BOARD MEMBERS PRESENT: McFarland, Cook, Harlow
MINUTES: On motion by Harlow and seconded by
Cook, the minutes for December 10,
1969, were accepted as transcribed.
CONDITIONAL EXCEPTION NO. 69-91
Applicant: Groth Chevrolet Co.
To permit banners to be used as pro-
motional month -end sales signs for 4 or 5 days each month at
an automobile agency. Located on the west side of Beach Blvd.,
approximately 150 ft. north of Taylor St. in the C2 Community
Business District. A legal description is on file in the
Planning Department Office.
The hearing was opened to the audience.
Mr. Groth was present.
It was noted that this item should
be referred to the Planning Commission for decision.
There being no further comment, the
hearing was closed.
A MOTION WAS MADE BY COOK AND SECONDED
BY MCFARLAND TO REFER CONDITIONAL EXCEPTION NO. 69-91 TO THE
PLANNING COMMISSION FOR DECISION AT THEIR JANUARY 20, 1970,
MEETING IN THE COUNCIL CHAMBERS, CITY HALL, AT 7:00 P.M.
ROLL CALL VOTE:
AYES: McFarland, Cook, Harlow
THE MOTION CARRIED.
CONDITIONAL EXCEPTION NO. 69-102
Applicant: Russel Cover
To permit a reduction in the minimum
dimension required for 600 sq. ft. of open space to 8 ft. in
lieu of the required 10 ft. minimum dimension. Located at 215
Detroit St. in the R3 Limited Multiple Family District. Legally
described as lot 12 and 13 of Tract Redburn.
The hearing was opened to the audience.
There was no one present to represent
the applicant.
There being no other comment, the
hearing was closed.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY COOK TO DENY CONDITIONAL EXCEPTION NO. 69-102
FOR THE FOLLOWING REASONS:
1. The applicant failed to show sufficient justification.
2. The structure can be designed to conform to the ordinance.

CONDITIONAL EXCEPTION NO. 69-104
Applicant: R.M. Galloway & Assoc.
To permit the exterior side yard set-
back to be reduced to 82 ft. in lieu of the required 10 ft.
setback. Located at the southwest corner of Jett Dr. and
Johnson Lane in the R1 Single Family Residence District. Legally
described as Lot 32, Tract 5603.

The hearing was opened to
the audience.
Ron Phillips, representing the
applicant, addressed the Board and answered various questions.
He pointed out that the house is prefabricated and trenches
for the footing have been dug. He further stated that the
dwelling is set back 18 ft. from the curb and that the place-
ment of the building will not restrict the view or use of
the yard.
There being no further com-
ment, the hearing was closed.
Board discussion followed.
A MOTION WAS MADE BY COOK
AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION
NO. 69-104 FOR THE FOLLOWING REASONS:
1. The tract has been recorded.
2. The foundation footings have been excavated.
3. The 10'ft. parkway is greater than normal and would not
bring the house any closer to the street than other
houses being built in the City.

To permit the division of
land into two separate parcels. Located on the south side of
Heil Ave., between Graham St. and Graham Place. A legal de-
scription is on file in the Planning Department Office.

A MOTION WAS MADE BY COOK
AND SECONDED BY MCFARLAND TO APPROVE DIVISION OF LAND NO.69-44
WITH THE FOLLOWING CONDITIONS:
1. Heil Ave., Graham St. and Graham Place shall be dedicated
and fully improved to City standards when requested to do
so by the Department of Public Works. Improvements shall
include street trees, street signs, street lights, fire
hydrants, sewer and water main extensions.
2. Water supply shall be through the City of Huntington
Beach's water system at the time each parcel is developed.
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time each parcel is developed.
4. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
5. The property shall participate in the local drainage assess-
ment district at the time each parcel is developed.
6. Soil reports as required by the Building Department and
the Department of Public Works shall be submitted to the
City prior to issuance of building permits.
7. All utilities shall be installed underground at the time
each parcel is developed.
8. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
9. A Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any par-
cel.
10. The Division of Land shall not be effective until an
agreement is signed and recorded agreeing to the condi-
tions listed above.

Applicant: Dick Berg Realty
To permit,the use of a temporary
structure to be used as a real estate office until such
time as permanent facilities can be constructed. Located
at the northwest corner of Adams Ave. and Brookhurst St.
A legal description is on file in the Planning Department
Office.
Mr. Berg addressed the Board
and answered various questions.
Board discussion followed.
A MOTION WAS MADE BY MCFARLAND
AND SECONDED BY COOK TO APPROVE ADMINISTRATIVE REVIEW
NO. 69-31 WITH THE FOLLOWING CONDITION:
1. All provisions of Section 9730.25.3 of the Huntington
Beach Ordinance Code shall be complied with.
