A MOTION WAS MADE BY MCFARLAND AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 69-12 WITH THE FOLLOWING CONDITIONS: 1. _Oak Lane shall be dedicated and fully improved to City Standards at the time said parcel is developed. Soil reports as required by the Building Department shall be submitted to the City prior to issuance of building - permits. 7. All utilities shall be installed underground. 8. Off-street parking facilities shall conform to Article 979. 9. Access shall be provided through,the carports on each side of the property for pedestrian circulation around the apartment complex. 10. The intersection of the drive with Oak St. shall be ap- proved by the Traffic Engineer. 11. The driveway width shall be approved by the Fire Department. The final map of which this parcel is a part of shall be recorded prior to issuance of building permits. 2. A fire hydrant system shall be installed to the require- ments of the Fire Department. 3. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY LOVEJOY TO APPROVE THAT PORTION OF THE REQUEST TO CONSTRUCT A RESTAURANT INTO THE 25 FT. SITE ANGLE ENCROACHMENT AND TO DENY THAT PORTION OF THE REQUEST TO CONSTRUCT A BANK 10 FT. INTO THE REQUIRED 25 FT. SITE ANGLE -ENCROACHMENT. FOR THE REASON: 1. The 25 ft. setback conforms to the ordinance and the overhang is only 4 ft. 8 in. with maximum thickness of 3 ft. at the 25 ft. setback tapering to 110" at the lead- ing edge and as such does not substantially deviate from the proposed ordinance. Although the property is zoned R2 Two Family Residence District, the applicant is constructing a single family home and will be complying with all requirements of RI Single Family Residence District except for a 2 ft. re- duction of the minimum width in the area between the garage and the house. A MOTION WAS MADE BY HARLOW AND SECONDED BY LOVEJOY TO APPROVE DIVISION OF LAND NO. 69-7 WITH THE FOLLOWING CONDITIONS: 1. Warner Ave. and Golden West St. shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, and sewer and water main extensions. 2. Water supply -shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is de- veloped. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. Easements for utilities or walkways shall be provided to Department of Public Works Standards. 6. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 7. The property shall participate in the local drainage assessment district at the time each parcel is developed. 8. Soil reports as required by the Building Department and Department of Public Works shall be submitted prior to issuance of building permits. 9. All utilities shall be installed underground at the time each parcel is developed. 10. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to speci- fications provided by the Fire Department. 11.
