HomeMy WebLinkAbout1970-06-30MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, JUNE 309 1970 - STUDY SESSION COMMISSIONERS PRESENT: Bokor, Slates, Miller, Duke COMMISSIONERS ABSENT: Bazil, Tom, Porter NOTE: A TAPE RECORDING OF A PORTION OF THIS MEETING IB ON FILE IN THE PLANNING DEPARTMENT OFFICE. PRECISE PLAN OF STREET ALIGNMENT STUDY - Vicinity of Hunting- ton Center. Kenneth A. Reynolds, Planning Director, made a presentation on the proposed street align - meet within the subject area. Mr. Reynolds informed the Planning Commission that this study had been directed by both the City Council and Planning Commission. Mr. Reynolds stated that the Planning Department met with property owners in the area to discuss this proposed street alignment. He further informed the Commission that said plan would be heard by: --the Commission at a public hearing on July 7, 1970. Mr. Donald Frischer, consulting traffic engineer for Huntington Center, discussed the pro- posed street alignment. Mr. Frischer informed the Planning Commission that the State Division of Highways, made a com- mittment to widen the bridge on McFadden Ave., over the San Diego Freeway when the traffic count at that location deemed construction necessary. Roger Slates, Chairman, asked Mr. Frischer if there would be a change in the parking lay- out within the shopping center. Mr. Frischer stated that there would be no physical change in the parking layout at this time. Mr. Mason Siler,.property owner to the north, asked if there would be a -restriction on night time use of the access over the Huntington Center property. Mr. Siler was informed that the City would have no control over a night time restriction. Discussion followed regarding the proposed precise plan and parking within the shopping center. The staff was instructed to have available answers to the following questions at the July 7, 1970, meeting. 1. May the City adopt a precise plan of street alignment in a neighboring jurisdiction? 2. The effect on the sales tax revenue of a shopping center within two jurisdictions, to wit, a portion in Huntington Beach, and a portion in Westminster. 3. Can Huntington Beach require annexation of Westminster's property Huntington Beach? TALBERT AVENUE STREET ALIGNMENT STUDY Jere Murphy, Associate Planner, made a presentation on"the proposed alignment of Talbert Avenue through Huntington Central Park. Mr. Murphy informed the Planning Commission that this study was at the direction of the City Council. -1- 6/30/70-PCSS Minutes: H.B. Planning Commission June 30, 1970 Page 2 Ralph Leyva, Assistant Traffic Engineer, made a presentation and discussed cost breakdown on.three..alternates for Talbert Ave. Mr. Leyva informed the Planning Commission that this presentation and report would be given to the City Council at their next meeting. Mr. Leyva stated that the cost estimates indicates a $500,000 differential between the alternate alignments. A lengthy Commission discussion followed. No decision was made as to which route would be more preferable. It was the consensus of the Commission that any future precise plan of street alignment in the area or master plan amendment would have to be heard by their body and that no recommendation would be made to the City Council at this time on Talbert Ave. The Commission also -requested that copies of the report given the -Council be made available to them. REVIEW MACCO CORPORATION PLOT PLAN Conditional Exception No. 70-8 The subject property is located 600 ft. east of Edwards St., on the south side of Warner Ave. Jim Palin, Assistant _ Planner, made a presentation on the plot plan. Mr. Palin' informed the Planning Commission that this plot plan re- ceived June 22, 1970, has shown a usable open space area of approximately 248 sq. ft. per unit or a total of 75,140 sq. ft. of open space for the 304 unit project. Mr. Palin reviewed for the Planning Commission, a brief history on this application and stated that on February 17, 1970, the Commission had approved -Conditional Exception No. 70-8 for averaging of densities, carport construction at zero side and rear property lines and carports in the R2 in lieu of the requirement of fully enclosed garages; but at that time, the Commission did not approve the plot plan for the project. At the February 17th meeting, the Planning Commission re- quested Macco to revise their plot plan to incorporate more usable -open -space and a penetration drive from the south. At the March.12, 1970, meeting the Planning Commission reviewed a revised plot plan and again made recommendations to Macco. On March 31st, the Planning Commission reviewed a second revised plot plan which had incorporated the desired open space as requested by the Planning Commission, the penetration drive as requested and the orientation of the structures within the project to the open space.' At this meeting, the Planning Commission approved the plot plan for Conditional Exception No. 70-8 as submitted. Mr. Palin then stated the Planning Commission, at their April-7, 1970, meeting rescinded their previous action for approval and requested the applicant to revise the plot plan and submit for reapproval. Mr. Palin informed the Planning Commission the plot plan they were now reviewing was essentially the same as the plan they approved at their March 31st meeting. Discussion was held by the Commission on the open space, vehicular circulation a- nd orientation of the structures as shown on the plot plan. THE MEETING WAS THEN ADJOURNED TO THE MACCO DEVELOPMENT, KITAJIMA APARTMENTS, ON THE SOUTH SIDE OF WARNER AVE., APPROXIMATELY 660 FEET WEST -OF EDWARDS ST. FOR REVIEW AND COMPARISON OF THE EXISTING DEVELOPMENT WITH THE PLOT PLAN PENDING BEFORE THE COMMISSION. The meeting was called back to order at 4:45 P.M. on -site. Jerry Bame, attorney representing Macco Corporation, made a presentation on the -2- 6/30/70-PCSS Minutes: H.B. Planning Commission June 30, 1970 Page 3 plot plan for the proposed apartment development on the south side of Warner Ave., approximately 660 ft. east of Edwards St. A lengthy discussion was held by representatives of Macco Corporation and the Planning Commission on the proposed development as to; the amount of open space; how the main structures were related to each other; traffic circulation; and the proposed development to the south. Vice -Mayor Mr. Jerry Matney, was -present at the meeting and stated that he felt the existing project was a good looking development and is an asset to the City. Commissioner Duke stated that there should be more open space within the complex. The Commission then walked through the existing Kitajima apartment for comparison with the proposed plan. Further discussion of the project followed. A MOTION WAS MADE BY BOKOR AND SECONDED BY :MILLER TO APPROVE THE PLOT PLAN FOR CONDITIONAL EXCEPTION NO. 70-8 AS SUBMITTED. ROLL CALL VOTE: AYES: Bokor, Miller, Slates NOES: Duke ABSENT:- Tom, Bazil, Porter THE -MOTION DID NOT CARRY. Additional discussion was held as to treatment of landscaping within the front setback on Warner Ave., treatment of the frontage road along Warner Ave., height of buildings, orientation of buildings, types of usable open space, dimensions of the usable open space and penetration drives for parking. A MOTION WAS MADE BY MILLER AND SECONDED BY BOKOR TO RECONSIDER THE PREVIOUS MOTION FOR CONDITIONAL EXCEPTION NO. 70-8. ROLL CALL VOTE: AYES: Bokor, Miller, Slates, Duke NOES: None ABSENT: Tom, Bazil, Porter THE MOTION CARRIED. A FURTHER MOTION WAS MADE BY SLATES AND SECONDED BY MILLER TO APPROVE THE PLOT PLAN FOR CONDITIONAL EXCEPTION NO. 70-8 AS SUBMITTED.-' ROLL CALL VOTE: AYES: Slates, Miller, Bokor, Duke NOES: None ABSENT: Tom, Bazil, Porter THE MOTION CARRIED.
