HUNTINGTON BEACH PLANNING COMMISSION
TUESDAY, MARCH 25, 1969 - STUDY SESSION
COMMISSIONERS PRESENT:

COMMISSIONERS ABSENT: None
DISCUSSION: Master Plan of Parks, Open Spaces, Schools and
Recreation.
Jere Murphy explained the projected plan
and answered questions.
Discussion was held regarding the number
of acres of park area that should be provided per thousand population.
It was noted that this average is 10 acres per thousand population.
Discussion was held regarding the exclusion
of the city beach from this acreage projection. It was -.noted that
the beaches were considered a regional facility.
Discussion was held regarding the usa-
bility of neighborhood parks versus community parks. It was noted
that the smaller neighborhood parks could be used in conjunction
with the school facilities thereby requiring only one recreational
manager. Also, a transportation problem for residents would not
be involved. All age levels would be covered.
DISCUSSION: Oil Ordinance
The Acting Secretary presented the Oil
Ordinance with suggested changes. It was noted that the Oil Field
Superintendent should enforce the ordinance and that an individual
should have the right to appeal.
DISCUSSION: Zoning Study - 17th St. between Palm Ave. & Ocean Ave.
Mr. Slates abstained from the discussion
because of possible conflict of interest.
Jere Murphy explained the proposed zone
change to the Commission and answered various questions. The pro-
posed plans were:

Proposal 1. Conformity of subject property with abutting residential
zoning pattern.
Proposal 2. Conformity of subject property with abutting residential
zoning pattern except the area between Orange Ave. and
Olive St. which was proposed for commercial.
Proposal 3. Commercial of subject property -from Ocean Ave. to Palm Ave.
except between Orange Ave. and Pecan Ave on west side of
17th to remain R3.
A MOTION WAS MADE BY DUKE AND SECONDED BY
PORTER TO SET PROPOSAL NO. 1, FOR PUBLIC HEARING ON APRIL 15, 1969.

THE MOTION CARRIED.
DISCUSSION:
Revision of Chapter 98 - Administration
This item was continued to a future time.
CODE AMENDMENT NO. 69-4 - Height Limits
It was the consensus of the Commission
that the height limit of a dwelling should be 35 ft. in lieu of
30 ft, that a 10 ft. side yard setback should be required for three
story dwellings and that the staff prepare a draft of the proposal
to be brought back to the Planning Commission for review.
HOME OCCUPATIONS
It was noted that some 250 Home Occupation
applications are made each year. Also, that the code requires that
such applications are required to be reviewed yearly by the Board of
Zoning Adjustments. As this would amount to a monumental task, it
was suggested they be reviewed by the Board of Zoning Adjustments
only when neighbors register a complaint.
It was the consensus of the commission
that this item be directed to the Planning Staff to prepare a cdde
amendment.
LANDSCAPING ADJACENT TO STREET RIGHT-OF-WAY
The Acting Secretary stated it was felt
there should be an amendment to the ordinance to require that landscap-
ing within 5 ft. of street right-of-way shall be subject to approval
by the Department of Public Works.

It was felt that to assist these property
owners, a list of suggested plants for this type of landscaping
should be made available.
It was the consensus of the Commission
to direct the Staff to amend the ordinance.
ASSESSMENT DISTRICT NO. 6602
The Acting Secretary addressed the
Commission and explained the proposed development, and stated that
property owners in the area requested an alley which would reduce the
size of the lots by 600 sq. ft. resulting in a loss of one unit to
the R2 lots.
It was the consensus of the Commission
that the applicant should file a Conditional Exception application
for the one additonal unit if said property is developed with an alley
as R2 and R3 developments are much better with an alley access.
