JUNE 24. 1970 BOARD MEMBERS Administrative Annex 523 Main Street Huntington Beach, California McFarland, Spencer, Palin ACCEPTANCE OF MINUTES: On motion by Palin and second by Spencer, the minutes for May 6, 13, 20, and 27, 1970, were accepted as transcribed. CONDITIONAL EXCEPTION NO. 70-33 Applicant: Donald K. Baker To permit a reduction in the required rear yard open space for a single residence from 900 sq. ft. to 850 sq. ft. on a parcel of land. The subject property is located on the south side of Glenroy Drive, approximately 45 ft. east of Camelot Circle in the R1 Single Family Residence District. The Chairman read the request and opened the hearing to the audience. Mr. Baker, applicant, addressed the Board and stated he does not wish to build a two-story addition. He would like to keep it one level, and he must have at least the proposed dimensions to accomodate a pool table. hearing was closed. There being no further comment, the Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 70-33 FOR THE FOLLOWING REASON: 1. The applicant has provided 850 sq. ft. of open space and has met the intent of the ordinance in this respect. ROLL CALL VOTE: APES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 70-27 Applicant: Bayan Higa & Associates To permit the construction of a 26 unit apartment complex on a .85 acre parcel of land in the R3 Limited Multiple Family Residence District. The subject property is located 530 ft. south of Edinger Avenue, 345 ft. east of Sher Lane, on Parkside Lane. -1- 6/24/70 - BZA Minutes : 11. 13. Yubor, representing the applicant, addressed the Board and answered various questions. Suggested conditions of approval were discussed. Mr. Yubor stated that Parkside Lane has already been dedicated to the City. There being no further comment, the hearing was closed. Board discussion was held. It was noted that the Planning Commission had instructed the Board to apply the Apartment Development Standards with discre- tion on all applications requesting more than 20 apartment units. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 70-27 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received June 11, 1970, shall be the approved layout. 2. Park Side Lane shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. Easements for utilities or walkways shall be provided to Department of Public Works standards. 7. The property shall participate in the local drainage assess- ment district. 8. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 9. All utilities shall be installed underground. 10. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 11. Off-street parking facilities shall conform to Article 979. 12. A masonry wall shall be constructed along the north and south property line. The height of said wall shall be such that the top will be six (6) feet above the highest ground surface with- in twenty (20) feet of the common property line. There shall be no fence, structure or landscaping constructed or maintained over 3 1/2 feet high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the intersection of streets. 14. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 15. The structural street section of all private drives shall be approved by the Department of Public Works. 16. All applicable City Ordinances shall be complied with. Jones (Atlantic -Richfield) To permit the construction of a service station on a 22,500 sq. ft. parcel of land in the C4 Highway Commercial District. The subject property is located on the southeast corner of Slater Avenue and Goldenwest St. The Chairman read the request. The Acting Secretary advised that the Planning Commission had requested all application for service stations be referred to their body. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO REFER USE PERMIT NO. 70-26 TO THE PLANNING COMMISSION MEETING TO BE HELD ON JULY 21, 1970, AT 7:00 P.M. IN THE COUNCIL CHAMBERS, CIVIC CENTER. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 70-31 Applicant: Robert D. Dawson To permit light manufacturing and metal fabricating in the M1 - Light Industrial District. The subject property is located on the west side of Golden West Street, and 660 ft. north of Garfield Street. The Chairman read the reque:;t and opened the hearing to the audience. Mr. Dawson informed Hie Board that -the freeway would not take this property and he also stated that they have only a two year lease on subject_ property. The Board advised Mr. IDatvson that a letter of authorization from the property owner. had not been filed with this application and that said letter would be required. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-34 SUBJECT TO THE FOLLOWING CONDITIONS: 1. All signs shall be made to conform to the Huntington Beach Sign Ordinance by July 10, 1970. 2. MISCELLANEOUS: Conditional Exception 70-21 St. Francis School This application to erect a steel storage building was referred to the Board by the Planning Commission for review of the design and landscaping so as to be compatible with other buildings within the church facility. It was the consensus of the Board that a field trip should be made to the site to insure that the colors submitted would be compatible with the existing buildings.
