REVIEW: CONDITIONAL EXCEPTION NO. 69-30 Applicant: Jake Stewart To permit heavy duty equipment tire repair with limited retail sales, plus a storage yard in the RA-0 Residential Agricultural District combined with oil production. Located north of Garfield Ave., approximately 200 ft. east of Stewart St. The Chairman advised the Commis- sion that Commissioner Duke had requested that this item be tabled until after his arrival at 2:20 P.M. The Commission agreed to this request. DISCUSSION: Flight pattern around Meadowlark Airport Jere Murphy, Associate Planner, reviewed flight pattern information with the Commission regard- ing wind conditions, elevations, etc. COMMISSIONER BAZIL: Commissioner Bazil arrived at 2:15 P.M. and assume is uties. COMMISSIONER DUKE: Commissioner Duke arrived at 2:17 P.M. and assume is uties. Discussion was held regarding development in the area surrounding the airport. Commissioner Slates advised that there are no restrictions concerning the height of towers in Huntington Beach. The Commission requested the Planning Department to work with the Building Department to investi- gate and make a recommendation concerning height limitations for development in the area. Subject property is located north of Garfield Ave., approximately 200 ft. east of Stewart St. It was noted that review had been made on subject property in compliance with condition of approval No. 7 of said application. The Acting Secretary advised that upon review, it was determined that the applicant has failed to comply with several of the conditions placed on the application at the time of approval by the Planning Commission. The Acting Secretary advised the Commission that Mr. Stewart would like to continue the use of the storage yard until such time the freeway is con- Minutes: H.B. He also advised that the applicant felt it was senseless to install landscaping due to the lack of water in the area and the property is directly in line with the proposed freeway; also, the property had been oiled origi- nally and since that time the applicant has watered it periodically to keep the dust down. A MOTION WAS MADE BY BOKOR AND SECONDED BY BAZIL TO APPROVE THAT PORTION OF CONDITIONAL EXCEPTION NO. 69-30 FOR A STORAGE YARD ONLY SUBJECT TO THE FOLLOWING CONDITIONS: 1. The property owner shall enter into an agreement with the City agreeing to dedicate Garfield Ave. to City Standards and to install street improvements within three (3) months after requested to do so by the Depart- ment of Public Works or if the property to the west develops such improvements shall be installed in con- junction with the street improvements for that parcel. 2. The applicant shall provide adequate dust control as approved by the Building Department. 3. Driveway locations and specifications shall be approved by the Traffic Engineer. 4. If water is made available to the site, the storage yard shall be screened with adequate planting within 30 days after requested to do so by the City. 5. Conditional Exception No. 69-30 shall become null and void on September 1, 1974. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Miller, Porter NOES: Duke ABSENT: Tom THE MOTION CARRIED. CODE AMENDMENT NO. 70-4 MH - Mobilehome District Discussion was held regarding two-story mobilehome units. Commissioner Duke felt that if two-story mobilehomes were permitted along the perimeter of the park, the purpose of ordinances requiring beautiful walls, landscaping, etc., would be defeated. Commissioner Bazil concurred with this. COMMISSIONER PORTER: Commissioner Porter was excused from the meeting at P.M. Ken Reynolds, Planning Director, discussed the Commission's questions pertaining to state and/or local jurisdiction over height limitations for mobilehomes. The Commission asked the attorney for an opinion as to whether or not two-story mobile - homes can be regulated. Discussion was held. The third draft of the proposed code amendment to establish standards for mobilehome parks was reviewed. It was felt that the recreation areas should be more clearly defined so as to exclude laundry areas and similar utility areas. The Planning Department was directed to prepare a fourth draft. Mr. Ed Colleton, Trailer Coach Assn., requested