TUESDAY, MARCH 18, 1969 COMMISSIONERS PRESENT: Bazil, Bokor, Miller, Slates, Duke, Porter COMMISSIONERS ABSENT: Tom _MINUTES: On motion by Miller and seconded by Porter, the Minutes of the Huntington Beach Planning Commission of January 21, 28, February 4, 18, and 25, 1969, were accepted as transcribed and mailed by the Secretary— - CONDITIONAL EXCEPTION NO 69-1 - Continued Applicant - Ashby Construction Co. To permit the construction of a Mobile Home Park in the R-A Residential Agricultural District. Located at southeast corner of Heil Avenue and Springdale Street. The Acting Secretary informed the Commission that this item was continued from the January 21, 1969 meeting, to allow time for the Recreation and Park Commission to determine if this property should remain as a proposed city park on the Master Plan of Parks, Open Space, Schools and Recreation Element also, to allow time for the developer to submit additional information about soil conditionson the subject property. Mr. Harlow stated that the Staff recommends continuance of this item to April 1, 1969, to allow time for the Planning Commission to review the recommendations of the Park and Recreation Commission. The hearing was opened to the audience. Robert Sutake, 6012 Annette Cr., submitted a petition signed by 3000 property owners opposing the request and gave a presentation on the need for a park at this location. He also questioned how'the property would be drained. Mr. Ashby, addressed the Commission and gave his reasons for the request. In answer to Mr. Sutake'-s question Mr. Ashby stated that a pumping facility will be constructed to serve the subject property. was closed. There being no other comment, the hearing Commission held a lengthy discussion. A MOTION WAS MADE BY DUKE AND SECONDED BY PORTER TO DENY CONDITIONAL EXCEPTION NO. 69-1 FOR THE FOLLOWING REASONS: 1. PLOT PLAN AMENDMENT NO 69-2 Applicant - R. J. Zinngrabe Plot plan amendment to Use Permit No. 68-47 for the purpose of relocating the 143 bed convalescent hospital from the north one half of Lot 9 to the north one half of Lot 7, Block G, Tract No 7. Located west of Stang Lane, 750 feet north of Garfield Avenue. The Acting�Secretary read a letter submitted by the applicant, requesting withdrawal of Plot Plan Amendment No-. 69-2 due to several technical problems involving the subject property. CONDITIONAL EXCEPTION NO 69-4 Applicant - Wm Lyon Development Co To permit the averaging density on one parcel of land zoned R-2 and R-3 to have overall density of 26.5 units/acre. Located southeast corner of Warner Avenue and Edwards Street. The Acting Secretary read a letter submitted by the applicant requesting continuance of Conditional Exception No. 69-4 to April 1, 1969. The hearing was opened to the audience, there being no comment the hearing was closed. Planning Commission Tuesday, March 18, 1969 Page No. 3 CONDITIONAL EXCEPTION NO 69-10 Applicant - Joe Abandonato To allow 153 bed convalescent hospital to accomodate the nursing, training and rehabilitation of physically handicapped young adults. Located north side of Warner Avenue, 850' west of Beach Blvd. The Staff Report was read by the Acting Secretary. The hearing was opened to the audience. Julius Gomes, representing the applicant, addressed the Commission and objected to Condition #15, requiring that the applicant show evidence of ownership of the property within the boundary of the project. Mr. Gomes asked that evidence of ownership be limited to those lots on which the building is proposed to be constructed. was closed. There being no other comments the hearing Commission discussion followed. A MOTION WAS MADE BY DUKE AND SECONDED BY BOKOR TO APPROVE CONDITIONAL EXCEPTION NO 69-10 UPON THE FOLLOWING CONDITIONS: 1. Warner Avenue shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street lights, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The property shall participate in the local drainage assessment district. 5. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 6. The flood control channel shall be fenced to Flood Control District Standards. 7. All utilities shall be installed underground. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Off-street parking shall conform to Article 979. 