CHAIRMAN SLATES: Chairman Slates informed the Commission that Commissioner Tom was excused from this meeting because of sudden emergency. CODE AMENDMENT NO. 69-3 -O-COMBINED OIL DISTRICT Said amendment proposes to amend Article 968 - (-O-Combined Oil District) by renumbering, rewording and adding various sections within such Article. Also, said amendment proposes to reword Section 9700(n) Defi- nitions. The Acting Secretary informed the Commission that this item was referred back to the Commis- sion by the City Council for further review. Mr. Harlow stated that the draft, as submitted, was prepared by the City Attorney's office for their review, and that the Oil Committee did not take formal action on this matter. Commission discussion was held. A letter submitted by Western Oil and Gas Co. was read by the Acting Secretary, endorsing the proposed revised ordinance. The City Attorney explained the intent and purpose and various sections of the proposed code amendment. Mr. Herb Day, Oil Field Super- intendent, commented on various sections of the code amendment. Chairman Slates stated that Mr. Day was invited as a staff member to present his comment and not as a member of the Oil Committee. A MOTION WAS MADE BY BOKOR AND SECONDED BY BAZIL TO RECOMMEND APPROVAL OF CODE AMENDMENT NO. 69-3, -O-Combined Oil District TO THE CITY COUNCIL AS AMENDED. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Miller, Porter, Duke NOES: None ABSENT: Tom THE MOTION CARRIED. CHAIRMAN SLATES: Chairman Slates was excused from further participation at 4:15 P.M. Commissioner Bazil assumed the duties as Chairman. DISCUSSION: ALIGNMENT OF SOUTHERLY EXTENSION OF DELAWARE STREET. Bill Hartge, City Engineer, pre- sented two alternates for the southerly extension of Delaware Street to Atlanta Ave. The Commission reviewed the proposal. -1- 2/24/70-PCSS Minutes: H.B.Planning Commission Study Session February 24, 1970 Page 2 It was the consensus of the Commission to set a public hearing for a Precise Plan of Street Alignment for the southerly extension of Delaware St. DISCUSSION: The Commission discussed the possibility of remov- ing mobilehome parks from the R5 Office -Professional District. A MOTION WAS MADE BY BAZIL AND SECONDED BY BOKOR TO INSTRUCT THE STAFF TO PREPARE AN AMENDMENT TO CREATE A NEW MOBILEHOME PARK DISTRICT AND TO ELIMINATE MOBILEHOME PARKS AS PERMITTED USES IN THE R5 ZONE. ROLL CALL VOTE: AYES: Bazil, Bokor, Porter, Miller, Duke NOES: None ABSENT: Tom, Slates THE MOTION CARRIED. DISCUSSION: Discussion was held regarding the criteria for Civic District Suffix. Carole Wall, Chairman of the Design Review Board, discussed the criteria and guidelines for the design review and suggested that a formal meeting with the Planning Commission and the Design Review Board members be scheduled. It was the consensus of the Commission that further consideration be given to this matter. DISCUSSION: The Acting Secretary made a presentation showing different treatments of screening mobilehome parks from arterial highways. In addition, the Acting Secre- tary informed the Commission that the developers of the mobile - home park situated on the northeast corner of Ward St. and Yorktown Ave. have agreed to screen the mobilehome park by pro- viding a 10 ft. setback between the screen wall and the street, and building an earth burm between the wall and the street which will be landscaped. It was the unanimous decision of the Planning Commission to approve this type of wall design for that location. Chairman -2- THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED. 4.42� _ K. A.
