HomeMy WebLinkAbout1970-09-09MINUTES HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS Administrative Annex 523 Main Street Huntington Beach, California SEPTEMBER 9, 1970 BOARD MEMBERS: McFarland, Lovejoy, Palin ACCEPTANCE OF MINUTES: On motion by Palin and seconded by Lovejoy, the minutes for July 1, 8, 15 and -223, 1970, were accepted as transcribed. CONDITIONAL EXCEPTION NO. 70-44 Applicant: Richard D. Parry To permit the following: 1) two (2), 24 sq. ft. in area, secondary pole signs on front and exterior side property lines located at a distance less than 100 ft. from the corner pole sign; 2) two (2) tire displays having more than the ten (10) tires permitted by the Huntington Beach Ordinance Code;.3) a number of pennants to be used as a permanent display from light standards to main structure in lieu of such signs being used as temporary signs for special events such as grand opening, change of ownership, etc. The subject property is located Qn the northwest corner of Beach Blvd. and Warner Avenue. The'Acting Chairman read the request and opened the hearing to the audience. Mr. Parry, applicant, addressed the Board and answered various questions. He explained that the proposed tire structures will be used as display and storage of tires. Acting Secretary stated he felt this method of tire display should be discussed with the Planning Commission for guidelines which the Board may use in reviewing such tire structures and for a consensus from the commission if in fact this method of display is outside display and/or storage as provided for by Section 9432 of the Huntington Beach Ordinance Code. Mr. Parry felt that any delay will cause a financial hardship on the dealers. There being no further comment, the hearing was closed. Board discussion was held. It was the consensus of the Board that the Planning Commission should be consulted at their Study Session to be held on September 22, 1970, and that this item should be continued until the first meeting after said Study Session. -1- 9/9/70 - BZA Minutes: H.B. Board of Zoning Adjustments Wednesday, September 9, 1970 Page No. 2 A MOTION WAS MADE BY PALIN AND SECONDED BY LOVEJOY TO CONTINUE CONDITIONAL EXCEPTION NO. 70-44 TO THE SEPTEMBER 23, 1970, MEETING TO ALLOW THE BOARD OF ZONING ADJUSTMENTS TIME TO GET AN INTERPRETATION FROM THE PLANNING COMMISSION ON OUTSIDE'DISPLAY AND/OR STORAGE OF TIRES. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES_ : None THE MOTION CARRIED. The applicant was notified of the Planning Commission Study Session on September 22, 1970, in the Council Chambers, Civic Center, and was encouraged to attend. CONDITIONAL EXCEPTION NO. 70-46 Applicant: Richard D. He stated he felt this should have the same disposition as the previous request due to the,similar nature of the request. The applicant requested the same hearing dates as the previous request. There being no further comment, the hearing was.closed. USE PERMIT NO. 70-36 Applicant: Dike & Colegrove, Inc. To permit the construction of a 14 ft. X 64 ft. fully enclosed storage area in addition to an existing building in the C4 Highway Commercial District. The subject property is located on'the southeast corner of Brookhurst Street and Garfield Avenue. The Acting Chairman read the request and opened the hearing.'to the audience. It was felt by the Board that a revised plot plan should be submitted delineating the parking layout. There being no further comment, the hearing was closed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY LOVEJOY TO CONTINUE USE PERMIT NO. 70-30 TO THE SEPTEMBER 16, 1970, MEETING TO ALLOW TIME FOR THE APPLICANT TO SUBMIT A REVISED PLOT PLAN INDICATING ADEQUATE AND PROPER DRIVEWAY AND PARKING ARRANGEMENT. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 70-44 Applicant: Sea Breeze 66 To permit the outside storage and/or display of tires within storage structures at three locations. The subject property is located on the northeast corner of Brookhurst Street and Adams Avenue. The Acting Chairman read the request. Mr. Gary Carson, representing the applicant, addressed the Board and answered various questions. He stated that his request was similar to Mr. Parry's request. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE ADMINISTRATIVE REVIEW NO. 70-44 TO THE SEPTEMBER 23, 1970, MEETING TO ALLOW THE BOARD OF ZONING ADJUSTMENTS TIME TO GET AN INTERPRETATION FROM THE PLANNING COMMISSION ON OUTSIDE DISPLAY AND/OR STORAGE OF TIRES. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. The applicant was notified of the Planning Commission Study Session on September 22, 1970, in the Council Chambers, Civic Center, at which time said tire displays will be discussed. ADMINISTRATIVE REVIEW NO. 70-45 Applicant: Green Hills Development, Inc. To permit the construction of garages, walls and fences within 7 1/2 ft. of the front property line as per section 9106.2.1.1 and 9104.5.1 of the Huntington Beach Ordinance Code. Discussion was held regarding automatic door openers, landscaping, etc. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 70-45 SUBJECT TO THE FOLLOWING CONDITION: 1. The applicant shall comply with Sections 9106.2.1.1 and 9104.5.1 of the Huntington Beach Ordinance Code. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 70-46 Applicant: Green Hills Development, Inc. To permit the construction of an additional model within a model complex and an extension of time within said model complex. The subject property is located on the north and south sides of Quiet Bay Drive, east of the Quiet Bay Drive and Deep Harbor Lane intersection. Discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 70-46 SUBJECT TO THE FOLLOWING CONDITION: 1. The applicant shall comply with Section 9730.25.4 of the Huntington Beach Ordinance Code. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. MISCELLANEOUS: CONDITIONAL EXCEPTION NO. 70-36 - Continued Applicant: Leasing Enterprises, Inc. The Acting Secretary stated that this item was referred to the Board by the Planning Commission for review of plot plan and to establish conditions of approval as deemed necessary. The Acting Secretary advised that this item was continued from the previous meeting to allow the applicant time to submit a revised plot plan. Messrs. Bjorna and Heffley addressed the Board and submitted a revised plot plan and schematics. The revised plans were reviewed. Discussion was held pertaining to street improvements, fencing, type and location of machinery to be displayed, drives, landscaping, etc. It was the consensus of the Board that a revised plot plan is needed delineating sight angle, landscaping, height of fence, location of pump, drives, etc. -4- 9/9/70 - BZA I Minutes: H. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 70-38 Congregation of Jehovahs Witnesses Corp. Referred by the Planning Commission for the Board's review to establish conditbns of approval as deemed necessary. The subject property is located on the east side of Delaware, 630 ft. north of Clay. The plot plan was reviewed by the Board and suggested conditions of approval were discussed. Mr. Lovejoy advised there may be special drainage problems on the property and that an investigation should be made by the Depart- ment of Public Works. A MOTION WAS MADE BY LOVEJOY AND SECONDED BY PALIN TO CONTINUE CONDITIONAL EXCEPTION NO. 70-38 TO SEPTEMBER 16, 1970, TO ALLOW TIME FOR THE DEPARTMENT OF PUBLIC WORKS TO REVIEW SPECIFIC DRAINAGE PROBLEMS WHICH MAY EXIST.
