COMMISSIONER BOKOR: Commissioner Bokor informed the Commis- sion that he has submitted a letter to the City Council in- forming them of his resignation, effective July 15, -1970. COMMISSIONER BAZIL: Commissioner Bazil informed --the Chairman that he will e allsent from the Planning Commission,meeting,�on August 18 and possibly September 1, 1970, due to a"vacation schedule. r COMMISSIONER TOM: The Acting Secretary informed the Commission that Commissioner Tom was granted leave of absence by the Chairman. '. DISCUSSION: EXTENSION OF TALBERT AVENUE AS IT RELATES TO HUNTINGTON CENTRAL PARK. Ralph Leyva, Assistant Traffic Engineer, discussed various alignments for the rerouting of Talbert Ave. through Huntington Central Park and the cost of these alignments. The Commission reviewed the various proposals. It was their consensus that Talbert Ave. should be extended west of Goldenwest St. with a standard four-way intersection at Goldenwest St. Also, that Talbert Ave. should then be placed in a tunnel for as long a distance as possible. The tunnel would begin as close to Goldenwest St. as possible. Its precise location would be determined after costs for relocating utilities, private oil lines and re -grading of the highway are established. It was also their consensus that the intersection of Goldenwest St. and Talbert- Ave. should be lowered. A MOTION WAS MADE BY BAZIL -- AND SECONDED BY BOKOR TO RECOMMEND THE AFOREMENTIONED RECOM-_ MENDATION TO THE CITY COUNCIL. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Porter, Duke NOES: None ABSENT: Tom, Miller THE MOTION CARRIED. DISCUSSION: PROPOSED CODE AMENDMENT NO. 70-13 The Acting Secretary informed the Commission that wording requested by the City Council for three-story construction in the R1 zone was carried over into that portion of the amendment for construction in the R2 and R3 zones and the word "development" was changed to "dwelling". Mr. Harlow stated that this code amendment would insure that all three story apartments would be constructed 100 ft. from any R1 development. The Commission reviewed, the proposed amendment. r. DISCUSSION: SETBACK AND SCREENING ALONG SIDE AND REAR OF COMMERCIAL DEVELOPMENT 14HERE ADJACENT T RESIDENTIAL AREA : The Acting Secretary discussed with the Commission setback requirements for com- mercial buildings. He also, discussed setbacks in typical commercial developments. A MOTION WAS MADE BY BAZIL AND SECONDED BY PORTER THAT THE BOARD OF ZONING ADJUSTMENTS PAY PARTICULAR ATTENTION TO: SIDE AND REAR ELEVATION, LANDSCAPED BUFFERS, BUILDING MATERIALS, TRASH COLLECTION AREAS, STORAGE FACILITIES, LOADING FACILITIES AND THE LOCATION OF MECHANICAL EQUIPMENT FOR NOISE CONTROL. PROPOSED CODE AMENDMENT NO. 70-12 - BOAT AND TRAILER STORAGE N FRONT OF D E NG : The Commission reviewed -a proposed code amendment that will allow boats, boat trailers, single axle travel trailers and campers to be parked or stored in front of a dwelling in the RI zone. A MOTION WAS'.MADE BY PORTER AND SECONDED BY DUKE TO INSTRUCT THE SECRETARY TO SET SAID AMENDMENT FOR PUBLIC HEARING. ROLL CALL VOTE: AYES: Bazil, Bokor, Slates, Porter, Duke NOES: None ABSENT: Tom, Miller_ THE MOTION CARRIED. PEANUT STAND - 17341 Beach Blvd. Referred by City Council The Acting Secretary stated that the question before the Planning -Commission is — whether ' -or not the subject peanut stand being operated from --.a mobihome unit is permitted in a commercial zone. Mr. Harlow stated that Section 9730.13 requires that all goods offered for sale shall be housed in a building, and that it is the staff's opinion that this type of operation is not permitted in commercial zones. It was the consensus of the Commission that this type of operation may lead to a' clutter of many different types of vendors and approval of one would imply approval for all. Also, that the Commission should maintain their long-standing policy of denying such ,requests. It was the consensus of the Commission that if N -2- 7/14/70-PC Minutes: H.B. Planning Commission July 14, 1970 Page 3 this type of use is to be permitted, it should be by Council permit. COMMISSIONER PORTER: Commissioner Porter was appointed to work with tF-e—TTanning Staff and Mr. Gindling on his proposed condominium development CHAIRMAN SLATES: Chairman Slates suggested that the City look into the possibility of having all freeways within the City landscaped. Also, that the City review the design of freeway interchanges. The Planning Director informed the Commission that he will investigate freeway inter- changes, design and scenic highways and report back to them.
