The Pledge of Allegiance was given by all present in the Council Chamber. NO. 1587 - ADOPTED - ESTABLISHES MOTORCYCLE REGULATIONS The Clerk gave Emergency Ordinance No. 1587 a reading in full - "AN EMERGENCY ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY ADDING TO CHAPTER 55, ARTICLE 557 ESTABLISHING REGULATIONS FOR OPERATION OF MOTORCYCLES AND MOTOR --DRIVEN CYCLES." On motion by Bartlett, Council passed and adopted Emergency Ordinance No. 158.7 by the following roll call vote: AYES: Councilmen: Green, Bartlett, McCracken, Gibbs, Matney, Coen, Shipley NOES: Councilmen: None ABSENT: Councilmen: None 2/ BOARD AND COMMISSION APPOINTMENTS On motion by Bartlett, the following appointments were made to the Urban Land Institute -- Citizens' Steering Committee, Personnel Board, Recrea- tion and Parks Commission and Library Board., with all terms to expire on June 30, 1974. Motion carried.. E. "Bill" Woods Walter Young AGREEMENT -- TRAFFIC SYSTEMS ANALYSIS - ARTHUR YOUNG & CO. - APPROVED On motion by Coen, Council approved an agreement between the City and. Arthur Young and Company, Consultant, for a traffic systems analysis project, and authorized the Mayor and. City Clerk to execute same on behalf of the City. Motion carried.. � PROPOSED LITIGATION - RE: IMPLIED PUBLIC RECREATIONAL BEACH EASEMENTS On motion by Green, with Councilman McCracken abstaining, the following action was adopted by Council. Motion carried. On the advice of the City Attorney, the Council directed. all city departments, boards and commissions to process procedurally all applications concerning the use of beach property which is the subject matter of pending, quiet title litigation, in the usual manner under the Huntington Beach Ordinance Code. However, all applications should be referred to the City Attorney's office for review and. legal opinion prior to action being taken thereon. ?40 Page #2 - Council 14inutes - 6/22/70 PERMISc1CN TO BE OUT OF STATE - MAYOR SHIPLEY - GRANTED Mayor Shipley requested Council's permission to be out of the State for the next two months. On motion by Bartlett, Council approved Mayor Shipley's request for permission to leave the State for two months. Motion carried. RECESS The Mayor then called an informal meeting of the Council as a Committee - of -the -Whole in the Administrative Annex, to hear a report from the Urban Land Institute - Citizens' Steering Committee, regarding the matter of establishing the goals and objectives the Planning Commission should reach prior to preparing revisions in the City's Master Plan, and recessed the Council at 7:35 P.M. RECONVENE COUNCIL TYie regular adjourned meeting of the City Council of the City of Huntington Beach was reconvened by the Mayor at 9:33 P.M. ADJOURNMENT On motion by Matney, the regular adjourned meeting of the City Council of the City of Huntington Beach adjourned at 9:35 P.M. Motion carried.
