Wednesday, February 19, 1969 BOARD MEMBERS PRESENT: McFarland, Cook, Harlow BOARD MEMBERS ABSENT: None ADMINISTRATIVE REVIEW NO. 69-2 - Continued Applicant: Four Seasons Homes To permit construction of a single family residence to be used as a model. Located on the north side of Callieburn Court, 50 ft. from Magnolia St. and Indianapolis Ave. Legal description on file in the Planning Department Office. In Conjunction With CONDITIONAL EXCEPTION NO. 69-6 - Continued Applicant: Four Seasons Homes To permit a 72 ft. setback for a direct entry garage in lieu of the required 22 ft. setback. Located on the north side of Callieburn Court, 50 ft. east of Magnolia St. and south of Indianapolis Ave. Legal de- scription on file in the Planning Department Office. The hearing was opened to the audience. W. G. Long, representing the applicant, addressed the Board. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE ADMINISTRATIVE REVIEW NO. 69-2 SUBJECT TO THE FOLLOWING CONDITION: 1. All provisions of Section 9730.25.4 of the Huntington Beach Ordinance Code shall be complied with. ROLL CALL VOTE: AYES: McFarland, Cook, Harlow NOES: None ABSENT: None THE MOTION CARRIED. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE CONDITIONAL EXCEPTION NO. 69-6 SUBJECT TO THE FOLLOWING CONDITIONS: 1. All requirements of Code Amendment No. 68-9 shall be complied with. 2. When future homes are built in the model complex they shall be designed in such a manner as to conform to the intent of Code Amendment No. 68-9. Meng To permit the construction of a room addition on the rear of an existing dwelling to within 14 ft. of the rear property line causing an 89 sq. ft. reduction of the required 900 sq. ft. open space. Robert Anderson, a neighbor, asked various questions -about the effect this request would have on his property. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY COOK TO APPROVE CONDITIONAL EXCEP- TION NO. 69-7 FOR THE FOLLOWING REASON: 1. The open area in the rear yard behind the proposed addi- tion is such that it offsets the loss in required open space. ROLL CALL VOTE: AYES: McFarland, Cook, Harlow NOES: None ABSENT: None THE MOTION CARRIED. PLOT PLAN AMENDMENT NO. 69-2 Applicant: R. J. Zinngrabe To permit a Plot Plan Amendment to Use Permit No. 68-47 for the purpose of relocat- ing the 143 bed convalescent hospital from the north one half of Lot 9 to the north one-half of Lot 7, Block G, Tract No. 7. Located west of Stang Lane, 750 ft. north of Garfield Ave. The hearing was opened to the audience. There being no one to represent the applicant, and there being no comment from the audience, the hearing was closed. Board discussion followed. It was noted that the Planning Commission had requested the Board to refer all quasi public uses such as hospitals and convalescent hospitals to them for decision. A MOTION WAS MADE BY HARLOW AND SECONDED BY MCFARLAND TO REFER PLOT PLAN AMENDMENT NO.69-2 TO THE PLANNING COMMISSION FOR DECISION. ROLL CALL VOTE: AYES: McFarland, Cook, Harlow NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 69-8 Applicant: Mr. & Mrs. K. R. Thompson To permit the construction of an accessory structure (trellis cover) to within 6 inches of the rear and side property lines with support posts 32 ft. from such property lines in lieu of the required 5 ft. setback; and to permit a reduction of the required distance between main and accessory structures to 62 ft. in lieu of the required 10 ft. separation. Located at 10102 Meredith Dr. Legal descrip- tion on file in the Planning Department Office. The hearing was opened to the audience. Board of Zoning Adjustments Wednesday, February 19, 1969 Page 3 Mrs. Johnson and Mrs. Lane, neighbors to the rear of said property, opposed the pro- posed construction because Mr. Thompson's lot is at a higher elevation than their properties making it visible from their houses and the posts are only set back 4 inches from the wall. Mr. Pesche, a neighbor to the east of said property, favored the proposed construction. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO DENY CONDITIONAL EXCEPTION NO.69-8 FOR THE REASONS: 1. The proposed patio cover can be made to conform to the code. 2. The property owners most affected by this encroachment object to the proposal. ROLL CALL VOTE: AYES: McFarland, Cook, Harlow NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 69-9 Applicant: Paul D. Miller To permit four aluminum support posts to encroach to within 3 ft. of the interior side property line for support of an aluminum patio cover in lieu of the required 5 ft. side yard setback. Located on the north side of Pua Dr. approximately 430 ft. east of Kapuahulu Lane. Legal description is on file in the Plan- ning Department Office. The hearing was opened to the audience. There being no one present to represent the applicant, and there being no comment from the audience, the hearing was closed. Board discussion followed. The frontage on Warner Ave. and Goldenwest St. shall be dedicated to City Standards on all four parcels prior to recordation of a parcel map. 2. Warner Ave. and Goldenwest St. shall be fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants and sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. Easements for •utilities or walkways shall be provided to Department of Public Works Standards. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. The property shall participate in the local drainage assessment district at the time each parcel is developed. 9. Soil reports as required by the Building Department and Department of Public Works shall be submitted prior to issuance of Building permits. 10: All utilities shall be installed underground at the time each parcel is developed. 11. Fire alarm system conduit and appurtenances shall be in- stalled by the developer at locations and to specifications provided by the Fire Department. 12. A Parcel Map shall be filed with the City and recorded prior to issuance of building permits. 13. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. To permit construction of a model complex, four model houses and one sales office. Lo- cated on northeast corner of intersection at Slater St. and Edwards St. Legal description is on file in the Planning Department Office. John King and Don Paige, representing the applicant addressed the Board and answered various questions. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE ADMINISTRATIVE REVIEW NO. 69-3 WITH THE FOLLOWING CONDITIONS: 1. Slater Ave. and Edwards St. shall be dedicated and fully improved to City Standards along lots 88 through 93 at the time said parcel is developed. A plan showing off-street parking facilities shall be submitted to the Board of Zoning Adjustments for approval. 10. All applicable City Ordinances shall be complied with. 11.
