Also a waiver of the required separation wall between commercial use and property used for residential purposes at the alley. The hearing was opened to the audience. A MOTION WAS MADE BY HARLOW AND SECONDED BY COOK TO: 1. Permit waiver of the screen wall in areas where no off- street parking is provided. 2. Deny that portion of the requestto landscape State right- of-way in lieu of on -site landscaping. 3. Approve waiver of the separation wall between this property and the property to the east used for residential purposes subject to the applicant obtaining approval from the owners of residential property to the east. THE CONDITION OF APPROVAL WAS: 1. The Planning Department shall determine the amount of off-street parking spaces required at the car wash. The applicant shall obtain approval from the Design Review Board prior to issuance of building permits. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Hunt- ington Beach's sewage system. 4. The water, sewers and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. All utilities shall be installed underground. 6. A lighting system shall be installed within the project equal in illumination to lighting on public streets. A lighting plan shall be submitted to the Building Department for approval. 7. The structural street section of all private drives shall be approved by the Department of Building and Safety. 8. All applicable City Ordinances shall be complied with. USE PERMIT NO. 68-54 Applicant: Anthony Bartoli and Robert Stellrecht To permit the construction of 32 units on one parcel in the R2 Two Family Residence District as required by the Districting Ordinances. Located on the southeast corner of Yorktown Ave. and Delaware St. Legal description is on file in the Planning Department Office. -The hearing was opened to the audience. Robert Stellrecht addressed the Board and answered various questions. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY COOK AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 68-54 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Delaware Street, Yorktown Avenue and England Street shall be dedicated and fully improved to City Standards at the time said parcel is developed. Improvements shall include street trees, street signs, street lights and fire hydrants. 2. Vehicular access rights- to Yorktown Avenue, except for one driveway location, shall be dedicated to the City of Hunt- ington Beach. 4. Water supply shall be through the City of Huntington Beach's water system -at the time said parcel is developed. 5. Sewage disposal shall be through the City of Hu ntington Beach's sewage system at the time said parcel is developed. 6. The water, sewer, and fire hydrant system shall be -approved by the Department of Public Works and Fire Department. 7. The property shall participate in the local drainage assess- ment district at the time said parcel is developed. 8. All utilities shall be installed underground at the time said parcel is developed. 9. Fire alarm system conduit and appurtenances shall be in- stalled by the developer at locations and to specifications provided by the Fire Department. 10.
