Located on the east side of Goldenwest Street, approximately 146 ft. north of Warner Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. A representative for First Western Bank, addressed the Board and answered questions pertaining to the easement located on the adjacent property which would provide access to the parking area for the service station and proposed bank building. Mr. Landis, addressed the Boar-d_;and,,further ,explained the future parking,area for the proposed bank building and the service station site. There being.no further comment, the hearing was closed. Board discussion followed pertaining to the service station site on the adjacent lot;and the need -for a division of land application and improvements for the proposed site. It .was .the consensus of the Board --to continue Use Permit No. 68-38 to October 23, 1968, to allow time.for.the applicant to submit more detailed parking layout for the entire parcel. --- A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO CONTINUE USE PERMIT NO. 68-38 TO OCTOBER 23, 1968. Board of Zoning Adjustments Wednesday, October 16, 1968 Page No. 2 To permit expansion of an existing convalescent hospital into an 81 bed specialized hospital. Located on the east side of Delaware Street, approximately 271 ft. south of Main Street in the R5 Office Professional District. Legal description on file in the Planning Department Office. The hearing was opened to the audience. The applicant addressed the Board and explained the request. He stated that the main access to the hospital would eventually be oriented toward Stang Lane. He also stated that access would be provided to the parking lot from Delaware Street through the parking lot of the -professional building proposed-for,construction,on the property north of the existing convalescent hospital. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY COOK TO APPROVE USE PERMIT NO. 68-39 SUBJECT TO THE FOLLOWING CONDITIONS:.,,, 1. Delaware Strett" and 'Stang' -Lane *shal`l be dedicated and fully improved to City' -Standards. Improvements shall include street trees, street signs,- street lights and fire,hydrants. 2. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel ls'developed. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. The property shall participate in the local drainage assessment district at -the -time said parcel is developed. 6. Off-street parking facilities shall -conform to'Article-979. 7. A masonry wall shall be constructed along all abutting property zoned for residential purposes. The height of said wall shall be such, that the top will be six (6) feet above..the highest ground surface -within. --.twenty (20) .feet of the common property line. I 8. All applicab'le'City Ordinances shall be complied with. 9. A Division of Land application, causing the consolidation of the separate parcels of land, shalh be filed with the City, approved and recorded prior to issuance of building permits. 10. The driveway along the south property line shall be,designated as an "emergency drive" and a chain or other physical barrier as approved by the Fire Department shall be installed to restrict access. Taube To permit construction of a convenience market in the C4 Highway Commercial District. Located on the south side of Hamilton Avenue, approximately 210 ft. east of centerline of Bushard Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Mr. Taube, applicant, addressed the Board and -explained the proposal. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO. 68-40 SUBJECT TO THE FOLLOWING CONDITIONS: I... Bushard Street and Hamilton Avenue shall be -dedicated and fully improved to City"Standards, at the time each parcel is developed. -Improve-- ments shall include street trees, street signs, street lights"and"fire hydrants." 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be -through the City of Huntington Beach's sewage `system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. The property shall participate in the local drainage assessment district. 6 All'utilities shall be installed underground. 7." Fire alarm system conduit and appurtenances"shall be installed"by"the developer at locations and to specifications provided by the Fire Department. 8.-- All""applicable City Ordinances shall be complied with. 9. The subject property shall have a minimum frontage of 100 ft. : .. 10. A Division of Land application shall be filed with the City separating this parcel from the remaining property held under the same ownership. 11: If access is obtained from Bushard Street the driveway shall be improved to City requirements and a driveway -approved and -full street improve- ments shall be provided where said drive intersects with Bushard Street. CONDITIONAL EXCEPTION N0. 68-55 Applicant: Gayle Holman. To allow a room addition to_� be constructed 8-.ft.. from the rear property line in deviation to the required 10 ft. rear yard setback. Located at 17461 Lido Lane and legally described as Lot 5 of Tract 5601. The hearing was opened to the audience. Mrs. Holman, applitant, addressed the Board and gave reasons for the request. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS.MADE BY COOK AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 68-55 FOR THE FOLLOWING REASONS: 1. Lot 5 is an irregular shaped parcel, therefore, the yard has an irregular shape. Z. The shape is such that this area serves as a side yard. To allow an addition to an existing building to becconstructed approximately 40 ft. from the front property line -in deviation to the required 50 ft. front setback. Located on the southeast corner of Beach Boulevard and Adams Avenue in the-C4 Highway'Commercial District. —Legal description on file in the Planning Department Office. The hearing was opened to the audience. Dave Shoe and Stanley Parker, representing the applicant, addressed the Board and stated their reasons for the amendment. the hearing was closed: There being no further comment, Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE PLOT PLAN AMENDMENT NO. 68-4 SUBJECT TO THE FOLLOWING CONDITION: 1. A planter shall be provided between the drives on Beach Boulevard in addition to the planter shown on Adams Avenue. -4- 10/16/68 Minutes: H.B. There is insufficient room on Adams Avenue to provided all the required landscaping, thus the requirement of a planter on Beach Boulevard. ROLL CALL VOTE: AYES: McFarland, Cook, Harlow NOES: None ABSENT: None THE MOTION CARRIED. DIVISION OF LAND NO. 68-34 Applicant: Dick Nerio To allow a division of land into 3 separate parcels. Located at the southeast corner of Beach'Boulevard and -Terry Drive. Legal description -on file in the Planning Department Office. - The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. The Board discussed the proposed division of land. It was their consensus that access to Terry Drive will adequately handle any additional traffic generated from the parcel fronting on Terry Drive and that a second means of access to Beach Boulevard is unnecessary and undesirable as determined by the Traffic Engineer. A MOTION WAS MADE BY COOK AND SECONDED BY HARLOW TO APPROVE DIVISION OF LAND NO. 68-34 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Beach Boulevard and Terry Drive shall be dedicated and fully improved to City and State Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 4. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. The property shall participate in the local drainage assessment district at the time each parcel is developed. 6. The flood control channel shall be fenced to Flood Control District Standards and City Standards at the time each parcel is developed. 7. All utilities shall be installed underground. 8. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above.
