Monday, September 14, 1970
Mayor Shipley called. the regular adjourned. meeting of the City Council
of the City of Huntington Beach to order at 7:30 P. M.
The Pledge of Allegiance was given by all present in the Council Chamber.1
ROLL CALL
Councilmen Present: Green, Bartlett, McCracken, Gibbs, Matney, Coen,
Shipley
Councilmen Absent: None
PARKING AUTHORITY EXPANSION - TOP OF THE PIER PLAN
Mr. Monte Nitzkowski, Chairman of the Urban Land Institute -Citizens
Steering Committee, addressed Council and spoke in favor of proceeding
with expansion of the Parking Authority.
Council held discussion on this matter.
Vincent Moorhouse, Director of Harbors, Beaches & Development gave
reasons why he was in favor of expansion of the Parking Authority.
The City Administrator presented. a recommendation to Council to instruct
the staff to proceed immediately with. negotiations and. acquisition;
that engineering for the project be started; that bond. consultants
and legal consultants prepare the necessary prospectus and. that bonds
be sold and. construction commenced, at the earliest opportunity.
RECESS
Mayor Shipley called a recess of the Council at 7:55 P. M., and. called.
an Executive Session of the legislative body.
RECONVENE COUNCIL
The meeting was reconvened by Mayor Shipley at 11:55 P. M.

TOP OF THE PIER PLAN - ULI-CSC FEASIBILITY REPORT - ACCEPTED
A motion was mad.e by Councilman McCracken to accept the ULI-CSC Feasi-
bility Report — Alternate 1, excluding the Huntington Beach Company
property east of First Street and. the block between Fifth and. Sixth
Street. The motion failed by the following roll call vote:
AYES: Councilmen: Bartlett, McCracken
NOES: Councilmen: Green, Gibbs, Matney, Coen, Shipley
ABSENT: Councilmen: None
On motion by Councilwoman Gibbs, Council accepted. the ULI-CSC Feasibility I
Report as submitted, by the following roll call vote:
AYES: Councilmen: Green, Bartlett, McCracken, Gibbs, Mat.!iey, Coen,
Shipley
NOES: Councilmen: None
ABSENT: Councilmen: None
Councilman McCracken informed. Council that even though he felt the pro-
ject was economically unfeasible and a loser he: would. vote infavorof
e Feasibility Report as he bela.eved. Council should be unanimous in
implemen ins the Top of the Per Plan at this :tZme.
CITY EMPLOYEES - SALARY INCREASE
The City Administrator recommended approval of an across-the-board three
range salary increase for all employees, including department heads,
which he -informed. Council would amount to an 81% increase.
On motion by Bartlett, Council authorized an across--the-board salary
increase of three -ranges for all employees, including department heads,
effective September 1, 1970. Motion carried.

COUNCIL ITEMS DEFERRED
Mayor Shipley directed. that the following agenda items be deferred }
the regular council meeting of September 21, 1970. These items had
previously been deferred from the regular meeting of September 8, 1970.
Petition for Council Permit - Russo - Application Filed. by Dominick
James Russo, 12 121- Shreve Road., Whittier, to operate the "Huntington
Beach Health Club" at 17434 Beach Boulevard.
Code Amend.mentr No. 70-12 - Proposes to amend Section 9106.5 of the R1
D strict to allow boats, boat trailers, single axle trailers and
campers to be parked or stored in front of a dwelling.

Code Amendment No. 70-13 -- Proposes to amend Sections 9162.6.1.1 of
e R2 and Section 9202.6.1.1 of the R3 District to require three-
story structures to set back 100 feet from any Single Family Residential
Development.

WdAress Council - A.C. Marion - Relating to variance problem
on the Corfino Weell"located on o�25 and 27, Block 210, on the south-
west corner of Tenth Street and Olive Avenue.
Filing Fee Refund. - Richard P. Luke - Recommendation of the Planning
Commission that Councilauthorize refund of the $75.00 filing fee for
Conditional Exception No. 70-43. The request to care for three handi-
capped children in their home was granted by the Planning Commission
on August 18, 1970.

HOUSING ELEMENT - MASTER PLAN - APPROVED
The City Administrator presented. a Resolution of the City Planning
Commission, establishing a schedule for adoption of a Housing Element
to the Master Plan for Huntington Beach. The Planning Commission
recommended adoption of a similar resolution by the City Council.
On motion by Green, Council directed. the City Attorney to prepare a
resolution establishing a schedule for adoption of a Housing Element
to the Master Plan for Huntington Beach, as recommended in the
Planning Commission Resolution. Motion carried..

ALAN DIRKIN - INQUIRY
Mr. Alan Dirkin of the Daily Pilot inquired as to the justification
of the Executive Session held. by Council.
City Attorney Bonfa stated that the Executive Session held. by Council
was justifified under provisions of the State Code.

LEAGUE OF CALIFORNIA CITIES MEETING - SAN DIEGO
Councilman Green stated he believed. that only Council members and the
City Administrator should be allowed reasonable expenses of $200.00
per person to attend the League of California Cities Conference in
San Diego in October. He further stated that any department heads
that wished to attend the conference should. commute to San Diego us-.ng
a City vehicle, but no overnight expenses should be allowed.
Discussion was held between Council and. department heads.
On motion by Green, Council authorized payment of expenses of Council
members and. the City Administrator, not to exceed $200.00 per person,
to attend. the League of California Cities Conference in San Diego, from
October 25-28, 1970, by the following roll call vote:
AYES: Councilmen: Green, Bartlett, McCracken, Gibbs, Matney, Coen
NOES: Councilmen: Shipley
ABSENT: Councilmen: None

On motion by McCracken, the regular adjourned, meeting of the City
Council of the City of Huntington Beach adjourned. at 12:20 A. M.
