Wednesday, October 8, 1969 BOARD MEMBERS PRESENT: Gerarden, Lovejoy, Palin BOARD MEMBERS ABSENT: None CONDITIONAL -EXCEPTION NO. 69-72 Applicant: Leonard 0. Lindborg To permit an additional story in height with no increase in maximum height limits in lieu of the permitted two stories. Also a reduction in the minimum 10 ft. dimension required for open space with canti- lever of second story structure over such open space and a reduction in the required 22 ft. garage setback entered directly from a street to 10 ft. with automatic garage door opener in the R4 Multiple Family Residence District. Located at 13th St. approximately 200 ft. north of Pacific Coast Highway. A legal description is on file in the Planning Department Office. The hearing was opened to the audience. There being no one present to speak for or against the item, the hearing was closed. It was noted by the Acting Secretary that the Chairman of the Planning Commission requested that this item be referred to the Planning Commission. A MOTION WAS MADE BY PALIN AND SECONDED BY LOVEJOY TO REFER CONDITIONAL EXCEPTION NO. 69-72 TO THE PLANNING COMMISSION FOR DECISION. ROLL CALL VOTE: AYES: Gerarden, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 69-54 Applicant: General Restaurant Corp. To permit the construction of a res- taurant in the C4 Highway Commercial District. Located on the northwest corner of Beach Blvd. and Ronald Rd. A legal description is on file in the Planning Department Office. The hearing was opened to the audience. The applicant was not present. Mr. Allen Klingensmith, adjacent property owner, addressed the Board and requested that conditions be added to the require- ments for the reasons: 1) The prevailing wind is from the west and there is a wire fence around the property. Paper drifts and collects at the fence. He requests that a wall be built to avoid this problem. 2) He feels the traffic would circulate onto his property without this separation wall. It was noted by the Acting Secretary that a masonry wall was required between commercial property and property zoned or used for residential purposes, but not between commercial uses. ROLL CALL VOTE: AYES: Gerarden, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. The hearing was reopened. Mr. White, representing the applicant, addressed the Board and presented a plan of the dining area. There being no further com- ment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY GERARDEN TO APPROVE USE PERMIT NO. 69-54 WITH THE FOLLOWING CONDITIONS: 1. Ronald Road shall be dedicated to City standards. 2. Ronald Road and Beach Blvd. shall be fully improved to City and State standards. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. Easements for utilities shall be provided to Department of Public Works standards. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. The property shall participate in the local drainage assessment district. 9. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 10. Utilities shall be installed underground as required by City Ordinance. 11. Off-street parking facilities shall conform to Article 979. 12. A masonry wall shall be constructed along the west property line. The hei ht of said wall shall be such that the top will be six (65 feet above the highest ground surface within twenty (20) feet of the common property line. Ex- cept within the south 15 ft. in which case the height of said wall shall be reduced to 42 inches. 13. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 14. All applicable City Ordinances shall be complied with. 15. A six inch concrete curb shall be constructed along the northerly property line to restrict traffic circulation into abutting property. 16. Automatic garage door openers will be used on lots 13, 25, 27 and 30 in the R1 Single Family Residence District. Located 600 ft. south of Warner Ave. between Springdale St. and Edwards St. Legally described as Tract 6933. Sam Bevacqua, representing the applicant, addressed the Board and answered various questions. Board discussion followed, A MOTION WAS MADE BY LOVEJOY AND SECONDED BY PALIN TO CONTINUE ADMINISTRATIVE REVIEW NO. 69-16 TO OCTOBER 15, 1969, TO ALLOW TIME FOR THE APPLI- CANT TO 'SUBMIT A REVISED PLOT PLAN. ALSO TO SUBMIT ELEVATIONS OF THE DWELLING UNITS. ROLL CALL VOTE: AYES: Gerarden, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 69-17 Applicant: La Cuesta To permit an additional model home in a model home complex in the R1 Single Family Residence District. Located south of Atlanta Ave., west of Brook- hurst St. and east side of Amberwick Lane. Legally described as Lot 62, Tract 5841. Buz Tupman, representing the applicant, addressed the Board and answered various questions. Board discussion followed. A MOTION WAS MADE BY GERARDEN AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO.69-17 WITH THE FOLLOWING CONDITION: 1.
