HomeMy WebLinkAbout1969-11-25MINUTES OF THE HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, NOVEMBER 259 1969 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Bokor, Slates, Porter, Duke COMMISSIONERS ABSENT: Miller, Tom PLANNED RESIDENTIAL DEVELOPMENT - CODE AMENDMENT NO 69-2 The Acting Secretary informed the Commission that this item was referred to them by the City Council for further comments and report. Jerry Shea and Bill Wren, H. B. Company, addressed the Commission and commented on the pro- posed Planned Residential Development Ordinance. Mr. Wren asked when the Ordinance would be adopted, as the Hunting- ton Beach Company is presently working on a proposed develop- ment. Mr. Wren was informed that adoption of this Ordinance would be two or three months in the future. It was the consensus of the Commission to continue this item to the December 2, 1969 meeting for further review. STUDY OF DOWNTOWN COMMERCIAL ZONING: Jere Murphy, Associate Planner, made a presentation on zoning in the downtown area. Mr. Murphy stated that the City Council has adopted the Top -of - Pier Plan, which shows this area for office or commercial use, COMMISSIONER DUKE: Commissioner Duke arrived at 2:35 P.M. and assumed his duties. STUDY OF 17th STREET ZONING: Chairman Slates excused himself from participation in this matter due to a possible con- flict of interest. Jere Murphy, Associate Planner, made a presentation on the zoning study of 17th Street between Palm Avenue and Ocean Avenue. Roger Slates, 305 - 17th Street, Huntington Beach, addressed the Commission and commented on the heavy traffic flow along 17th Street to Pacific Coast Highway. Lengthy discussion was held per- taining to the zoning pattern along 17th Street. It was the consensus of the Comm- ission to continue this item until such time as a reevalua- tion is made of Pacific Coast Highway and a study has been made as to the future traffic needs in this area. -1- 11/25/69 - PC Minutes: H. B. Planning Cpmmission Tuesday, November 25, 1969 Page No. 2 DEVELOPMENT STANDARDS WITHIN THE AREA BOUNDED BY LAKE ST., COAST HIGHWAY, PALM AVENUE AND GOLDEN WEST STREET. Jim Palin, Assistant Planner, made a presentation pertaining to parking layouts on various size in the downtown area. COMMISSIONER PORTER: Commissioner Porter excused himself from further participation. The Commission submitted various ideas to possibly be incorporated in the development standards as follows: 1. Street -Abandonment to improve traffic flow and to provide more parking. 2. Guest parking should be required. 3. The density should be based on parking, open space and required setbacks. 4. No street access should be allowed - access should be limited to the alleys. 5. No height limitation for larger parcels of land. 6. Alley widths should be increased to 25 ft. for better turning radius. It was the consensus of the Commiss- ion that the staff should study all these items and to work up development standards for the downtown area. SITE NO 1 - SMALL LOT CONSOLIDATION Jere Murphy made a presentation pertaining to small lot consolidation at the north east end corner of Golden West Street and Warner Avenue. Mr. Murphy displayed four maps of Site #1 which showed a re -allocation or a change in the configuration of the zoning on subject property. Mr. Murphy informed the Commission that Mr. Murdy and the city owned 66% of the total area. Also, such re- allocation of the zoning would facilitate better planning and a more orderly development of the property. It was the consensus of the Commission to have the staff conduct further studies on the property to be brought back to the Commission review. FENCE HEIGHT - BETWEEN DWELLING AND SIDE YARD. Mr. Harlow, Acting Secretary, in- formed the Commission that there have been requests for fence and wall heights to be increased to 8 ft. between dwelling and side property line within the required setback. It was the consensus of the Commission to instruct the staff to prepare a code amendment and to set said amendment for public hearing before the Planning Commission at their December 16, 1969 regular meeting. -2- 11/25/69 - PC Minutes: H. HARLOW: Mr. Harlow, Acting Secretary informed the Commission that a Study Session meeting will be held on December 9, 1969, at 2:00 P.M., at which time a bus tour of the City will be conducted to be followed by a Dinner Meeting at the Jolly Ox Restaurant on Stark Street.
