HomeMy WebLinkAbout1969-01-29MINUTES Council Chamber, Civic Center Huntington Beach, California Wednesday, January 29, 1969 Mayor Coen called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. The Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Councilmen Absent: Shipley, Bartlett, Green, Coen None McCracken, Kaufman, Matney, 10,1 ZONE CASE NO 68-25 - PUBLIC HEARING - APPEAL - CONTINUED The Clerk presented an appeal to the denial of the Planning Commission of Zone Case No. 68-25 which had been continued at the request of the Huntington Harbour Corporation from the meetings of January 6, 1969 and January 20, 1969, on property located at the southwest corner of Humbolt Drive and Saybrook Lane for a change of zone from RI to R3. On motion by Bartlett, Council continued this matter to the meeting of February 17, 1969. Motion carried,. RESOLUTION�NO 2906 - HARBOR DISTRICT DISSOLUTION - ADOPTED The Clerk read Resolution No. 2906 by title - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINPTON BEACH DECLARING ITS POSITION ON THE ORANGE COUNTY HARBOR DISTRICT AND APPROVING THE PROGRAM OF THE ORANGE COUNTY LEAGUE OF CITIES TO INITIATE DISSOLUTION PROCEEDINGS." On motion by Bartlett, Council waived further reading of Resolution No. 2906, and passed and adopted same by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney, Green, Coen NOES: Councilmen: None ABSENT: Councilmen: -None INFORMAL MEETING CALLED - RECESS Mayor Coen called an informal meeting of the Council as a Committee - of -the -Whole for the purpose of discussing the proposed Park Bond Election with members of the Planning Commission and Recreation and Parks Commission. The Mayor called a recess of the Council 7:50 P.M. COUNCIL RECONVENED Mayor Coen reconvened the regular adjourned meeting of the City Council of the City of Huntington Beach at 8:47 P.M. 710 Page # 2 - Council Minutes m 1/29/69 JOINT RESOLUTION NO 2907 - DECLARES PUBLIC NEED & NECESSITY - ADOPTED The Clerk read Resolution No. 2907 by title - "A JOINT RESOLUTION OF THE CITY COUNCIL, RECREATION AND PARKS COMMISSION, AND PLANNING COMMISSION OF THE CITY OF HUNTINGTON BEACH, DECLARING THAT PUBLIC NEED AND NECESSITY REQUIRE THE ISSUANCE OF GENERAL OBLIGATION BONDS IN THE AMOUNT OF $6,000,000.00 FOR THE ACQUISITION AND DEVELOPMENT OF PARK AND RECREATIONAL FACILITIES WITHIN SAID CITY." On motion by Shipley, Council waived further reading of Resolution No, 2907, and passed and adopted same by the following roll call vote: AYES. - Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney, Green, Coen NOES: Councilmen: None ABSENT: Councilmen: None On motion by Green, Council directed the Attorney to prepare the necessary Resolutions and Ordinances to put this matter on a Special Election Ballot on June 3, 1969. Motion carried. RE UESY TO SUBMIT OFFER FOR CIVIC CENTER SITE PROPERTY m APPROVED Councilman Green stated that he felt the recommendation of the Administration to purchase the proposed Civic Center site property for the amount of $360,000.00.from the Huntington Beach Company, should be approved. On motion by Green, Council directed the Administrator to proceed in making the formal offer to the Huntington Beach Company and their Board of Directors of $360,000.00 for their 11.70 net acres in the area bounded by Main Street, Mansion Avenue and Seventeenth Street for the proposed Civic Center site. The motion passed by the following roll call vote: AYES: Councilmen: NOES: Councilmen: ABSENT: Councilmen: 'Sf :?o (., PARK AC UIiITION FUNDS Shipley, Bartlett, McCracken, Kaufman, Matney, Green, Coen None None Councilman Green commented on using money presently in the Park Acquisi- tion Fund for the purpose of acquiring additional small park sites. Mr. Worthy suggested that the money be held until June in order that the City may apply for. 50% State aid from the State Land and Water Conservation Fund-pri&r to the July 1, deadline. He further stated that acquisition of neighborhood parks continues through dedication of land in lieu of Recreation and Park fees by some developers.
