ELECTION OF OFFICERS: It was the consensus of the Board, as
one regular member was absent,to have
the election of officers on July 8, 1970.
ADMINISTRATIVE REVIEW NO. 70-15 - Continued
Applicant: Bill H. Schultz
To permit the outside display and/or
storage of U-Haul utility trailers and trucks at a service station
in the C2 - Community Business District.
The subject property is located on
the southeast corner of Adams Avenue and Magnolia Street.
The Acting Chairman read the request.
The Acting Secretary advised that
the applicant has requested a continuance of this hearing to
July 8, 1970, as the Planning Commission has not yet adopted the
Service Station Standards.

The subject property is
located on the west side of Golden West Street, and 660 ft.
north of Garfield Street.
Mr. Ben Dawson, repre-
sentaiig the applicant, addressed the Board and stated he had
not yet obtained a letter of authorization from the property
owner and requested a two week continuance.

A MOTION WAS MADE BY PALIN
ADMINSTRATIVE REVIEW NO. 70-31
To permit the construction
of a double -face 10 ft. X 20 ft. subdivision directional sign to
within 5 ft. of the front and exterior side property line in lieu
of the required 50 ft. setback.
The subject property is
located on the northeast corner of Brookhurst Street and Atlanta
Avenue in the C2 - Community Business District.
The Acting Chairman read the
request and opened the hearing to the audience.
Mr. Ronald Fell, Seabury
Development Co., represented the applicant. Mr. Fell explained
the setback required by ordinance on subject property would
require the sign to be less than 200 ft. away from the residen-
tial property to the northeast.
Drs. Adams and Rosellini,
addressed the Board, and stated they were opposed to the location
of the subdivision sign as it would block the view of their
business identification sign. They stated that their sign is
already blockedfrom view from the north and this imposes a great
hardship on them as it is their only identification.
Mr. Mark Hooper, Director
of Engineering, Kaufman and Broad, addressed the Board and
stated they were opposed to the request as they felt this sign
would lessen the impact of their model home and block their
sign. However, they have no objection if the sigh were to be
set back 50 ft.

A MOTION WAS MADE BY PALIN AND
SECONDED BY LIPPS TO APPROVE CONDITIONAL EXCEPTION NO. 70-35
SUBJECT TO THE FOLLOWING CONDITION:
1. The applicant shall position the sign 50 ft. from the
ultimate right-of-way on Brookhurst Street and 5 ft. from
the ultimate right-of-way on Atlanta Avenue.
FOR THE FOLLOWING REASON:-
1. There is a need for this type of temporary directional
sign as the City is of a residential nature.

CONDITIONAL EXCEPTION NO. 70-36
Applicant: Standard -Pacific Corp
To permit construction of a storage
building with the following exceptions to the Huntington Beach
Ordinance Code: 1) A 15 ft. setback from Hamilton Ave. in
lieu of the required 40 ft. setback; 2) A 15 ft. setback from
Newland St. in lieu of the required 30 ft. setback; and 3) A
"0" side yard where subject property is adjoining property used
as pump stations and along the flood control channel to the
south in lieu of the required 15 ft. setback.

ADMINISTRATIVE REVIEW NO. 70-33
Applicant: Standard -Pacific Corp.
To permit the construction of a
storage yard in the MI -A Limited Manufacturing District.
The subject property is located
on the southeast corner of Newland Street and Hamilton Avenue.
The Acting Chairman read the request
and opened the hearing to the audience.
Mr. Ron Fell, representing the
applicant, addressed the Board and answered various questions.
Discussion was held on the setback for the pump island at the
corner of Newland Street and Hamilton Avenue. The Board felt
that a revised plan should be submitted showing drives, lands-
caping, etc.
It was determined that a Division
of Land is necessary in order to postpone improvements on the
portion not currently being developed as the first phase on
subject property.
There being no further comment,
the hearing was closed.

located on the north side of Memphis Street, approximately
T 234 ft. east of Huntington Avenue.
The Acting Secretary read
the request and opened the hearing to the audience.
Mr. Stellrecht, applicant,
addressed the Board. The parking layout and the common drive
between properties were discussed.

It was felt that the Board should make a field trip to subject
site to review existing development to the east.

MISCELLANEOUS: Home Occupation Review
Mrs. Julie Walker
Mr. Lipps advised the Board that
I a field check had been made and that construction has not started
on the carport since issuance of the Building Permit on May 5,
1970.
It was the consensus of the Board
that the Acting Secretary shall write a letter advising
Mrs. Walker that substantial progress must be made towards
construction of the carport within 15 days or this item will
be set for public hearing for possible revocation of the home
occupation permit.
MISCELLANEOUS: Nelson Auto Service - Review of conditions
per Board of Zoning
Adjustments minutes of
November 12, 1969.
The conditions of approval were
reviewed. It was noted that a Parcel Map has not been recorded
and the applicant has not conformed to Article 979 of the Hunt-
ington Beach Ordinance Code.
It was the consensus of the Board
that the Acting Secretary shall write a letter advising Mr. Nelson
that he must comply with all conditions of approval within two
weeks.
ADMINISTRATIVE REVIEW NO. 70-35
Applicant: Bosil Company, Inc.
To permit a variation in the
screening wall for the shopping center located at the
northwest corner of Goldenwest Street and Warner Avenue.
Mr. Belvedere, representing the applicant, addressed -the
Board. Discussion was held•regarding screening. The grading
plans were reviewed which showed the parking lot is lower
than street level.
Mr. Durksmeyer, a property owner
within the center, addressed the Board and stated he did not
wish a block fence due to maintenance problems caused by cars
continually hitting it and kids loitering near the fence.
A MOTION WAS MADE BY PALIN AND
SECONDED BY SPENCER TO APPROVE LANDSCAPING IN LIEU OF THE
REQUIRED MASONRY BLOCK WALL SUBJECT TO THE FOLLOWING CONDITIONS:
1. The landscape plans shall be approved by the Department of
Public Works.
2. The screening shall consist of a bush type plant material
which can be easily maintained under 3 ft. in height.

1. The Planning Commission had instructed the Board of Zoning
Adjustments to review variations in screening walls.

ADMINISTRATIVE REVIEW NO. 70-25
Applicant: Gerald E. Sparks
This application was
reviewed by the Board at Planning Commissioner Duke's request
for the Board to review and add an additional condition of
approval that the applicant plant a minimum of 15 gallon
trees along the rear property line. The Board reviewed said
application and it was the consensus that this additional con-
dition of approval was not necessary and as the Board had
already approved with plot plan, it was felt that the plot plan
should be referred to the Planning Commission for decision on
any additional conditions of approval. - t
A MOTION WAS MADE BY
PALIN AND SECONDED BY SPENCER TO REFER THE PLOT PLAN FOR
ADMINISTRATIVE REVIEW NO. 70-25 TO THE PLANNING COMMISSION FOR
REVIEW OF THE LANDSCAPING ALONG THE DRIVEWAY BETWEEN THE R1
ZONED PROPERTY AND THE COMMERCIAL DEVELOPMENT.

CONDITIONAL EXCEPTION NO. 70-21
Applicant: St. Francis School (Review continued)
Review by the Board of
Zoning Adjustments of the design of the proposed storage struc-
ture for compatibility with existing church and school facility.
Board discussion followed.
It was noted that a field trip was made to subject property and
that the colors submitted for review - sand beige with periodic
panels of cobalt blue - were similar to the colors of the
existing facility. It was the consensus of the Board that a
letter should be sent to Father Ronald informing him that the
colors as submitted were reviewed by the Board and found to be
acceptable.
