Tuesday, October 28, 1969
Mayor Green called the regular adjourned meeting of the City Council of
the City of Huntington Beach to order at 7:30 P.M.
The Pledge of Allegiance was given by all present in the Huntington
Beach High School Cafeteria.
ROLL CALL
Councilmen Present.:. Bartlett, McCracken, Kaufman, Matney, Coen, Green
Shipley (arrived at 8:10 P.M.)
Councilmen Absent: None
APPOINTMENTS - COMMITTEE ON CITY FUND INVESTMENTS
Mayor Green appointed a special committee to work with the City Treasurer
and Finance Officer to solve problems of placement of city money in city
banks. Councilmen appointed were Coen, Matney and McCracken, with Mayor
Pro-Tem McCracken acting as Chairman.
On motion by Bartlett, Council confirmed the appointment of the above
named Councilmen to serve as a Council Committee on City Fund Invest-
ments in local banks. Motion carried.
ABATE OIL TANK AS NUISANCE - INVERSE CONDEMNATION
Mayor. Green presented a request from the City Attorney for Council
direction to file a cross -complaint against Gulf Oil Company and Mills
Land and Water Company to abate oil tanks as a public nuisance in a
pending action against the City for Inverse Condemnation.
On motion by Matney, Council authorized and directed the City Attorney
to file a cross -complaint against Gulf Oil Company and Mills Land and
Water Company, to abate oil tanks as a public nuisance. Motion carried.
RECESS
Mayor Green called a recess of the Council at 7:45 P.M. to hear the
"Top of the Pier" presentation by the Urban Land Institute Citizens
Steering Committee and Economic Research Associates. The meeting was
reconvened at 10:30 P.M. by the Mayor.
PUBLIC HEARING SET - TOP OF THE PIER DEVELOPMENT PLAN - 11/10/69
On motion by Kaufman, Council set a public hearing on the Resolution of
the Urban Land Institute Citizens Steering Committee recommending
adoption by Council of the proposed "Top of the Pier" development plan,
including the extension of the Parking Authority, for Monday, November 10,
1969, at the Huntington Beach High School Auditorium, by the following
roll call vote:.
AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney,
Coen, Green
NOES: Councilmen: None
ABSENT: Councilmen: None

FEASIBILITY STUDY PARKING AUTHORITY EXPANSION - ERA
On motion by McCracken, Council authorized Economic Research Associates
to prepare a feasibility study on the Parking Authority expansion
program and a review of the financial figures of the existing Parking
Authority Beach Parking, for presentation at the adjourned meeting on
November 10, 1969, by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney,
Coen, Green
NOES: Councilmen: None
ABSENT: Councilmen: None
ADJOURNMENT
On motion by Kaufman, the regular adjourned meeting of the City Council
of the City of Huntington Beach adjourned at 10:35 P.M. Motion carried.
