Monday, July 14, 1969
Mayor Green called the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 7:30 P. M.
The Pledge of Allegiance was -given by all present in the Council -Chamber,
ROLL CALL
Councilmen Present: Bartlett, Matney, Kaufman, Green
McCracken (arrived 7:42 P.M.) Coen (arrived 8:00 P.M.)
Councilmen Absent: Shipley
JOINT POWERS AGREEMENT - EMERGENCY FIRE COMMUNICATIONS - APPROVED
The Clerk presented a Joint Powers Agreement for consolidated emergency
communications system between the cities of Westminster, Fountain Valley,
Seal Beach and the City of Huntington Beach, for approval by Council.
Fire Chief Picard stated that the fire emergency efficiency and defense
capabilities of the City would be greatly increased, and the total cost
of providing maximum emergency fire protection would be reduced with
maximum use of equipment and manpower in cooperative ventures to be
realized.
On motion by Bartlett, Council approved the Joint Powers Agreement for
consolidated emergency communications systems between the City of Hunt-
ington Beach and the cities of Westminster, Fountain Valley, and Seal
Beach, and authorized the Mayor and City Clerk to execute the document
on behalf of the City, by the following roll call vote:
AYES: Councilmen: Bartlett, McCracken, Matney, Kaufman, Green
NOES: Councilmen: None
ABSENT: Councilmen: Shipley, Coen
RES NO 3022 - DESIGNATES MAIN ENTRANCE TO COUNCIL CHAMBER - ADOPTED
The City Clerk read Resolution No. 3022 by title - "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DESIGNATING A PLACE
FOR THE POSTING OF NOTICES REGARDING COUNCIL MEETINGS°"
On motion by Bartlett, Council waived further reading of Resolution
No. 3022, and passed and adopted same by the following roll call votes
AYES: Councilmen: Bartlett,
NOES: Councilmen: None
ABSENT: Councilmen: Shipley,
RECESS - INFORMAL MEETING
McCracken, Matney, Kaufman, Green

Mayor Green called-. recess of the Council at 7:58 P. M. and convened
an informal meeting of the Council as a Committee -of -the -Whole, at this
time, for the purpose of holding discussion relative to the Salary
Classification Study made by the MFB Study Group.
Discussion was held between the Department Heads and Council regarding
their attitudes towards the recommendations of the MFB Job and Salary
Classification Study and the recommendations of the City Personnel
Board and the Administrator.

Councilman Matney suggested that the City Administrator proceed with
the re-evaluation of any job classification which he or the Council
believes may be necessary.
EMPLOYEE SICK LEAVE PROGRAM
The City Administrator informed Council of a communication from Mr. Bill
Newton, President of the Huntington Beach City Employees Association,
regarding a proposed program which would give City employees incentive
to accumulate sick leave days. He explained that the plan would pay
the health insurance of the dependents of any employee who had accumulated
60 days or more of sick leave time. Mayor Green suggested that the City
Administrator pursue this matter further.
COUNCIL RECONVENED
Mayor Green reconvened the meeting of the City Council at 10:04 Po Ma
RECESS - EXECUTIVE SESSION
Mayor Green called a recess of Council to convene in Executive Session
at 10:04 P. M. The meeting was reconvened at 11:28 by the Mayor.
RES NO 3023 - SALARY CLASSIFICATION STUDY - ADOPTED
The Clerk read Resolution No. 3023 by title - "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND ADOPTING
THE MFB JOB AND SALARY CLASSIFICATION STUDY."
A motion was made by Mayor Green directing the Administrator and City
Attorney to prepare a Salary Classification Resolution with amendments,
but was withdrawn before being voted upon.
On motion by Green, Council waived further reading of Resolution No. 3023
as amended, to be retroactive to July 1, 1969, and passed and adopted
same by the following roll call vote:
AYES: Councilmen: Bartlett,
NOES. Councilmen: None
ABSENT: Councilmen: Shipley,

On motion by Bartlett, the regular adjourned meeting of the City
Council adjourned at 11:36 Po M. Motion carried.
