TUESDAY, SEPTEMBER 23, 1969 - STUDY SESSION COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: INDUSTRIAL STUDY HAMILTON AND NEWLAND Bazil, Bokor, Slates, Miller, Duke Porter, Tom Jere Murphy, Assistant Planner, made a presentation on an industrial study of the Hamilton Avenue and Newland Street area. Mr. Murphy outlined major land use features in the area as well as the problems of zoning. The Commission discussed the zoning pattern and the disposition of the rotary mud dump in the area. The Planning Director stated that the Edison Company has been contacted to determine if they would be agreeable to allow the rotary mud from such dump to be spread over their property to be mixed with other material, thereby making the rotary mud dump available for future development. Mr. Reynolds informed the Commission that the response from the Edison Company was negative. It was pointed out by the Staff that this area is industrial in nature., Also, the industrial zoning was intended to serve as a buffer around the Edison Company generating station. It was the consensus of the Commission this area should remain master planned for industrial purposes for the following reasons: 1. The area is not considered attractive industrial property at this time because of its limited access; however, when the freeway is constructed and Hamilton -Avenue is extended westerly to said freeway, the industrial property of this area will be greatly enhanced. 2. The industrial zoning around the Edison Company gener- ating station serves as an excellent buffer. INDUSTRIAL STUDY - CENTRAL INDUSTRIAL AREA Jere Murphy, Associate Planner, distri- buted copies of a -work program pertaining to the central industrial study. Planning Commission Tuesday, September 23, 1969 Page No. 2 It was the consensus of the Commission to instruct the Staff to proceed with item #1 which will redefine the boundaries for the industrial study and to establish a time schedule on the remaining items. Also, the Staff was,instructed,to study the status of the oil fields within the area. DOWNTOWN ZONING The Acting Secretary informed the Commission that Economic Research Associates and the Urban , Land Institute Citizen Steering Committee will present a report on October 13th, at 7:30 P.M. at a joint meeting of the ULICSC'and City Council regarding the top of pier and parking authority. Mr. Harlow informed the Commission that all members of the Commission were invited to attend and that information presented at this meeting should provide the Planning Commission with basis for their study - on land use for the downtown area. It was the consensus of the Commission tb discuss this item on October 14th Study Session meeting. SERVICE STATION STUDY The Commission reviewed various slides of existing service stations. A list of comments, generally expressed about service station sites was distributed to the Commission for comments. The following comments were made by the Commission: 1) Inadequate landscaping; 2) Service stations should be of material other than metal, such as stucco finish; 3)'Unimaginative building design (Service station should be designed in conjunction with other commercial buildings and not permitting them to be constructed as a separate project). It was the consensus of the Commission that the Staff prepare development standards for service stations; and further, that the Staff take inventory of the number of potential service station sites remaining in the city. CHAIRMAN SLATES Chairman Slates excused himself from further participation and turned the meeting over to Commissioner Bazil. The Acting Secretary made a presentation on the 17th Street zoning study. Mr. Harlow presented three alternates: 1) Conformity of subject property with the abutting residential zoning pattern; 2) Conformity of subject property with the abutting residential zoning pattern except the area between Olive and Orange along 17th Street which was proposed for commercial use; and, 3) Zoning of subject property from Ocean Avenue to Palm Avenue for commercial use except between Orange and Pecan on the west side of 17th Street which would remain R3. -2- 9/23/69 - PC Minutes: H. It was the consensus of the Commission to continue this item to October 14th Study Session meeting. Also, the Staff should investigate the possibility of eliminating the existing C3 zone between 17th Street and 23rd Street. 2, Richard A.
