depth being
20 ft.
4) Every 6 consecutive lots to average 60 ft. in
width (at a 20 ft. setback from front property line) with an average 6, 000 sq. ft.
of lot area for said 6 consecutive lots. (The minimum rectilinear lot shall not be
less than 50 ft. in width with 5, 000 sq. ft. of lot area (including corner lots).

Report were read by the Acting Secretary, plus a letter requesting a continuance
to December 3.

The Acting Secretary reviewed the Staff Report.
Since this was a continued case, the hearing was not opened to the general audience
but only to those who had not previously had a chance to speak at the last meeting.
George Shibata, attorney, representing 250
people who signed a petition against the change of zone spoke against the proposed
change. This objection was based on the possible increase of traffic on Terry
Drive and the possible overburdening of schools in the area,

Dennis McCalrath from Jerry Moss
Company spoke in favor and stated that plans would provide for an eighty foot
separation between the homes and apartments. Bruce Southern, 8192 Lancaster
Drive, Huntington Beach, spoke against the proposed change because of the loss
to property values. Mrs. Merchant, 16741 Jeffery Circle, Huntington Beach, and
Frank Royce, 8301 Lambert Drive, Huntington Beach, also spoke against.

Secretary. The hearing was opened to the audience. Don Byrnes, an employee
of Huntington Harbour spoke in favor of the change. Gordon Hatch, representing
the Property Owners Association, read a letter opposing the zone change.because
of the increase in density. Spencer Alter, resident of Huntington Harbour,
represented his brother Allen Alter, spoke against the change. Juanne
Johnson, Huntington Harbour, stated it would be extremely hazardous for
boats if a condominium is built in this area. Mr. Everett Lee and Bob James,
3302 Bounty Circle, Huntington Beach, also spoke against rezoning.

wall as required by Use Variance No. 727.
R. D: Slates disqualified himself from

Towers, spoke in favor of waiving the requirement for the wall. Roger_ Sulli_v_an,
attorney representing Good Shepherd Cemetery, spoke -against "the requesf. ' Gerald
McAdams, -Manager of the Good Shepherd Cemetery favored installation of the wall.

revised the plans and can conform to the ordinance except for the-7-1/2 foot
garage setback and one curb cut. Phyllis Galkin, 715 loth Street, Huntington
Beach, a realtor representing her father-in-law, spoke in favor of the request.

AND APPROVE CONDITIONAL EXCEPTION NO. 68-49 WITH THE FOLLOWING
CONDITIONS:
1. All growing stock shall be set back 41 ft. from Goldenwest Street to allow
room for off-street parking.
2. All required parking spaces shall be striped to City standards.
3. Only trees and growing plants shall be allowed within the setback area.
4. All merchandise other than growing stock shall be stored behind the 50 ft. setback.
5. Conditional Exception 68-49 shall become null and void September 18, 1971, or
when adjacent property is developed, whichever is sooner.

Mr. Harlow stated that this amendment proposes to establish developh-fent standards
in the industrial and commercial districts.

SITE 12 - LOT CONSOLIDATION
The Planning Director made a presentation
on lot consolidation of Site No. 12. Ralph Meyers, Attorney, representing one of
the property owners, Mr. Cole, and Mr. Agejanian addressed the Commission and
asked various questions.
Discussion followed.

TO THE CITY COUNCIL.

THE MOTION CARRIED.
INFORMATION: The Acting Secretary informed the
Commission that the C-1 zone was
referred to the Commission for review by the City Council with the idea of
either eliminating the district entirely or clarifying where the district can
be used.
It was the consensus of the Commission
to discuss the matter at the October 22 Study Session.
INFORMATION: The Acting Secretary informed the
Commission that Tentative Tract Map
No. 6675 and Conditional Exception No. 68-40 were referred back to the
Commission by the City Council at the request of the City Attorney with
instruction to comply with the recommendations of the City Attorney's office.
The Commission agreed to set the matter
for hearing of the October 22, 1968 Study Session and instructed the Staff to notify
the Attorneys for B.A. Berkus and Assoc., and Huntington Harbour Homeowners.
