TUESDAY, DECEMBER 3, 1968 COMMISSIONERS PRESENT: Bazil, Lane, Bokor, Slates, Miller, Tom, Duke COMMISSIONERS ABSENT: None ZONE CASE NO 68-25 - Continued Applicant - Huntington Harbour Corp, Change of zone from R-1 Single Family Residence District to R-3 Limited Multiple Family Residence District, The hearing was re -opened to one speaker for the applicant and one speaker for the home owners of Huntington Harbour. Ron Montgomery, representing the applicant, addressed the Commission and explained the proposal. It was noted that all the homeowners living in the area who were to attend the meeting were not present. The commission tabled this matter until after items 3 and 4 on the agenda to allow time for all inter- ested persons to arrive. The matter was reconsidered at 8:00 PM. Allen Alter, representing Huntington Harbour property owners, addressed the Commission and opposed the request. There being no other comment the hearing was closed. Beach Blvd. and Cameron St. shall be dedicated and fully improved to City and/or State Standards at the time each parcel is developed. Improvements shall include street trees, street lights, fire hydrants and sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. A MOTION WAS MADE BY SLATES AND SECONDED BY BOKOR TO APPROVE TENTATIVE TRACT MAP NO 6322 UPON THE FOLLOWING CONDITIONS: 1. The Tentative Tract Map received November 4, 1968, shall be the approved layout. 2. Richardson, representing the applicant, addressed the Commission and offered to answer questions. There being no other comment the hearing was closed. Planning Commission Tuesday, December 3, 1968 Page No. 8 The Planning Director made a presentation pertaining to the proposed school site, park site and freeway in the area. Ron Montgomery, representing the applicant addressed the Commission and explained the proposal. Robert Jones, architect, made a presentation of the project, Milton Berg, representing the Ocean View School District stated that the school district does not know if there will be a change in the configuration of the proposed school site and would like more time to discuss the matter with Huntington Harbour. Gordon hatch, representing the homeowners in Huntington Harbour, addressed the Commission and questioned the density within the proposed development. He also asked for a continuance in order to have more time to study the proposal. Mr. Edward and Bob James, director of the property association for Huntington Harbour, addressed the Commission and requested a continuance. There being no other comment the hearing was closed. Charles Palmer, representing the H.B. Elementary School District, addressed the Commission and expressed concern over the proposed medium density portion of the request. Commission discussion was held. There shall be no oil drilling site within the area encom- passed by the tentative map, 6. All oil producing equipment and appurtenances shall be abandoned and removed to Oil Field Dept, and Fire Dept, standards, 7. Lots abutting the southwest boundaries of this tract shall meet the distance requirements from oil producing operations as set forth in current City Ordinances, 8. Arrangements shall be made with the Dept, of Public Works and County Flood Control District to preserve the water wells within the tract wherever possible and practical, 9. Street widths shall comply with the requirements of Section 9941.3 of the Huntington Beach Ordinance Code, 10. Either a 6 ft, high masonry wall or a chain link fence shall be constructed along the school site boundary where said school site abuts residential lots, 11. A 10 ft. wide walkway shall be provided from the cul-de-sac in the proposed R-2 area to "G" Street, 14. Street opposite Barton Lane shall be more directly in line with Barton Lane, 15. Richard Kamins, attorney, repre- senting the applicant, addressed the Commission and offered to answer questions. Mr. Rothman and Mr. Roseman, also representing the applicant, showed pictures of the proposed development. There being no further comment the hearing was closed. Commission discussion followed. It was the consensus of the Commission that .the proceedings to rezone the property back to R-1 will be initiated if construction has not started within 2 years. RESOLUTION NO 68-45 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 68-45 to the City Council. A MOTION WAS MADE BY SLATES AND SECONDED BY TOM TO ADOPT RESOLUTION NO 68-45 RECOMMENDING APPROVAL OF ZONE CASE NO 68-45 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS. 1. The applicant has a specific use for the property. 2. There is a need for this type of facility in the area. RESOLUTION NO 68-44 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 68-44 to the City Council. A MOTION WAS MADE BY MILLER AND SECONDED BY TOM TO ADOPT RESOLUTION NO 68-44 RECOMMENDING APPROVAL OF ZONE CASE NO 68-44 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: to This request in an expansion of an existing use. 2. This request will allow all property owned by the Edison Company to be zoned for industrial purposes. There being no further comment the hearing was closed. A MOTION WAS MADE BY TOM AND SECONDED BY DUKE TO APPROVE CONDITIONAL EXCEPTION NO 68-58 WITH THE FOLLOWING CONDITION: 1. COMMUNICATION: WESTMINSTER PLANNING COMMISSION The Acting Secretary informed the Commission that the Westminster Planning Commission will consider Use Variance No 229 submitted by Dix Leasing Corp. for the construction of an asphalt batch plant, on the west side of Edwards Street, north of the U.S. Navy Railroad right-of-way adjacent to our city limits. -11- 12/3/68 Minutes: H.B. ON MOTION BY SLATES AND SECONDED BY TOM, THE ACTING SECRETARY WAS INSTRUCTED TO WRITE A LETTER TO THE WESTMINSTER PLANNING COMMISSION RECOMMENDING DENIAL OF UV #229 FOR THE FOLLOWING REASONS: to The property is separated from an established single family area to the south by the U.S. Navy Railroad right-of-way and abuts an established single family area to the west. 2. This is -a heavy industrial use that is conducted in the open, which generates an excessive amount of odor, dust, and noise. Because of this, it will result in an incompatible relationship with the surrounding residential property. ROLL CALL VOTE: AYES: Bazil, Lane, NOES: None ABSENT: None THE MOTION CARRIED. It was the consensus of the Commission to continue this item to December 17, 1968, and to consider it concurrently with Tentative Tract No. 6808 and Condi- tional Exception No. 68-57.
