TUESDAY, NOVEMBER 26, 1968 - STUDY SESSION
COMMISSIONERS PRESENT: Bazil, Lane, Bokor, Miller, Tom, Duke
COMMISSIONERS ABSENT: Slates
ZONE CASE NO. 68-18
Applicant - Jack Bennett
The Acting Secretary informed the
Commission that Zone Case No. 68-18 was referred back -,to the Planning
Commission by City Council for reconsideration, with the consent of the
applicant.
The Commission reviewed the request.
A MOTION,WAS MADE BY DUKE AND
SECONDED BY BOKOR TO SUSTAIN THE ORIGINAL DECISION TO DENY ZONE
CASE NO. 68-18 FOR THE FOLLOWING REASONS:
1. Land use patterns in the area are such that a density higher than permitted
in the R-2 zone would be incompatible with surrounding area.
2. Changes in the R-2 zone (permitting one unit per 2000 sq. ft. of lot
area) will allow effective development of lots in the area.

C-1 ZONE - INTENT AND PURPOSE (Review) The Commission reviewed
a draft pertaining to C-1
Zone - Intent and Purpose.

followed.

ZONE - INTENT AND PURPOSE, AS MODIFIED BY THE COMMISSION FOR
PUBLIC HEARING.

COMMISSIONER SLATES:
Commissioner Slates arrived at
8:50 P.M. and assumed his duties.
DISCUSSION: PLANNED DEVELOPMENT ORDINANCE
The Commission reviewed the
proposed planned development ordinance. Mike Brotemarkle discussed
various sections of the proposed ordinance.
It was the consensus of the
Planning Commission to continue said matter to study session for further
discussion.
COUNTY DEVELOPMENT STANDARDS
FOR THE SUNSET BEACH AREA
The Acting Secretary informed
the Commission that all development in the County - Sunset Beach - Surfside
area have been handled by variance. Mr. Harlow stated that it is the policy
to require full improvements at time of development under a variance. He
stated that improvements include curb, gutter, paving, approaches, side-
walks and street lights.
Mr.. Palin, Planning Technician,
showed various pictures of the area in Sunset Beach.
It was the consensus of the
Commission to further study the Sunset Beach area pertaining to the
development of small lots as such lots now exist in that area.
SUBDIVISION REGULATION:
Charles-Liberto, Deputy City
Attorney, distributed copies of a proposed subdivision ordinance code to
the Commission. Mr. Liberto made a presentation on said matter.
Commission to further study said matter. It was the consensus of the
CIVIC CENTER DISTRICT - DISCUSSION
Mike Brotemarkle, Planning
Technician, made a presentation of the new Civic Center location.
Mr. Brotemarkle stated that some rotection device should be established.
Mr. Brotemarkle suggested that: a� define the area for district, office -
professional zone and, b) define the area and put restrictions on it.
It was further discussed that concern be given to the industrial impact.
Mr: Brotemarkle informed the
Commission that he will be submitting more information in the future
pertaining to the matter.
REPORT FROM MBDC MEMBERS TO
PLANNING COMMISSION
Commissioners Bazil, Slates and
Duke informed the Commission of the progress that has been made on projects
being reviewed by the Mid -Beach Development Committee.

HOUSING ELEMENT - DISCUSSION
The Acting Secretary distributed
copies* of 'a report from the A� I. P, Newsletter regarding the Housing Element
of the General Plan. Mr. Harlow stated that the Commission should consider
the housing problem and a preliminary statement of community housing goals.
Commission discussion followed.
It was the consensus of the
Commission to continue said item to December 17, 1968.
DISCUSSION:
The Commission discussed the
present requirements for street improvements. It was noted that street
trees are not provided where sidewalks are adjacent to the curb.
It was the consensus of the
Commission that the Department of Public Works should amend their
requirements for street ,improvements to get on -site trees where no
parkways are provided.