10. A masonry wall shall be constructed along the west property line. The height of said wall shall be such, that the top will be 6 feet above the highest ground surface within 20 feet of the common property line. -3- 3/18/69 - PC Minutes: H.B. All driveways shall be a minimum of 20 ft. wide. 13. A 20 ft. wide emergency access driveway shall be provided around the entire perimeter of the building to Fire Department Standards. 14. Approval of Conditional Exception No. 69-10 shall be limited to a hospital for the nursing, training and rehabilitation of the physically handicapped only. 15. No building permits shall be issued for the construction of the building until the applicant submits evidence of ownership of all the lots on which the building is to be constructed. CONDITIONAL EXCEPTION NO 69-11 Applicant - Juan and Rose Flores To allow waiver of required dedication and setbacks. Located on the south side of Cypress Avenue, 152 feet east of the centerline of Ash Street. The Staff Report was read by the Acting Secretary. A video tape was shown of the subject property and surrounding area. The hearing was opened to the audience, there being no comment the hearing was closed. A MOTION WAS MADE BY SLATES AND SECONDED BY PORTER TO APPROVE CONDITIONAL EXCEPTION NO. 69-11 UPON THE FOLLOWING CONDITIONS: 1. The applicant shall dedicate an additional 7 ft. on Cypress Street plus a 2 ft. wide utility easement along the front property line. 2. A 72 ft. front yard setback shall be provided for the garage entered directly from the street. 3. An automatic garage door opener shall be installed. 4. An 18.19 ft. rear yard setback shall be permitted which shall satisfy the open space requirement. AND FOR THE FOLLOWING REASONS: 1. The present structure will be demolished and replaced with a new structure to be occupied by the owner. 2. There is a hardship on the property due to the size of lot. A MOTION WAS -MADE BY SLATES AND SECONDED BY DUKE TO INSTRUCT THE STAFF TO PREPARE A STUDY OF A PRECISE PLAN OF STREET ALIGNMENT FOR CYPRESS AVENUE AND ASH STREET TO HAVE THEM CONFORM TO PRESENT STREET STANDARDS. ZONE CASE NO 69-5 S & S Construction Change of zone from R-A Residential Agricultural District to R-1 Single Family Residence District. Located at the northwest corner of Heil Avenue and Goldenwest Street. Secretary. The Staff Report was read by the Acting The -hearing was opened to the audience. Bernard McCune, representing the applicant, addressed the Commission. -and explained the proposal. There being no other comment the hearing was closed. A MOTION WAS MADE BY SLATES AND SECONDED BY PORTER TO APPROVE ZONE CASE NO 69-5 FOR THE FOLLOWING REASON: 1. A condition of approval on Tentative Tract Map No. 6716 required the applicant to file a petition for a changed zone to R-1. Located on the south side of Adams Avenue, 960 feet west of Brookhurst Street. Secretary. Robert Butcher, Meredith Gardens Homeowners Association, addressed the Commission and stated that their associa- tion was interested in the future master plan in the surrounding Adams Avenue and Brookhurst Street. There being no other comment, the hearing was closed. A MOTION WAS MADE BY DUKE AND SECONDED BY MILLER TO CONTINUE ZONE CASE NO 69-6 TO APRIL 15, 1969, WITH THE CONSENT OF THE APPLICANT. TENTATIVE TRACT MAP NO 6893 Subdivider: La Cuesta Homes 127 Lots on 27.2 acres, located at the south- east corner of Atlanta Avenue and Bushard St. The Subdivision Committee Report was read by the Acting Secretary. Charles Palmer, representing the H.B. Elementary School District, addressed the Commission and requested that a standard procedure be adopted, --requiring installation of a masonry wall instead of a chain link fence when subdivisions abut school property or a park site. Commission discussion was held. A MOTION WAS MADE BY SLATES AND SECONDED BY BOKOR TO APPROVE TENTATIVE TRACT MAP NO 6893 WITH THE FOLLOWING CONDITIONS: 1. The Tentative Map received March 14, 1969, shall be the approved - layout. 2. The water and fire hydrant systems shall be approved by the Department of Public Works and the Fire Department. 3. All utilities shall be installed underground. 