Monday, November 24, 1969
Chairman Green called a meeting of the Huntington Beach Parking Authority
to order at 5:40 P.M.
ROLL CALL
Present: Directors: Shipley, Bartlett, McCracken, Kaufman, Matney,
Coen, Green
Absent: Directors: None
MINUTES
On motion by Bartlett, the minutes of the February 3, 1969 meeting of
the Huntington Beach Parking Authority were approved and adopted as
prepared and mailed by the Secretary. Motion carried..
RES NO 12 - AUTHORIZING ACQUISITION OF PROPERTY BY CONDEMNATION
The Secretary of the Parking Authority read Resolution No. 12 in full -
"A RESOLUTION OF THE PARKING AUTHORITY FOR THE CITY OF HUNTINGTON BEACH
DECLARING THAT THE PUBLIC INTEREST AND NECESSITY -REQUIRE THE ACQUISITION
OF CERTAIN. REAL PROPERTY FOR PARKING PURPOSES, AND AUTHORIZING THE
ACQUISITION OF SUCH PROPERTY BY CONDEMNATION OR NEGOTIATION."
On motion by Kaufman, Resolution No. 12 of the Huntington Beach Parking
Authority was passed and adopted by the following roll call vote:
AYES: Directors: Bartlett, McCracken, Kaufman, Matney, Coen,
Green
NOES: Directors: None
ABSENT: Directors: None
ABSTAINED Directors: None
PRIORITY ON ACQUISITION - DISCUSSION
City Administrator Miller stated that he believed the Directors should
consider the establishment of a, priority on acquisition of the property
included in Resolution No. 12 within the next 30 days.
Consid.erable discussion was held on this matter by the Directors,
Administrator and Attorney, but no action was taken at this time.
ADJOURNMENT
On motion by Green, the meeting of the Huntington Beach Parking Authority
adjourned. Motion carried.

Mayor Green called the regular adjourned meeting of the City Council of
the City of Huntington Beach to order at 5:35 P.M. in the Conference
Room at the Sheraton Beach Inn.
The Pledge of Allegiance was given by all present in the room.
ROLL CALL
Councilmen Present: Shipley, Bartlett, McCracken, Kaufman, Matney,
Coen, Green
Councilmen Absent: None
COUNCILMAN MATNEY - PERMISSION TO LEAVE STATE
Councilman Jerry Matney reqquested permission to leave the state from
Wednesday, November 26, 1969 through Sunday, November 30, 1969.
'On motion by Shipley, Council granted permission to Councilman Matney
to leave the state for this period. Motion carried.

RECESS - PARKING AUTHORITY MEETING
Mayor Green called a recess of the Council at 5:40 P.M. He then called
a meeting of the Huntington Beach Parking Authority to order.

PRIORITY ON ACQUISITION - DISCUSSION

COUNCIL RECONVENED
Mayor Green reconvened the regular adjourned meeting of the City Council
of the City of Huntington Beach at 5:55 P.M.

REAFFIRM COUNCIL POSITION ON CIVIC CENTER SITE
On motion by Coen, Council reaffirmed their position on the selection
of the site at the southeast corner of Mansion Avenue and Main Street
as the location for the proposed civic center. The motion was passed
by the following roll call vote:
AYES: Councilmen: Shipley, Matney, Coen, Green
NOES: Councilmen: Bartlett, McCracken, Kaufman
ABSENT: Councilmen: None
DIRECT CITY ADMINISTRATOR TO COMPLETE NEGOTIATIONS - CIVIC CENTER SITE
A motion was made by Matney directing the City Administrator to conclude
property negotiations on the proposed civic center site with the Huntington
Beach Company, present owners of the property. The motion passed by the
following roll call vote:
AYES: Councilmen: Shipley, Bartlett, McCracken, Matney, Coen, Green
NOES: Councilmen: Kaufman
ABSENT: Councilmen: None
PRELIMINARY DRAWINGS - NEW CIVIC CENTER
On motion -by Matney, Council directed Kurt Meyer and Associates, archi-
tects for the.new Civic Center, to proceed with preliminary drawings
for development of the center at the site at the southeast corner of
Mansion Avenue and Main Street.
The motion was passed by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney,
Coen, Green
NOES: Councilmen: None

STUDY CONVENTION.CENTER WITHIN "TOP OF PIER" DEVELOPMENT - WITHDRAWN
A motion was made by Coen to instruct the City staff to study develop-
ment,of a, convention center within the "Top of the Pier" area without
contacting any developers on the matter. The motion was withdrawn before
being put to vote.

ADDITIONAL HOLIDAY FOLLOWING THANKSGIVING
The City Administrator requested authorization from Council to grant
Friday, November 28, 1969 as an additional holiday for all employees
as an incentive for the excellent work they are doing.
On motion by Shipley, Council authorized the City Administrator to grant
an additional holiday to all City employees on Friday, November 28, 1969,
in recognition and appreciation for the fine job they are doing. Motion
carried.
