Wednesday, October 29, 1969 BOARD MEMBERS PRESENT: McFarland, Lovejoy, Palin BOARD MEMBERS ABSENT: None USE PERMIT NO. 69-56 Applicant: B & H Development Corp. To permit the construction of a 156 unit apartment complex on approximately 5.56 acres of land in the R3 Limited Multiple Family Residence District. Located on the south side of Edinger Ave., 528 ft. east of Springdale St. A legal description is on file in the Planning Department Office. The hearing was opened to the audience. Mr. Hedricks, representing the appli- cant, addressed the Board and answered various questions. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 69-56 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received October 17, 1969, shall be the approved layout. 2. Edinger Ave. shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and the Fire Department. 6. Easements for utilities or walkways shall be provided to Department of Public Works standards. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. The property shall participate in the local drainage assessment district. 9. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 10. All utilities shall be installed underground. 11. Off-street parking facilities shall conform to Article 979. 12. There shall be no fence, structure or landscaping construc- ted or maintained over 32 ft. high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the inter- section of streets. 13. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 14. A lighting system shall be installed within the project equal in illumination to lighting on public streets. A lighting plan shall be submitted to the Department of -1- 10/29/69-BZA Minutes: H.B. All private streets shall meet the minimum standards for planned residential developments as adopted by the Planning Commission. 16. The structural street section of all private drives shall'be approved by the Department of Public Works. 17. All applicable City Ordinances shall be complied with. 18. The curb along the north side of the service road shall be painted red and parking shall be prohibited at that location. 19. The access to the service road from Edinger Ave. shall be relocated easterly across from Plymouth Lane. 20. The service road shall be extended easterly to the adjacent property and the service road of both par- cels shall be improved as one road. 21. Use Permit No. 69-42 shall become null and void upon approval of Use Permit No. 69-56. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 69-19 Applicant: Buonarati, Oda & O'Bryan To permit a Christmas tree sales yard in the RA Residential Agricultural District as required by Section 9730.25.2 of the Huntington Beach Ordi- nance Code. Located at 19222 Brookhurst St. - east side of Brookhurst St., about 1080 ft. south of Garfield Ave. A legal description is on file in the Planning Department Office. Mr. O'Bryan, representing the applicant, addressed the Board and answered various questions. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO.69-19 WITH THE FOLLOWING CONDITION: 1. Ken Reynolds, Planning Director, re- quested the Board to review Use Permit No. 68-23 as required by Section 9534.1(e) of the Huntington Beach Ordinance Code. Board discussion was held.
