Monday, May 26, 1969
The regular adjourned meeting of the City Council of the City of
Huntington Beach was called to order at 6:30 P.M. by Mayor Green.

Councilmen Present: Shipley,.Bartlett, Matney, Green, Coen (arrived
at 6:40 P,M,)
Councilmen Absent; Kaufman
Mayor Green informed the Council that the representatives of the two
architectural firms to be interviewed by the Council would be present,
at 7:00 P.M. While waiting, a short discussion was held between the
Council members and the members of the Design Review Board on procedure
to be used in interviewing the architectural firm representatives.
Mayor Green called a recess of the Council at 6:55 P.M. in order that
the interviews might be conducted in an informal manner.

INFORMAL ARCHITECTURAL INTERVIEWS
During the recess, the Council heard a presentation made by Mr. Kurt
Meyer and Mr. Douglas Honnold, representatives of Kurt Meyer & Associ-
ates, AIA and Honnold & Rex,.AIA, making a proposal on the design of
the future civic center as a joint venture. The representatives showed
slides of some of the work which had been designed by their respective
firms. Council members then directed questions on procedure and other
items to Mr. Meyer and Mr. Honnold for a period of nearly an hour.
Mayor Green expressed the thanks of the Council to these representatives
for making the presentation, and they were dismissed.
Council then heard a presentation made by Mr. John Parkin,.Robert
Mittelstadt; Lloyd Laity, and Mr. C. A. Carlson, all members of the firm
of John B. Parkin Associates,.AIA, on their ideas for design of the
proposed civic center. Mr. Parkin also exhibited slides illustrating
some of the work which had been done by his firm in municipal building
and related construction. Following this presentation, Council members
directed questions to the various representatives of this firm for more
than an hour.
Mayor Green again expressed the thanks of the Council to these represent-
atives for making their presentation, and dismissed them.
The meeting was reconvened at 10:15 P.M. by the Mayor.
A motion was made by Shipley that the firm of Kurt Meyer &Associates
and Honnold & Rex acting in a joint venture be selected as architects
for the design and construction of the proposed civic center.
Discussion was held by members of the Council concerning the qualifica-
tions and the presentations made by the two firms. Mayor Green requested
comments from each member of the Design Review Board on their feelings
about the two firms.
When put to a vote, the motion was passed unanimously.

HOLDING ZONE - CIVIC CENTER
Council discussed at some length, the establishment of a holding zone
on the area surrounding the proposed Civic Center site. Mr. Mike
Brotemarkle of the Planning Department pointed out on a map the area
which they felt should be included in such holding zong to cover future
planning around the Civic Center,
Councilman Matney stated that he believed Council had previously taken
action in discussing and establishing a holding zone in this area.
During the discussion, members of the Council indicated that they
believed too wide an area was being included by the Planning Department
in such zone, and following discussion with Mr. Brotemarklejthey pin-
pointed on the map an area which would extend southerly on Golden West
Street from Garfield to Mansion Streets, then easterly on Mansion Street
to Main Street; southerly on Main Street to Utica Street; easterly on
Utica Street to Delaware Avenue, and follow the southwestern edge of
the proposed freeway northwesterly to the Pacific Electric Railway
right-of-way; then extend northerly along said right-of-way to Garfield
Street, and westerly on Garfield to the point of beginning.
On motion by Coen, Council directed the City Attorney to prepare a
Resolution which would establish a temporary holding zone for a minimum
period of six months as determined on the map, to be subject to any
condition deemed necessary by the City Attorney. Motion carried.

EMERGENCY ORDINANCE NO 1500`.m PARKING METER ZONES ADOPTED
The Clerk read Ordinance No. 1500 (an emergency ordinance) in full
"AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON
BEACH ORDINANCE CODE BY REPEALING SECTION 6541.3, AND AMENDING SECTION
6532 RELATING TO OVERTIME PARKING IN PARKING METER ZONES,"
On motion by Bartlett, Ordinance No. 1500 was passed and adopted by the
following roll call vote.
AYES: Councilmen- Shipley, Bartlett, McCracken, Matney, Coen, Green
NOES. Councilmen; None
ABSENT- Councilmen. Kaufman

RESOLUTION NO 2998 m ESTABLISHES PARKING METER ZONES - ADOPTED
The Clerk read Resolution No. 2998 by title - "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING PARKING METER
ZONES, PRESCRIBING THE 'PARKING TIME ALLOWED IN SUCH ZONES, THE HOURS
DURING WHICH SUCH DEPOSITS ARE REQUIRED, AS PERMITTED BY SECTIONS 6510,
6511 AND 6512 OF THE HUNTINGTON BEACH ORDINANCE CODE.
On motion by Coen, Council waived further reading of Resolution No. 2998
and passed and adopted same by the following roll call vote.
AYES: Councilmen® Shipley, Bartlett, McCracken, Matney, Coen, Green
NOES; Councilmen. None

BOAT SLIPS m HUNTINGTON HARBOUR
Councilmen discussed the construction by Huntington Harbour Corporation
of boat slips in bays which had been assumed to be turning.bays for the
residents' boats. He informed Council that the matter had been brought
to his attention by residents of the community who wanted Council to
study and make a determination in this matter,
Following some discussion of this matter a -motion was made by McCracken
that Council request the City's Engineering Departments to make a study
of the plans of the Huntington Harbour Corporation in the installing
of boat slips in the larger bays in the development; to further make
a study of the number and location of slips which should be permitted
in these bays, and report back to Council as soon as possible; and
directed the City Attorney to check legal ramifications in connection
with this matter. Motion carried,
ADJOURNMENT
On motion by Coen, the regular adjourned meeting of the City Council
of the City of Huntington Beach adjourned at 11:30 P.M. Motion carried.
