Wednesday, December 11, 1968 BOARD MEMBERS PRESENT: McFarland, Spencer and Palin BOARD MEMBERS ABSENT: None CONDITIONAL EXCEPTION NO. 68-70 (Continued) Applicant: Shell Oil Co. To permit the construction of island canopies to encroach to within a 110" setback of the front and exterior side property lines. Located at the southwest corner of Bolsa Chica St. and Edinger Ave. Legal description is on file in the Planning Department Office. The hearing was opened to the audience. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER THAT CONDITIONAL EXCEPTION NO. 68-70 BE APPROVED WITH THE FOLLOWING CONDITIONS: 1. The applicant provide landscaping as delineated on the approved plan with a minimum -of three (3) ft. in width between driveways on north property line. 2. The required parking shall be striped. To permit use of two single family residences to show as model homes for subdivision with one garage being used as sales office. Located at the southwest corner of Asari Lane and Anthony Drive, approximately 60 ft. north of Warner Ave. Legal descrip- tion on file in the Planning Department Office. Gene Swerengen, representing the applicant, addressed the Board. There being no further comment, the hearing was closed. Board discussion followed. That Section 9737.25.2 of the Huntington Beach Ordinance Code -be complied with. 2. The parking shall be subject to the approval of the Traffic Engineer. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE CONDITIONAL EXCEP- TION NO. 68-72 TILL THE DECEMBER 18 MEETING FOR THE FOLLOWING REASONS: - 1. Applicant is to submit a revised plot plan showing temporary traffic pattern within the first increment. 2. 'Allow applicant time to file a Division of Land on subject property. t 3. John L..Henricksen John Henricksen addressed the Board. There being no further comment, Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 68-49 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Beach Blvd. and Adams Ave. shall be dedicated and fully improved to City and/or State Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants and sewer and water main extension. 2. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through"the City of Huntington Beach's sewage system at the time each parcel is'developed. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public -Works and Fire Department. 5. All utilities shall be installed underground. 6. A Parcel Map shall be filed with the City and recorded. 7. The Division of Land shall not be effective until an agree- ment is signed and recorded agreeing to the conditions. Williams To permit the construction of 32 unit apartment development in the R3 Limited Multiple Family Residential District. Located on the south side of Atlanta Ave. approximately 300 ft. east of Surfwood Lane. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Mr. Williams addressed the Board. Mrs. Shupe, the abutting property owner also addressed the Board and stated she had not seen the plot plan before the meeting. Atlanta Ave. shall be dedicated and fully improved to,City Standards. Improvements shall include street trees, street lights, fire hydrants and sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beadh's sewage system. 4. The water, sewer and fire hydrant system shall be, approved by -the Department of Public Works and Fire Department. 5. The property shall participate in the local drainage assessment district. 6. Preliminary and final soil reports shall be,.sub- mitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground. 8. Trash storage areas shall be shown on the plot plan prior to issuance of building permits. 9. Off-street parking facilities shall conform to Article 979. 10. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 11. All applicable City Ordinances shall be complied with. 12. An agreement shall be entered into between the abutting owners for construction of a common - drive. Said agreement shall remain in effect for as long as such drive is required to'meet City Standards and that such agreement be filed with the City Recorder. USE PERMIT NO. 68-53 Applicant: Macco Corporation To permit the construction of 64 unit apartment complex within the R3, Limited Multiple -Family -Residence District, and R2, Two Family Residence District. Located on the east side of Brook- hurst St. approximately 100 ft: south of-Cutty Sark Dr. Legal description on file in the Planning Department Office. The hearing was opened to the audience. A MOTION WAS MADE -BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 68-53 SUBJECT TO THE FOLLOWING CONDITIONS: „ 1. Brookhurst St. shall be fully improved to City Standards. Improvements shall include street trees, street signs, street lights and fire hydrants. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water,- sewer -,-and -fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. Easements for utilities or walkways shall be provided to Department of. -.Public Works -Standards. 6. All buildings on lots abutting a City easement shall be set back five .(55) feet from -the edge of such easement. 7. The property shall participate in -the local drainage assess- ment district.. 8. All utilities shall be installed underground. 9. Off-street parking facilities shall conform to Article 979. 10. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 11. All applicable City Ordinances shall be complied with. 12. Driveway locations shall be approved by the Traffic Engineer. 13. Minimum driveway widths shall be 25 feet. 14. Access shall -.be provided.to the frontage road on north side of property. 15. COUNTY VARIANCE NO. 6171 Applicant: Richard M. Moody The Secretary informed the Board that an application from the Orange County Planning Commission was received pertaining to Use Variance No. 6171 to allow the constructionlof•a single family dwelling with'a detached garage of less than the required width in the R4 Suburban Residential District. Board of Zoning Adjustments Wednesday, December 11, 1968 Page 7 A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO RECOMMEND APPROVAL OF USE VARIANCE 6171 ON THE FOLLOWING CONDITION AND INSTRUCT THE SECRETARY TO WRITE A LETTER TO THE ORANGE COUNTY PLANNING COMMISSION INFORMING THEM OF THEIR RECOM- MENDATIONS. 1. The variance shall comply with the standards recommended in the Sunset Beach-Surfside study.
