TUESDAY, APRIL 29, 1969, STUDY SESSION COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: Bazil, Bokor, Miller, Porter Slates, Tom, Duke DISCUSSION: CODE AMENDMENT NO 69-2 PLANNED RESIDENTIAL DEVELOPMENT Said code amendment proposes to add the following provisions to Division 9 of the Huntington Beach Ordinance Code: 1) Permit Planned Residential Developments subject to Site Plan approval in the R-1, R-2, and R-3 Residential Districts; 2) Define a Planned Residential Development; 3) Establish development standards for such Planned Residential Developments under Article 989, SITE PLAN, and 4) Establish a $100.00 filing fee for Site Plans pertaining to Planned Residential Development. The Acting Secretary reviewed a Planning Department's memo of April 15,;1969, to the Planning Commission regarding the code amendment. Various sections of the amendment were discussed by the Planning Commission. Specifically the maximum utilization of green areas and lot sizes. The Planning Commission further discussed the possibility of incorporating maximum utilization of green areas and minimum open space requirements into the intent. The Acting Secretary suggested that the staff re -word the intent for discussion at a later time. The following speakers made comments on the code amendment: Ron Montgomery, architect for Huntington Harbour Corp., discussed how the green area could be included as an integral part of the design although it was not immediately adjacent to the units. Mr. Updahl, representing Huntington Harbour Home Owner's Assoc., questioned the use of attached units on the water- front with no required minimum lot size. He also questioned the fact that public hearingswere not required for such developments. It was the consensus of the Commission that this matter should be discussed at the May 6, 1969, meeting. DISCUSSION: CODE AMENDMENT NO 69-4 MAXIMUM BUILDING HEIGHT: Said proposal will amend Section 9102.6 R-1 Zone, Section 9132.6 Rl-PD-5 Zone, Section 9162.6 R-2 Zone and Section 9202.6 R-3 Zone to read "The Maximum Building Height shall not exceed two (2) stories. In no case shall the building height exceed thirty (30) feet". Also, amending Section 9202.6 R-3 -1- 4/29/69 - PC Minutes: H. B. Planning Commission Tuesday, April 29, 1969 Page No. 2 Zone to permit a maximum building height of three stories when set back more than 100 feet from an R-1 Zone. The Acting Secretary reviewed a revision of the Code Amendment that would allow three-story buildings in the R-1, R-2, and R-3 Zones. The Planning Commission held discussion on various sections of the amendment. The Acting Secretary also reviewed a schematic plan of the setbacks as required in the Code Amendment versus the required rear yard setback for two-story dwellings in the R-2 District. It was the consensus that a 100 ft. setback should be provided where there are no carports on the pro- perty line, and that where carports are provided on the property line, the required setback for three -stories be reduced to 85 ft. It was further concluded that the Planning Staff is to work with Planning Commission's suggestions to be brought back for further discussion at the May 6th meeting. COMMENT: The Commission also suggested that the staff set a public hearing for "0" side yard construction for detached parking structures when constructed within an apartment complex. DEFINITION: Side yard setback along arterial streets and highways. The Acting Secretary reviewed a plan delineating the difference between the exterior side yard setback, interior side yard setback and rear yard setbacks along arterials. Discussion followed. It was the consensus of the Commission that all lots siding onto an arterial highway should provide a 10 ft. side yard setback. The Planning Commission instructed the staff to prepare a code amendment regarding this matter and to set said item for public hearing. STANDARD CONDITIONS OF APPROVAL FOR TENTATIVE TRACTS: The Acting Secretary reviewed the standard conditions of approval for tentative tracts. Discussion was held. It was the consensus of the Commission that the item be brought back for further discussion. PROPOSED AMENDMENT TO C-2 COMMUNITY BUSINESS DISTRICT: The Acting Secretary reviewed the proposed code amendment which will add to the permitted uses by enumerating some of the uses deleted when the C-1 was amended. PROPOSED PRECISE PLAN OF STREET ALIGNMENT Ocean View Area (South of Warner Avenue, west of Beach Blvd.) The Acting Secretary reviewed a proposed Precise Plan of Street Alignment of the Ocean View Area. Mr. Harlow stated that said precise plan is proposing to precise plan the width of Elm and Ash Streets and Cypress and Sycamore Avenuesby reducing a portion of such right-of-ways from 60 feet to 54 feet and 52 feet. The Commission reviewed the proposal. A MOTION WAS MADE BY PORTER AND SECONDED BY BOKOR TO SET THE MATTER FOR PUBLIC HEARING ON MAY 20, 1969. ROLL CALL VOTE: AYES: Bazil, Bokor, Miller, Porter NOES: None ABSENT: Slates, Tom, Duke THE MOTION CARRIED. BEAUTIFICATION AWARDS: A list of the beautification award winners was distri- buted to the Commission. A MOTION WAS MADE BY BOKOR AND SECONDED BY MILLER TO APPROVE THE BEAUTIFICATION AWARD LIST AND FOR THE PLANNING DEPARTMENT TO PROCEED WITH PREPARATION OF CERTIFICATES AND NOTIFICATION OF THE WINNERS. The Acting Secretary informed the Commission that subject list will be transmitted to the City Council. NEW BUSINESS: The Acting Secretar informed the Commission that the wording within Section 9941.3 (e5 was misleading. It was suggested that the word "equivalent" be deleted. A MOTION WAS MADE BY MILLER AND SECONDED BY PORTER TO INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT TO DELETE THE WORD "EQUIVALENT" FROM THE SECTION.