that any revision of the proposed code amendment be mailed to him. DISCUSSION: Multi -family Development Standards for area bounded by Lake!;t., Goldenwest St., Palm Ave. and Ocean Ave. -2- 5/12/70-PCSS Minutes: H.B. Planning Commission Study Session Tuesday, May 12, 1970 Page 3 Ed Selich, Planning Aide, presented information regarding the Land Use Intensity Sys- tem, adapting the System to the Town Lot Area and Circula- tion and Parking within such area to the Commission. The history, technical aspects and utilization of the Land Use Intensity System was explained. Also, a means of adapting the L.U.I. System to the town lot area and its impact to the area was explained. A MOTION WAS MADE BY BAZIL AND SECONDED BY PORTER TO ENDORSE THE LAND USE INTENSITY SYSTEM AS PRESENTED. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Miller, Porter, Duke NOES: None ABSENT: Tom THE MOTION CARRIED. A concept for closing and abandoning streets to improve circulation patterns was covered. This included developing "parking courts" or closed streets and parking lots, on abandoned streets to provide for guest parking. Major emphasis in this concept was placed on liberal landscaping and aesthetics to help provide character and an image for the town lot area. Chairman Slates appointed a committee to investigate methods of implementing the plan to provide parking and traffic circulation in the area bounded by 6th St., Goldenwest St., Palm Ave. and Ocean Ave. Those appointed to the committee are: Commissioners Bazil, Bokor and Duke and one representative each from the Department of Public Works, Department of Building and Safety and Planning Department. The Engineering Department was requested by the Commission to submit a cost estimate of one area consisting of approximately 12 blocks. The Planning Department was requested to investigate methods of financing the system as presented. DISCUSSION: Precise Plan of Street Alignment No. 70-4 Said plan proposes to precise plan the street alignment for Orange Ave. West, Orange Ave. East (Olive Ave.), Lake St. and Atlanta Ave. Bill Hartge, City Engineer, reviewed the proposal for said street alignment, and informed the Commission that the public hearing has been set for May 19, 1970, before their Body. He stated that the Depart- ment of Public Works recommends the alternate route which would split into Orange East and Orange West, west of Lake St. DISCUSSION: Precise Plan of Street Alignment Mr. Hartge presented a precise plan of street alignment for the northerly extension of Park Side Lane situated south of Edinger Ave., 660 ft. west of Beach Blvd., and a precise plan of street alignment for streets in the area bounded by McFadden Ave., Gothard St., Edinger Ave. and Beach Blvd. Subject precise plan of street alignments were discussed and it was felt a public hearing should be set. A MOTION WAS MADE BY BAZIL AND SECONDED BY PORTER TO SET A PUBLIC HEARING FOR THE ESTABLISHMENT OF A PRECISE PLAN OF STREET ALIGNMENTS FOR THE NORTHERLY EXTENSION OF PARK SIDE LANE AND FOR STREETS IN THE AREA BOUNDED BY MCFADDEN AVE., GOTHARD ST., EDINGER AVE. Planning Commission Study Session Tuesday, May 12, 1970 Page 4 DISCUSSION: Master Plan of Land Use Amendment Vicinity of Springdale St. and Heil Ave. This item was not heard. DISCUSSION: Rezoning Oil Field to conform to recently adopte2 t Combining District (Article 968) The Acting Secretary pointed out that due to the adoption of the amendments to Article 968 (Oil Combining District) certain areas of the City should be rezoned to implement the intent of the ordinance. Discussion was held. It was the consensus of the Commission to set this item for public hearing. MISCELLANEOUS: It was decided the Goals and Objectives Committee would meet Monday, May 18, 1970, at 12:00 Noon, and the Central Industrial Area Committee would meet on Monday, May 18, 1970, at 7:30 A.M. The Commission reviewed a letter written by the City Attorney's Office requesting their opinions regarding a variance for a mobile home park in the vicinity of the proposed Central City Park area. This variance had been denied. It was suggested that someone in the Attorney's Office call each Commissioner to discuss the matter. lfil.Gmrd A.
