-MINUTES: On motion by Miller and seconded by
Porter, the minutes of the Huntington
Beach Planning Commission of June 16, 1970, were accepted as transcribed
and mailed by the Secretary.
AGENDA ITEMS TO BE CONTINUED:
•TENTATIVE TRACT MAP NO. 7286 93 lots on 20 acres, located at the
Subdivider: La Cuesta northeast corner of Indianapolis
Avenue and Bushard Street.
The Acting Secretary informed the
Commission that the developer met with some difficulties and the
property is the subject of litigation, and in view of this he has
requested continuance of Tentative Tract Map No. 7286 for 30 days.

Located on the north side of Warner Ave. 660 ft. east of the centerline
intersection of Warner Ave. and Edwards Street.
The Acting Secretary informed the
Commission that a tentative map pertaining to subject property will be
considered by the Commission at their October 6, 1970 meeting. Mr. Harlow
stated that it was the consensus of the staff that Zone Case 70-16 be
continued to the October 6, 1970 meeting at which time this item may
be heard with the proposed subdivision and the applicant can explain
their entire proposal.

USE PERMIT NO. 70-26 (Referred by the Board of Zoning Adjustments)
in Conjunction with
DIVISION OF LAND NO. 70-17
Applicant - Donald P. Jones
To permit the construction of a
service station of a 22,500 sq. ft. parcel of land in the C4
Highway Commercial District. Located at the southeast corner
of Slater Ave. and Goldenwest St. To allow the division of
a 5.5 acre parcel of land into four separate parcels.
The Chairman informed the audience
that the staff has requested a continuance of Use Permit No.70-26
and Division of Land No. 70-17 to October 6, 1970, to allow
time for the City Council to act on a request by the realtor
to purchase subject property.

of the maximum 18 units permitted by ordinance in the R4 Multiple
Family Residence District. Located at the northwest corner of
15th St. and Walnut Avenue.
The Acting Secretary suggested that
this item be continued to the"October 6, 1970 meeting to allow
the Commission the opportunity to review proposed apartment
standards for the town lot area of the City at their September 22,
1970 study session.
The Commission invited Mr. Zehnder to
attend the study session for his comments on the proposed
standards.

acceptable.

ADMINISTRATIVE REVIEW NO. 70-42 (Referred by the Board of
Applicant - Kaufman & Broad Zoning Adjustments for review
and final action at the request
of the Planning Commission)
To permit construction of three
model homes on lots 37, 39, 40 of Tract No. 6755. Located on
south side of Erskine, east of Bushard St.
The Chairman read the request.
Commissioner Porter questioned the
quality and types of materials to be used in the proposed tract.
The applicant stated that lath and plaster would be used on the
house exteriors. The Commission was informed that the developer
would not use Tex -Coat exterior construction and the tentative
price range of the houses would be $27,000 to $34,000.
Commissioner Porter requested that the elevation be displayed
for the Commission to review.
Commissioner Duke felt that the
quality of houses constructed within the City should be
controlled.
Commission discussion was held.

CONDITIONAL EXCEPTION NO. 69-32-REVIEW
Applicant - A. Landsdale
To permit the reactivation of an
oil well which has been idle for a period of more than six months.
Located on the east side of 22nd St., between Orange and Olive
Avenues, in the R3 Limited Multiple Family Residence District,
and legally described as Lots 10 and 12, Block 321, Huntington
Beach Tract.
The Acting Secretary informed the
Planning Commission that this application was conditionally
approved at the Planning Commission's September 3, 1969 meeting.
A condition of approval at that time required that this application
be reviewed in September 1970. The purpose of the review is to
establish additional conditions of approval that are consistent
with city ordinances. A video tape of the area was shown.
Commissioner Duke stated he felt that the applicant had ful-
filled all requirements placed on the application as conditions
of approval in September 1969.
Commissioner Bazil felt the purpose
of the removal of the 110" in various areas was a tool for
cleaning up oil fields, and that we should not allow the re-
activation of idle, non -conforming wells.
Commission discussion followed.
A MOTION WAS MADE BY DUKE AND
SECONDED BY MILLER TO APPROVE CONDITIONAL EXCEPTION NO. 69-32
SUBJECT TO THE FOLLOWING CONDITIONS:
1. The 250 barrel wash tank shall be removed.
2. The three existing grade bands and crushed rock sub -bases
shall be removed.
3. All pipe lines that exist above the surface of the property
that are not in use shall be removed.
4. The existing oil cake in the area of the old tanks shall be
removed, the depressions filled with earth and the property
shall be graded to conform with surrounding grades.
5. All applicable provisions of Article 968 shall be complied
with.
6. Five (5) gallon myroporum trees shall be planted around the
perimeter of the oil lease.

CONDITIONAL EXCEPTION NO. 70-40 - Continued
Applicant•:•• William E. Blurock
To permit the following: 1) Construc-
tion of a church and related facilities as follows: a) drive-in
church to accommodate approximately 9S cars. b) religious
education structure. c) 950 seat sanctuary. 2) A 17 story
retirement tower having 287 residential units.

