Mr. Harlow read a letter submitted by Huntington Harbour Corp,, requesting a continuance on Tentative Tract Map 6808 and Conditional Exception No 68-57 to January 21, 1969. The Planning Director informed the Commission that a meeting was held with -Huntington Harbour r Corp and Ocean View School District to discuss the park and school si.teg9 also, * the freeway alignment within the area; but that additional time will be needed. A MOTION WAS MADE BY BOKOR AND SECONDED BY MILLER TO APPROVE ZONE CASE NO 68-47 AS REQUESTED. THE MOTION WAS WITHDRAWN. A FURTHER MOTION WAS MADE BY LANE AND SECONDED BY DUKE TO ADOPT RESOLUTION NO 68-47 RECOMMENDING APPROVAL OF ZONE CASE NO 68-47 FOR R-1 AND R-2 RATHER THAN R-1 AND R-3 AS REQUESTED TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. The subject property is master planned for low and medium density development and the R-1 and R-2 zones will satisfy these densities. RESOLUTION NO 68-48 A Resolution of the City Planning Commission Recommending Denial of Zone Case No 68-48 to the City Council. A MOTION WAS MADE BY DUKE AND SECONDED BY BOKOR TO ADOPT RESOLUTION NO 68-48 RECOMMENDING DENIAL OF ZONE CASE NO 68-48 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: la It is City policy to limit commercial zoning at the mile intersection, 2. COMMUNICATION: The Acting Secretary read a letter submitted by Standard Pacific Corp., requesting approval of the perimeter wall and tree planting plan for Tract No 6568. The Commission reviewed the proposal, A MOTION WAS MADE BY DUKE AND SECONDED BY LANE TO ACCEPT THE CONCEPT AS SUGGESTED BY THE PLANNING DEPARTMENT SUBJECT TO APPROVAL BY THE DEPARTMENT OF PUBLIC WORKS. Said amendment pertained to: 1) Referral to Board applications to the Planning Commission; 2) The form of posted notices for public hearings; 3) The mailing of notices in lieu of posting; and, 4) The addition of a new section to Chapter 98 eliminating the filing of multiple applica- tions, The Commission reviewed the proposed code amendment, A MOTION WAS MADE BY MILLER AND SECONDED BY BOKOR TO INSTRUCT THE SECRETARY TO SET CODE AMENDMENT NO 68-12 FOR A PUBLIC HEARING, ROLL CALL VOTE: AYES: Bazil, Lane, Bokor, Miller, Duke NOES: None ABSENT: Slates, Tom THE MOTION CARRIED. DISCUSSION - ZONE CASE NO 68-45 The Acting Secretary informed the Commission that the City Council asked the Planning Commission to review and evaluate the commercial zoning at the southeast corner of Adams Avenue and Brookhurst Street on the basis of need, A MOTION WAS MADE BY DUKE AND SECONDED BY MILLER TO INSTRUCT THE STAFF TO PROCEED WITH A STUDY ON COMMERCIAL NEED AT THE SOUTHEAST CORNER OF ADAMS AVENUE AND BROOKHURST STREET. Planning Commission Tuesday, December 17, 1968 Page No, 8 DISCUSSION: The Acting Secretary reviewed the suggested changes to the Master Plan of Arterial Streets and Highways which included the elimination of Saybrook Lane between Heil and Edinger Avenues as a secondary highway- elimination of Heil Avenue between Algonquin Street and Saybrook Lane as a secondary highway; adding Algonquin Street between Heil and Edinger Avenues as a secondary highway- and, more accurately depicting the Route 1 and Route 39 Freeway locations, A MOTION WAS MADE BY DUKE AND SECONDED BY BOKOR TO SET A PUBLIC HEARING FOR THE MASTER PLAN OF ARTERIAL STREETS AND HIGHWAYS, ROLL CALL VOTE: AYES: Bazil, Lane, Bokor, Miller, Duke NOES: None ABSENT: Slates, Tom THE MOTION CARRIED, Richard A.
