TUESDAY: OCTOBER 7, 1969 COMMISSIONERS PRESENT: Bazil, Bokor, Slates, Miller, Porter, Duke COMMISSIONERS ABSENT: Tom AGENDA TIMES TO BE CONTINUED OR WITHDRAWN The Action Secretary informed the Commission that the applicants of Use Permit No. 69-45, and Use Permit No. 69-52 have requested a continuance to October 21, 1969, and that a letter requesting withdrawal of Tentative Tract Map No. 7079 was also received. A MOTION WAS MADE BY BOKOR AND SECONDED BY MILLER TO CONTINUE USE PERMIT NO 69-45 AND USE PERMIT NO. 69-52 TO OCTOBER 21, 1969, AT THE APPLICANTS' REQUESTS, AND TO APPROVE THE APPLICANT'S REQUEST TO WITHDRAW TENTATIVE TRACT MAP NO 7079. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Miller NOES: None ABSENT: Tom, Porter, Duke THE MOTION CARRIED. COMMISSIONER PORTER: Commissioner Porter arrived at 7:10 P.M. and assumed his duties. ZONE CASE NO 69-28 - Continued Applicant - Seabury Development Co. Change of zone from M1-A-0 Limited Manufacturing District combined with oil production to R5-0 Office -Professional District combined with oil production. Located at the southeast corner of Hamilton Ave. and Newland St. The hearing was opened to the audience. Ron Foell, representing Seabury Development Company, addressed the Commission�arid stated his reasons for the request. Beach Planning Commission 1969 There being no other comment, the It ­was pointed out that the future use of the general area was discussed at a study session and said area was of an industrial nature. Also, the indus- trial zoning was intended to serve as a buffer around the Edison Company generating station. It was the consensus of the Commission this area should remain master planned for industrial purposes for the following reason: 1. The area is not considered attractive industrial property at this time because of its limited access; however, when the freeway is constructed and Hamilton Avenue is extended westerly to said freeway, the"industrial property of this area will be greatly enhanced. A MOTION WAS MADE BY BAZIL AND SECONDED BY BOKOR TO DENY ZONE CASE NO 69-28 FOR THE FOLLOWING REASONS: 1. Approval of this request would cause further erosion of the industrial base. 2. The reason this area is not considered an attractive industrial area at this time is because of its limited access; however, when the Pacific Coast Freeway is con- structed and Hamilton Avenue is extended westerly, the industrial potential of this area will be greatly enhanced. 3. Industrial zoning around the Edison Company generating station serves as an excellent buffer. 4. Approval of this zone case would split the industrial zoning to the east and west of the property in question; thereby interrupting the continuity of industrial uses. 5. The highest and best use for the subject property is industrial. ROLL CALL VOTE: AYES: Bazil, Bokox, Slates NOES: Porter, Miller ABSENT: Tom, Duke THE MOTION DID NOT CARRY. Planning Commission Tuesday, October 7, 1969 Page No. 3 Located at the northeast corner of Gothard St. and Talbert Ave. The hearing was opened to the audience. Don Summers, representing the applicant, addressed the Commission and explained the request. There being no other comment, the hearing was closed. The Commission held a lengthy discussion. Chairman Slates pointed out to the applicant that the Planning Commission will not continue to grant extension of time for this use, because the Central City Park is in close proximity to this wrecking yard. Chairman Slates also stated that as construction of the park is still several years away, approval of this Conditional Exception for a limited time will not be detrimental to the park site, but that the applicant should be looking for other property for relocation of this use. A MOTION WAS MADE BY MILLER AND SECONDED BY BOKOR TO APPROVE CONDITIONAL EXCEPTION NO 69-37 UPON THE FOLLOWING CONDITIONS: 1. All conditions of approval for Use Variance No. 67-59 shall be complied with. 2. Conditional Exception No. 69-37 shall become null and void Sept. 1, 1971. WORK PROGRAM: MASTER PLAN OF PLANNING AREA The Acting Secretary informed the Commission that a discussion will be held at the October -loth Study Session pertaining to a work program for Master Plan of the Mid -Beach Planning Area. PRESENTATION: The Planning Director made a presen- tation on the Central Industrial Area and the redefinement of original industrial boundaries. Commission discussion was held. A MOTION WAS MADE BY BOKOR AND SECONDED BY BAZIL TO APPROVE THE WORK SCHEDULE DATED OCTOBER 7, 1969, AS SUBMITTED. ROLL CALL VOTE: AYES: Bazil, Bokor, NOES: None ABSENT: Tom, Duke THE MOTION CARRIED. COMMISSIONER DUKE: Slates, Tom, Miller Commissioner Duke arrived at 7:35 P.M. and assumed his duties. CHAIRMAN SLATES: Chairman Slates appointed Commissioner Bokor to serve on a sub -committee to investigate the possibility of incorporating a metroport within the industrial area. ZONE CASE NO 69-28 Re -opened public hearing The Public hearing was reopened to the audience on Zone Case No. 69-28. Jack Hall, engineer for the applicant, addressed the Commission and reiterated the applicant's reasons for approval. Mr. Hall stated that this area will not develop with industrial use for approximately 8 to 10 years. There being no other comment, the hearing was closed. A MOTION WAS MADE BY BAZIL AND SECONDED BY BOKOR TO RECOMMEND DENIAL OF ZONE CASE NO 69-28 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. Planning Commission Tuesday, November 17, 1969 Page No. 5 DISCUSSION: The Commission held a discussion pertaining to improvements of service station sites. It was their consensus to continue such study and the City Attorney's opinion No. 69-36 pertaining to service stations to the October 14, 1969, Study Session. CODE AMENDMENT NO 69-7 The Commission reviewed proposed Code Amendment No. 69-7 pertaining to Article 979 (Off-street Parking) which proposes to add commercial parking lots to such article and Article 943 (C-2 Community Business District) which proposes to add the requirement for approval for all landscaping within five feet of public right-of-way by the Department of Public Works. This amendment was first considered by the Commission on June 3, 1969, at which time they recommended approval to the City Council. On June 16, 1969, the City Council approved the amendment but deleted Section 9792.2.4. Upon recommendation of the City Attorney, deletion of this section could not be made unless the matter was referred back to the Planning Commission for a report. The Commission reviewed the matter in view of the action taken by the City Council and recom- mended that Section 9792.2.4 (Physical Protection for Land- scaping) - requiring a concrete curb on all exterior boundaries of landscaped areas be deleted from the original proposal. A MOTION WAS MADE BY BOKOR AND SECONDED BY PORTER TO RECOMMEND APPROVAL OF CODE AMENDMENT NO 69-7 BY THE CITY COUNCIL. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Duke, Miller; Porter NOES: None ABSENT: Tom THE MOTION CARRIED. DISCUSSION: The Acting Secretary discussed Conditional Exception 69-72 submitted to the Board of Zoning Adjustments by Lenny Lindborg to permit: 1. The construction of a three-story apartment building in the R4 District. 2. Reduction of the minimum dimension for open space to 8 feet in lieu of the required 10 feet minimum dimension. 3. A front entry garage to be set back 10 ft. from property line in lieu of the required 22 ft. setback. It was the consensus of the Commission that this application should be referred to them for a decision. -5- 10/7/69 - PC Minutes: H.B. Lansdale The Acting Secretary informed the Commission that one of the conditions of approval for Conditional Exception No . 69-32 was that the applicant submit a landscaped plan to the City for approval. Mr. Harlow stated the nature of the landscaping required Commission action. The Commission reviewed the submitted pictures of the landscaping.
