Located on the west side of Teri St. between LaPaz Dr. and San Angelo Dr. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Sid Levee, representing the applicant, addressed the Board and answered various questions. There being no further comment, the hearing was closed. Board discussion followed. Lyon Development Co., Inc. ontinue To permit the construction of a 448 unit apartment complex on 18.23 acres of land within the R-3 Limited Multiple Family District. Located on the west side of Brookhurst St. approximately 600 ft. south of Hamilton Ave. Legal description on file in the Planning Department Office. In Conjunction With CONDITIONAL EXCEPTION NO. 69-40 Applicant: Wm. Lyon Development Co., Inc. ontinue Tb permit the construction of fully ventilated carports within the interior of a 448 unit apartment complex in lieu of the required three fully enclosed sides in the R-3 Limited Multiple Family Residence District. Located on the west side of Brookhurst St. approximately 600 ft. south of Hamilton Ave. Legal description on file in the Plan- ning Department Office. The hearing was opened to the audience. The Acting Secretary noted that a revised plan had been submitted showing two story struc- tures adjacent to the R-1 District to the west of subject property. Also that such plot plan showed an increase in setback from 85 ft. to 92 ft. from the west property line. John Van Daele, representing' the applicant, addressed the Board and stated that they have an agreement with the home owners that at least an 85 ft. setback will be maintained. There being no further com- ment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY LOVEJOY TO APPROVE USE PERMIT NO. 69-31 WITH THE FOLLOWING CONDITIONS: 1. Brookhurst St. shall be dedicated and fully improved to City standards at the time the parcel is developed. Im- provements shall include street trees, street signs, street lights and fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer, and fire hydrant system shall be ap- proved by the Department of Public Works and Fire Depart- ment. 5. The property shall participate in the local drainage assessment district. 6. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground. 8. Fire alarm system conduit and appurtenances shall be in- stalled by the developer at locations and to specifica- tions provided by the Fire Department. 9. A lighting system shall be installed within the project equal in illumination to lighting on public streets. A lighting plan shall be submitted to the Department of Public Works for approval. 10. All private streets shall meet the minimum standards for planned residential developments as adopted by the Plan- ning Commission. -2- 6/4/69 BZA Minutes: H.B. Off-street parking facilities shall conform to Article 979. 13. A masonry wall shall be constructed along the north, west and south property lines. The height of said wall shall be such that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common pro- perty line. 14. There shall be no fence, structure, or landscaping con- structed or maintained over 32 feet high within a 10 ft. x 10 ft. triangular area at the intersection of drive- ways and streets or within a 25 ft. x 25 ft. triangular area at the intersection of streets. 15. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 16. Driveway widths and locations shall be approved by the Traffic Engineer. 17. All applicable City Ordinances shall be complied with. 18. Approval limited for plan received June 4, 1969. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 69-40 WITH THE FOLLOWING CONDITION: 1. A precise plan of landscaping and fencing to provide screening and to show required storage areas shall be submitted to the Board prior to issuance of building permits. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 69-12 Applicant: PBS Corporation To permit the construction of a model home complex with customary sales facility within Ten- tative Tract No. 6954 as required by the Huntington Beach Ordinance Code in the R-1 Single Family Residence District. Located west of Bushard St. between Atlanta Ave. and Indiana- polis Ave. Ralph Van Buskirk, VTN, represent- ing the applicant, addressed the Board. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY LOVEJOY TO APPROVE ADMINISTRATIVE REVIEW NO.69-12 WITH THE FOLLOWING CONDITIONS: 1. Section 9730.25.4 of the Huntington Beach Ordinance Code shall be complied with. 2. All applicable City ordinances shall be complied with. ADMINISTRATIVE REVIEW NO. 69-11 Applicant: Loyd Wright To permit a variation of landscap- ing in lieu of the required 32 inch high screening wall as afforded for by Section 9792.1.1.1 of the Huntington Beach -3- 6/4/69 BZA Minutes: H.B. Lo- cated on the northwest corner of Springdale St. and Warner Ave. Legal description on file in the Planning Department Office. Eric Wright, representing the applicant, addressed the Board and answered various questions. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 69-11 WITH THE FOLLOWING CONDITION: 1. A plant list shall be submitted to the Department of Public Works for approval for landscaping within 5 ft. of public right-of-way. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. MISCELLANEOUS: USE PERMIT NO. 69-23 Applicant: Big Brake, Inc. The Board reviewed a revised plan as a condition of the previously approved Use Permit No. 69-23. It was the consensus of the Board that the plan was satisfactory with the following exceptions: 1. Parking dimensions were deficient. 2. Required 3 ft. setback on screening wall was not provided at one location. The Acting Secretary advised the applicant that a variance would be required on the screen- ing wall. CONDITIONAL EXCEPTION NO. 69=6 ADDlicant: Masao & Mitsuko Fuiita The Board reviewed a landscap- ii4g plan which was required as a condition -of approval of Conditional Exception No. 69-6. Arnold Christensen and Evonne Hyde, representing the applicant, addressed the Board, and indicated that the fencing of the lot would not include the slope along the northwest corner of the property. It was the consensus of the Board that an on -site investigation of the property should be made in order to determine the fencing and landscaping to be required.
