HomeMy WebLinkAbout1970-03-09 (6)MINUTES Council Chamber, Civic Center Huntington Beach, California, Monday, March 9, 1970 Mayor Green called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. ROLL CALL Councilmen Present: Councilmen Absent: 2,11 AUDITOR'S REPORT Shipley, Bartlett, McCracken, Kaufman, Matney, Coen, Green None The Finance Director spoke briefly regarding the auditors report for the year ending June 30, 1969 and introduced Mr. Dan Calahan represent- ing the audit firm of Diehl Evans & Company. Mr. Calahan informed Council that the City is not required to maintain records pertaining to fixed assets and storm drain, sewer and water reimbursements; however, their firm, by State law, is required to note exceptions to the omission of same. Following considerable discussion, on motion by Kaufman, Council directed the City Administrator to negotiate a contract with the firm of Diehl Evans and Company, to audit all sewer, water and storm drain reimbursement agreements for an amount not to exceed $2,000.00. The motion was passed by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney Coen, Green NOES: Councilmen: None ABSENT: Councilmen: None CERTIFICATE OFq SERVICE- ROBERT ZINNGRABE - ULI-CSC Mayor Green presented a Certificate of Service to Mr. Robert Zinngrabe in appreciation of his service on the Urban Land Institute - Citizens Steering Committee from March 14, 1966 to February 16, 1970. a CASH REGISTERING SYSTEM - BEACH CONCESSIONAIRES - APPROVED The City Administrator recommended that Council approve the establish- ment of a cash registering system for the beach concessionaires, using sales checks provided by the City, as set forth by the Council Committee. He Further stated that this method, if approved, could be put into operation for a, one year trial period beginning May 1, 1970. On motion by Kaufman, Council approved the recommendation of the Council Committee and directed that a cash registering system using sales checks provided by the City, be used by the beach concessionaires. The motion was passed by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney, Coen, Green NOES: Councilmen: None ABSENT: Councilmen: None RECESS Mayor Green called a recess of the Council at 8:00 P.M. to hold a study session of Council for the purpose of hearing the City Adminis- trator's presentation regarding the Capital improvement Program, Method of Financing and Construction. COUNCIL MEETING RECONVENED The regular adjourned meeting of the Council was reconvened at 9:15 P.M. by the Mayor. I . 0 Page #2 - Council Minutes - 3/9/70 yy PREPARATINVOFGq REPORT - SYSTEMS ANALYSIS AND DATA PROCESSING COMMITTEE Considerable discussion was held by Council regarding the method of financing and construction of the Capital Improvement Program as out- lined in the City Administrator's report. A motion was made by Councilman Kaufman that the City Attorney be instructed to prepare code amendments and ordinances, as may be necessary, to implement those recommendations of the City Administrator pertaining to the establishment of a, gross receipts license fee, a three cents per barrel oil license fee and an increase of the Hotel Occupancy Tax to five percent. The motion .failed to pass by the following roll call vote: AYES: Councilmen: Kaufman, Green. NOES: Councilmen: Shipley, Bartlett, McCracken, Matney, Coen ABSENT: Councilmen: None A motion was made by Councilman McCracken to request the Systems Analysis and Data Processing Committee to study the feasibility of a, 25 year bond issue and to investigate possible methods of construction of the proposed Civic Center, together with a long range projection of revenue, general expenditures and Capital Improvement expenses, for presentation at the meeting of May 5, 1970. The motion was passed by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, McCracken, Matney, Coen NOES: Councilmen: Kaufman, Green ABSENT: Councilmen: None 91 PARKING AUTHORITY MEETING CALLED Mayor Green called a meeting of the Parking Authority for Monday, March 16, 1970, at 4:30 P X. COMPLAINT - MUD AND DEBRIS IN STREET Mr. Robert Dingwall, 19791 Esturary Lane, City, addressed Council and stated that the open property located between. Estuary Lane and Beach Boulevard, which is subleased For agricultural purposes,presents a severe mud and debris problem caused by the drainage of irrigation waters into the streets of the adjacent tract. Mayor Green directed that this matter be referred to the City Adminis- trator for review and appropriate action. ADJOURNMENT On motion by Green, the regular adjourned meeting of the City Council of the City of Huntington Beach adjourned at 9:40 P.M. Motion carried.