3) Off-street parking for the 17
story residential tower to be provided at a ratio of one space
for each three residential units in lieu of the required 2
spaces per unit in the R1 zone (one space per unit plus 1/2
guest parking space per unit is required in the multiple family
zones). 4) 131 off-street parking spaces for the 950 seat
sanctuary in lieu of the 317 spaces required by ordinance by
allowing credit for the remaining required spaces as follows:
a) joint use of 48 parking spaces provided for the residen-
tial tower. b) joint use of 54 parking spaces provided on
adjacent school property. c) 83 on -street parking spaces.
Located on the south side of Adams Ave. between 17th and Main
Streets, in the R1-0 Single Family Residence District combined
with oil production.
The Chairman read the request and
reviewed the previous action on subject application. The
Assistant City Attorney advised that Commissioner Bazil was
qualified to vote as he had read all pertinent information.
The hearing was opened to the
audience.
Mr. Orval Hansen, representing
the Church, requested approval of the request and stated the
aged are in need of adequate housing.
Messrs. Bob Hench, John Trupo,
Robert Roff, and Rod McGraw, representing the applicant, addressed
the Commission and explained the request. They also showed slides
of the proposed development, and of existing towers at other
locations in California. Mr. Trupo discussed the parking ratio
for the proposed tower.
Commissioner Kerins questioned the
type of dining and cooking facilities to be provided for
residents of the proposed tower.
The Commission was informed that
there will be a dining room plus cooking facilities in each
room. They also explained that economics demand a high rise
building and this location is desired as the Church feels the
elderly should be able to participate in the Church programs and
functions. The Church will supply or see that transportation is
provided for the tenants of the tower to community and shopping
facilities. They assume, at this time, that this project will be
tax exempt in the future. It was explained that the rent would be
approximately $75 per month.
Commissioner Bazil questioned whether
this project would meet the City's housing element program.
The applicant explained that this
project would be granted under the federal housing program #236
as a senior citizens program, and at least one of the couple
must be 62 years of age or older.
Thomas LaMont, nearby resident,
spoke in opposition and stated he had mailed a letter to the
Commission which the Commission acknowledged receiving. He
stated the proposal would be a place of business and the
nearby residents would suffer as this may become rundown being of
low income nature.

Mr. Bob Dingwall, President of
the Home Council, stated that he agrees with the concept but
feels that questions pertaining to taxes, park and recreation
fees, inadequate parking, and location should be investigated
further.
Lorraine Fabor, President of ;
Golden West Home Owners Association stated that she is
presently in the process of making a study of residential
UP rise developments in Los Angeles and Orange Counties
and requested a continuance for two weeks for further study.,
Walt Winters, nearby resident,
stated he was in favor of the project.
There being no further comment, the
hearing was closed.
Commission discussion was held.
Commissioner Duke felt it desirable to know whether the City
could charge for their services to the project (Public Works, 12,
etc.) and whether the Federal government will claim the project
tax exempt. The City Attorney stated they would have to research
whether the towers could be assessed to cover costs. Commissioner
Bazil stated he felt the parking should conform to the require- 2
ments of the code. Commissioner Kerins stated he concurs with
Commissioner Duke in that he feels the City should not suffer a
tax loss. He also feels the project should conform to the
parking code, and requested the Attorney -to research the
possibility of assessing the project -for services
rendered by the city. Commissioner Porter stated he was concerned
whether a low-cost, high-rise building should be placed in a low
density residential area, and being that transportation is poor in
Huntington Beach, perhaps the tower should be located in the _
proximity of a commercial area. Commissioner Miller stated he
felt the homeowner's association should be given additional time
to study the proposal.. Commissioner Kerins stated he was
concerned that there are no shopping facilities nearby and no
means of public transportation. He feels there should be shopping
facilities within walking distance of the project. Commissioner
Bazil stated that the proposed civic center will be two blocks
from the project, and a commercial site has been master planned r
four blocks from the site. Also, that the city can anticipate
office -professional offices in close proximity of the civic
center site.

A MOTION WAS MADE BY PORTER AND
SECONDED BY MILLER TO GRANT AN EXTENSION OF TIME FOR USE
PERMIT NO. 69-9 UNTIL SEPTEMBER 22, 1970, AT WHICH TIME THE
PLANNING COMMISSION WILL REVIEW THE APPLICATION TO DETERMINE
IF THE FOLLOWING CONDITIONS HAVE BEEN MET:
1. The applicant shall withdraw their appeal to the Planning
Commission's decision to declare Use Permit No. 69-9 null
and void now before the City Council.
2. The applicant shall obtain building permits and pay all fees.

Discussion was held concerning the
overhead telephone lines on the southeast corner of Adams Avenue
and Bushard Street (Final Tract Map No. 6963). It was questioned
why the lines were not installed underground. Bill Hartge ex-
plained that there were problems with the feeder lines; however,_
he was going to investigate further.