4. Telephone conduit shall be stubbed from the nearest telephone vault to the southeast corner of Atlanta Avenue and Bushard Street to Fire Department Standards. 5. Bushard Street shall be fully improved to City Standards across the north one half of the Southern California Edison easement. 6. The configuration of the knuckle at the intersection of "E" Street and "F" Street shall be approved by the Department of Public Works. -6- 3/18/69 - PC Minutes: H.B. Planning Commission Tuesday, March 18, 1969 Page No. 7 7. A 10 foot wide pedestrian access shall be provided at the east end of "A" Street connecting the subdivision with the school site. 8. A 6 foot high masonry wall shall be constructed along the portion of the tract having a common boundary with the school site. 9. A 6 ft. high masonry-, wall shall,be constructed along. the Southern California Edison Company R/W where the lots are used for residential purposes. 10. All oil wells, storage tanks and oil equipment shall be abandoned and removed in accord with Division of Oil and Gas and City regulation. 11. A petition for rezoning to R-1 shall be filed approx- imately at the time the final map is recorded. 12. All "Standard Conditions of Approval" for tentative tracts that are applicable shall be complied with. 13. Design of the perimeter wall and the street tree plan for Bushard Street and Atlanta Avenue shall be approved by the Planning Commission. DISCUSSION: It was the consensus of the Commission to instruct the Staff to revise the standard conditions of approval for tentative tracts, requiring installation of block walls along public land and that such revision shall be studied at a study session. DISCUSSION: CODE AMENDMENT NO 69-3 -0- Combining Oil District It was the consensus of the Commission -to continue said item to the study session on March 25, 1969. DISCUSSION: Ernest Reynolds, landscape architect, addressed the Commission and made a pre- sentation on the layouts of the Huntington Central Park and the Edison Community Park. -7- 3/18/69 - PC Minutes: H.B. Planning Commission Tuesday, March 18, 1969 Page No. 8 Tom Bushard, Park Supervisor, addressed the Commission and presented a design concept for LeBard Park located east of Brookhurst Street, approximately 2600' south of Adams Ave. and adjacent to the LeBard School Site. The Commission reviewed -the proposal of all three park concepts. A MOTION WAS MADE BY MILLER AND SECONDED BY DUKE TO APPROVE THE LAYOUT OF SAID PARKS AS PRESENTED. -ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Miller, Duke, Porter NOES: None ABSENT: Tom THE MOTION CARRIED. -MEMO: MID=BEACH DEVELOPMENT COMMITTEE - The Acting Secretary distributed copies of a letter submitted by Chairman of the Mid -Beach Development Committee requesting a recommendation from the Planning Commission to amend the Master Plan of Arterial Streets and Highways by incorporating Atlanta -Orange Avenue east and west as a major collector street. The Acting Secretary informed the Commission that the City Council asked the Department of Public Works to prepare cost studies of the proposal. It was the consensus of the Commission that the matter should be considered at the April Study Session after the Department of Public Works presents their cost analysis. DISCUSSION: CODE AMENDMENT NO 69-4 The Planning Director informed the Commission that the City Council referred Code Amendment No.. 69-4.back_to the Commission to,consider a possible increase in the height limit in the R-1 and R-2 zones to three story as well as the R-3 zone. Mr. Reynolds stated that the City Council would like to see such construction on larger lots with greater setbacks in the R-1 and R-2 zones. It was the consensus of the Commission to discuss the matter at the next study session. BEAUTIFICATION AWARDS: It was the consensus of the Commission to continue this item to the study session on March 25, 1969. -8- 3/18/69 - PC Minutes: H.B. Slates, Miller, Duke, Porter DISCISSION: It was the consensus of the Commission to have a representative of Parks and Recreation Commission attend the study session on March 25, 1969, to discuss the Master Plan of Parks, Open Spaces, Schools and Recreation Element.
