HomeMy WebLinkAbout1969-05-15Page #2 - Council Minutes - 5/15/69 On motion by Coen, Council designated the site opposite the high school as the location for the Civic Center and directed that negotiations with the landowner be consummated, as per the Assistant Administrator's letter of January 30, 1969, with the stipulation that a six month optional revisionary period be allowed the Huntington Beach Company to reclaim the land and refund any monies paid if the City failed to initiate development within three years from the date of the agreement. The motion was passed by the following roll call vote: AYES: Councilmen: Shipley, Matney, Coen, Green NOES: Councilmen: Bartlett, McCracken, Kaufman ABSENT: Councilmen: None EXTENSION OF PARKING AUTHORITY Mayor Green announced that at the invitation of the Council, two major owners of property in the proposed Parking Authority area had been invited to present their plans for development of their property. Mr: Jack Froggatt, President of the Huntington Beach Company, 2110 Main Street, City, addressed Council and stated that his company felt the Parking Authority objectives should be redefined so that the full potential of the area is realized, rather than only the objective of providing parking for beach visitors. He further stated that his company would probably submit to a friendly condemnation on the north- erly half of Parcel No. 2, with the condition that they retain and develop the southerly portion of this parcel. Mr. Froggatt stated that the Huntington Beach Company is conducting studies on this matter, and the development of this portion could probably be concurrent with the City'.s project. Mr. Bill Wren, representing the Huntington Beach Company addressed Council and presented a resume' of studies which were conducted in 1964. and 1966 relative to the existing possibilities of development of the downtown area. Mr. David Holt, representing his mother, Mrs. Martha Holt, addressed Council and presented an architect's sketch illustrating the proposed plans for development of their property. Considerable discussion was held between the Council and Mr. Holt regarding his plans for develop- ment of the property. On motion by Coen, Council directed that the ULI Committee perform three feasibility studies on the following sections of the project area for report to Council: Study No-1 (a) The area bounded by Pacific Coast Hwy., Sixth Street, Fifth Street and Walnut Avenue. (b) The area bounded by Pacific Coast Highway, Fifth Street, Lake Street and Walnut Avenue> (c) The Huntington Beach Company property located north of Pacific Coast Hwy. and east of Lake Street. 3 i7 Page #3 - Council Minutes - 5/15/69 Study No. 2 (a) The area bounded by Pacific Coast Highway, Sixth Street, Fifth Street and Walnut Avenue. (b) The area bounded by Pacific Coast Highway, Fifth Street, Lake Street and Walnut Avenue. (c) The north portion of the Huntington Beach Company property located north of Pacific Coast Highway and east of Lake Street. Study No. 3 (a) The area bounded by Pacific Coast Highway, Sixth Street, Fifth Street and Walnut Avenue. (b) The area bounded by Pacific Coast Highway, Fifth Street, Lake Street, Walnut Avenue excluding the block bounded by Main Street, Pacific Coast Highway and Third Street. (c) The north portion of the Huntington Beach Company property located north of Pacific Coast Highway and east of Lake Street. The motion was passed by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney, Coen, Green NOES: Councilmen: None ABSENT: Councilmen: None EXECUTIVE SESSION Council adjourned to an Executive Session at 9:35 P.M. The meeting was reconvened at 9:43 P.M. by Mayor Green. INT kVIEWS - ARCHITECTS FOR NEW CIVIC CENTER On motion by Bartlett, Council directed the Design Review Board to arrange Council interviews with the two top architectural candidates for the design of the new Civic Center. Motion carried. ADJOURNMENT On motion by Shipley, the regular adjourned meeting of the City Council of the City of Huntington Beach adjourned. Motion carried. Paul .
