To allow a room addition to a- main dwelling to be constructed 7 ft. from the rear property line in deviation to the -required 10 ft. rear yard setback. Located east of Brookhurst St., on the north side of Kamu.ela Dr., Legally described as Lot 4 of Tract 5027.- The hearing was opened to the audience. There being no one present to speak for or against, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE CONDITIONAL EXCEPTION NO. 68-57 TO JANUARY 22, 1969, -FOR THE FOLLOWING REASON: 1. To allow the Planning Department time to prepare a code amendment to be submitted to the Planning Commission which will allow a reduction in the rear yard setback when abutting permanent open space. CONDITIONAL EXCEPTION NO. 68-71 Applicant: Edward McDermitt To permit the conversion of a covered patio into a family room. Located on the west side of Diane Lane and approximately-240 ft. north of Marilyn Drive. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Don Brickey, representing the applicant, addressed the Board and gave his reasons for the request. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY JONES TO APPROVE CONDITIONAL EXCEPTION NO. 68-71 FOR THE FOLLOWING REASON: .1 1. That granting of this variance only affords a reduction of 472 sq. ft. of open space and the applicant has -maintained a minimum dimension within such open space of 272 ft. The Acting Secretary read a letter submitted by Keith Lyon, representing the applicant, requesting a continuance of Conditional Exception No. 68-72 and Use Permit No.-.,68-51- to December.26, 1968. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE THE HEARING ON CONDITIONAL EXCEPTION NO. 68-72 AND USE PERMIT NO. 68-51 TO DECEMBER 26, 1968, IN ORDER TO GIVE THE APPLICANT MORE TIME TO SUBMIT MINOR SITE PLAN ADJUSTMENTS. ROLL CALL VOTE: AYES: Bpencer,4Jones, Palin NOES: None ABSENT:: None THE MOTION CARRIED. PLOT PLAN AMENDMENT NO. 68-9 Applicant: Dunvegan Investment Co. To permit the development of a mobile home park in the R5.Office-Professional District. Located on the south side of Frankfort Avenue and west -of -Beach Blvd. A legal description is on file in the Planning Department Office. The hearing was opened to the audience. Wally Arnold, representing the applicant, addressed the Board and explained the proposal. Robert Haynes, adjacent property owner, addressed the Board and questioned future street widths of Delaware St. and Frankfort Ave. There being no further comment, the hearing was -closed. -2- 12/18/68 Minutes: H. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE PLOT PLAN AMENDMENT NO. 68-9 UPON THE FOLLOWING CONDITIONS: 1. 'Delaware St. & Frankfort Ave. shall -'be dedicated to City standards. 2. Delaware -St. and Frankfort Ave. shall be improved to City Standards. Improvements shall include street trees, street signs, street lights and fire hydrants. 3. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. f 6. Easements for utilities or walkways shall be pro- vided to Department of Public Works Standards. 7. The property shall participate in the local drainage assessment district at the time said parcel is de-' veloped. 8. All utilities shall be installed underground at the time said parcel is developed. 9. A lighting system shall be installed within the project equal in illumination to lighting on public street. A lighting plan shall be submitted to the Department of Public Works for approval. 10. The structural street section of all private drives shall be,approved by the Department of Public Works. 11. A masonry wall shall be constructed along the south and east and west property line. The height of said wall shall be such, that the top will be 6 ft. above the highest ground surface within 20 ft.- of the common property line. 12. CONDITIONAL EXCEPTION NO. 68-73 Applicant: First Western Bank & Trust Co. To permit the construction of two (2) detached signs located within the front yard setback having a combined area of 104.6 sq. ft., in lieu of the maximum 75 sq. ft. permitted by ordinance and to permit one 40 sq. ft. off -site sign where no off -site signs are permitted, -3- 12/18/68 Minutes: H. A MOTION WAS MADE BY SPENCER AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEP- TION NO. 68-73 WITH THE FOLLOWING CONDITIONS: 1. The sign Al and C on Goldenwest St. shall be placed 3 ft. back from the property line. 2. The 40 sq. ft. sign "B" on the southeast corner of 30 ft. easement and Warner Ave. shall be deleted for the following reasons: 1. This is a temporary use. 2. The area of free-standing identification sign only exceeds that permitted by ordinance by 4 Sq.Ft. ROLL CALL VOTE: AYES: Jones, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. DIVISION OF LAND NO. 68-50 Applicant: Anthony Bartoli To allow a division of land into four (4) separate parcels. Located at the southeast corner of Yorktown Ave. and Delaware St. Legal description is on file in the Planning'Department Office. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 68-50 WITH THE FOLLOWING CONDITIONS: 1. Delaware Street and Yorktown Avenue and England Street shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights and fire hydrants. 2. All vehicular access rights to Delaware Street and York- town Avenue, except at street intersection shall be dedicated to the City of Huntington Beach. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 5. The water, sewer, and fire hydrant system shall be approved by the Department of -Public Works and Fire Department. 6. The property shall participate in the local drainage assessment district at the time each parcel is developed. 7. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to .{ issuance of building permits. -4- 12/18/68 Minutes: H. B. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. Driveway access for Parcels 1 and 3 shall be from England Street over a common 20 ft. easement on Parcels 2 and 4 to be developed to Building Depart- ment standards. 11. All applicable City Ordinances shall be complied with. 12. A Parcel Map shall be filed with the City and recorded. 13. Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. To allow the readjustments in lot lines on Lot 12, Tract No. 5917 and of Lot 14, Tract No. 6645. Jim McCarthy, representing the applicant offered to answer questions. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 68-51 UPON THE FOLLOWING CONDITION: 1. A Parcel Map shall be filed with the City and recorded. ADMINISTRATIVE REVIEW NO. 68-38 Applicant: Huntington Harbour To allow a temporary model home complex in the R-1 Single Family Residence District. Located east of Edgewater Lane at the intersection of Courtney Lane. Ron Montgomery, representing the applicant addressed the Board and explained the proposal. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY .JONES TO APPROVE ADMINISTRATIVE REVIEW NO. 68-38 UPON THE FOLLOWING CONDITIONS: -5- 12/18/68 Minutes: H. B. If a model is constructed along the north property line such model shall comply with an R-1 Single Family Residence District setback requirements. 3.
