HomeMy WebLinkAbout1970-01-27MINUTES OF THE HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, JANUARY 27, 1970 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Bokor, Slates, Porter, Duke COMMISSIONERS ABSENT: Miller, Tom DISCUSSION: MASTER PLAN AMENDMENT NO. 70-3 - STUDY AREA III. LOCATION: Generally bounded by Edinger Ave. on the north, Algonqu n—St. on the east, Warner Ave. on the south and Pacific Coast Highway on the west. Jere Murphy, Associate Planner, made a presentation of the existing zoning, existing master plan and the proposed master plan. Mr. Murphy,also presented a master plan analysis of the Huntington Harbour study area. Don Byrnes, representing Hunting- ton Harbour Corp., explained the proposed zone changes which would be submitted for the next regular Planning Commission meeting. The Commission reviewed the pro- posal. It was their consensus to further study said master plan until such time Huntington Harbour had a chance to review their proposal. COMMUNITY FACILITIES DISTRICT CODE AMENDMENT NO. 70-1 Said amendment proposes to add to Division 9 of the Huntington Beach Ordinance Code - Article 966 - Community Facilities District. Such district will desig- nate areas devoted to major public develapments which serve the community's need for educational, recreational, health, safety, governmental and administrative facilities and also the manner by which these areas may be reclassified. The Acting Secretary informed the Commission that this amendment was heard on January 20, 1970, at which time it was approved with changes. Further revisions were made in the City Attorney's office. Mr. Harlow stated that these changes were substantial; therefore, the Code Amendment has been resubmitted to the Commission for re- view and approval. The Commission reviewed the' proposed revision. A MOTION WAS MADE BY SLATES AND SECONDED BY BOKOR TO RECOMMEND APPROVAL OF THE REVISED CODE AMENDMENT TO THE CITY COUNCIL. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Porter, Duke NOES: None ABSENT: Miller, Tom THE MOTION CARRIED. CIVIC DISTRICT SUFFIX CODE AMENDMENT NO. 70-2 Said amendment proposes to add to Division 9 of the Huntington Beach Ordinance Code -Article 967 - Civic District Suffix. Such district is designated to establish civic districts which may be placed around civic centers, public parks, public buildings or public grounds in order to protect the public interest in major public develop- -1- 1/27/70-PCSS Minutes: H.B. Also, this amendment describes the procedure for Design Review Board review of plans in this district prior to any per- mits being issued and the manner in which appeals may be made to the City Council. COMMISSIONER PORTER'S MINORITY REPORT: Because of the present criteria for selection of Design Review Board members, i.e., lack of professional occupational standards, it is felt that an ordinance with the far-reaching consequences of this one should be delayed until adequate standards for Design Review Board members are re-established. It is imperative when the Civic District Suffix zone is adopted that professionally quali- fied people act on the requirements of proposed Section 9670. CODE AMENDMENT NO. 70-3 ARTICLES 951, 953 and 955 The Commission reviewed proposed Code Amendment pertaining to Articles 951 MI -A, 953 M1 and 955 M2 Industrial Districts. The Acting Secretary stated that said amendments will add the requirements that 11 uses which do not require a use permit approval shall be subject to Administrative Review by the Board of Zoning Adjustments within said districts. Mr. Harlow informed the Commission that this amendment was heard on January 20, 1970. However, the amend- ment has been rewritten by the City Attorney's Office. There- fore, the matter was resubmitted to the Commission for review and approval. A MOTION WAS MADE BY PORTER AND SECONDED BY DUKE TO RECOMMEND APPROVAL OF THE REVISED CODE AMENDMENT TO THE CITY COUNCIL.
